Is does not always rip and tear. This portion of the plate as been on slow move. Other points of the plate have beenon rep andtear but why not here. since the Indonishia quake many plates have had major move. All quiet on the west coast. Scary, because we do have to a big move at some time that is how the plates work. But people need to not panic. Just think clearly and logically when it happens and you should be fine.
