One consciousness is of our black goo flesh that manipulates us insidiously like the devil, black goo venom or like the green goblin suit etc and the other consciousness is that of us legendary fools who think we are just our bodies because we can control its hands and legs.
The lunar boss having one eye i see a symbolism that he doesnt have a second consciousness he is not paired like us.
Similar to the pacific rim movie where those robots require 2 humans/consciousness to operate and one guy managed to operate it only by himself symbolizing the lunar boss.
Similar intel we have in DBZ with piccolo/cyclops who separated himself from the second consciousness that was connected with like we all are and have no clue about it.
