This is the worst thing they can do, because highly radioactive vapor leaks to the atmosphere (I heard today the fuel rods are up to 3000C/5432F hot), but they want to show the world, that they try to slow down the meltdown. There is a need for a sarcophagus for each reactor, but the meltdown inside will completely stop after many years. Evacuations within ~50km (31 miles) must be continued, this is currently the only way to save the health of the people. Later, there will be a prohibited area around the plant, like in Chernobyl.
