Is this just sediment left from tsunami or liquidfication? At the end, there's water bubbling up. I am not sure where this video is located from. I would love to know what it is.

A quick bit of googling after watching this and i learnt that reclaimed land can be built on floating steel structures. That is my first impression of how the land can float about in huge chunks like that. Notice how most of the chunks follow construction boundaries?
