Vietnam was decades behind US military and used low tech methods against us. Technology isn't always a decider in who wins war. Who cares if we hit schools/hospitals if the fuse is lit in North Korea. War is hell on earth and needs to be fought on those terms. A complete scorched earth policy, burn and kill every structure, and living thing until they beg you to surrender. That is how to enact war.
