Tokyo Electric Power warned on Wednesday that a large bank loan was not enough to keep it afloat and pay for Japan's worst nuclear disaster

An article was published by a news organisation that has threatened legal action but is available by googling the above title.(pathetic)

Although this is old news, it may be the key to the hesitation shown by TEPCO at a time when action was required, simply put, TEPCO did not have the funding to do what was required....

So TEPCO, has endangered us all because they did not want to borrow/spend money up front, they were looking for a cheap solution.

So instead of flying in emergency generators and pumps, they did nothing....
