I was reading your referenced article; but, couldn't get past this:
Meanwhile, at Fukushima nuclear power plant, which has been in crisis since cooling systems failed amid the deadly devastation of the March 11 earthquake and tsunami, engineers gained a small victory, giving it a cautious welcome.
"The light went on in the control room of No. 1 reactor at 11:30am," an official said, according to AFP. "But we are still unsure whether this means the cooling system will be restored."
WTH!! A freak'n light works! OMG!!

The only problem was the external power source being knocked out, and then the generators failing. If they had have shipped in portable generators the day it happened they would have been able to run the pumps? Why would the Tsunami damage the pumps?How could it is a better question?
