Club of Rome - 10 Regions (Kingdoms) World Plan

According to Golob, redefining the word "we" would also help in the formation of a North American identity.
"Foreign policy, she asserted, provides three things for a nation’s citizens: sovereignty, security, and identity. Sovereignty dictates that the state’s citizens and government (“we”) decide policy, identity defines “who we are” as a nation, and security protects a nation’s sovereignty and identity. Governments must convince citizens that the regional project is consistent with these three values by expanding the definition of the “we.”'
The document continues, describing Golob's findings on America's stance with regards to a North American Community.
"Golob suggested that the United States, ironically, may prove the greatest obstacle to this process."
Golob is correct in viewing America as an obstacle to a North American Union.

While there remains a large section of the population that is oblivious of its existence, there is an aware and motivated group of Americans that is. Lou Dobbs, who has been the only prominent mainstream media figure to raise awareness of the North American Union, conducted a poll in early 2007 asking viewers if they would support legislation to prohibit the creation of a North American Union.

82% of respondents stated that "Yes" they would support efforts to stop the NAU.

Golob's proposal goes further, suggesting that North American integration should be framed in a "non-threatening" manner by binding in the public's mind the protection of U.S. industries and North American integration.

Also discussed is the possibility of creating the false perception that the people are demanding integration.
"She suggested, however, that future decisions on greater integration would most likely come about via 'integration through protectionism,' where agreements to integrate the three countries further are coupled with measures that protect specific U.S. industries.

This would be an incremental approach to integration in which North American identity is deepened in sectors already integrating and is framed as non-threatening to those sectors which see themselves outside of regional flows. This approach would be driven by Congress and require the building of constituencies so that the issue could be framed as a 'winner at the polls.'"
The document also contains a transcript of a speech that Bruce Stokes gave at the conference. Stokes is a Council on Foreign Relations Senior Fellow, commentator for National Public Radio, and writer for the National Journal.

Stokes states that,
"...we can agree that people are not at the point of believing in a North American Community yet. They still think and act as three separate entities. But they engage in their daily lives in new and different ways in issues that are really North American issues. Our challenge, as people that view the North American Community, is that we need to find issues that people are engaged in—whether they are trivial or dangerously provocative— and use them to move toward a broader North American consciousness."
The president of the Council on Foreign Relations, Richard Haass, focused on one such provocative issue in his article "State sovereignty must be altered in globalized era."

Among other issues, Haass states that climate change, or global warming, should give an incentive to cede sovereignty,
"...to world bodies..." He states that, "Globalization thus implies that sovereignty is not only becoming weaker in reality, but that it needs to become weaker. States would be wise to weaken sovereignty in order to protect themselves..."
Stokes concludes his speech by saying that,
"This is how we will create a North American consciousness and a true North American Community. It will be forged in the heat of conflict, not through a rational discussion, as painful as that may be. It really cannot happen any other way."

WORLD DEPOPULATION IS TOP NSA AGENDA:
CLUB OF ROME

The Haig-Kissinger Depopulation Policy

Special Report EIR (Executive Intelligence Review)

March 10, 1981

Investigations by EIR have uncovered a planning apparatus operating outside the control of the White House whose sole purpose is to reduce the world's population by 2 billion people through war, famine, disease and any other means necessary.

This apparatus, which includes various levels of the government is determining U.S. foreign policy. In every political hotspot -- El Salvador, the so-called arc of crisis in the Persian Gulf, Latin America, Southeast Asia and in Africa- the goal of U.S. foreign policy is population reduction.

The targeting agency for the operation is the National Security Council's Ad Hoc Group on Population Policy. Its policy-planning group is in the U.S.State Department's Office of Population Affairs, established in 1975 by Henry Kissinger.

This group drafted the Carter administration's Global 2000 document, which calls for global population reduction, and the same apparatus is conducting the civil war in El Salvador as a conscious depopulation project.

"There is a single theme behind all our work- we must reduce population levels," said Thomas Ferguson, the Latin American case officer for the State Department's Office of Population Affairs (OPA).

"Either they [governments] do it our way, through nice clean methods or they will get the kind of mess that we have in El Salvador, or in Iran, or in Beirut. Population is a political problem. Once population is out of control it requires authoritarian government, even fascism, to reduce it."

"The professionals," said Ferguson, "aren't interested in lowering population for humanitarian reasons. That sounds nice. We look at resources and environmental constraints. We look at our strategic needs, and we say that this country must lower its population- or else we will have trouble.

Civil wars are somewhat drawn-out ways to reduce population, the OPA official added. "The quickest way to reduce population is through famine, like in Africa or through disease like the Black Death."

Ferguson's OPA monitors populations and maps strategies to reduce them. Its budget for FY 1980 was $190 million; for FY 198l, it will be $220 million. The Global 2000 report calls for doubling that figure.

In 1975, OPA was brought under a reorganized State Department Bureau of Oceans, International Environmental, and Scientific Affairs-- a body created by Henry Kissinger.

The agency was assigned to carry out the directives of the NSC Ad Hoc Group. According to an NSC spokesman, Kissinger initiated both groups after discussion with leaders of the Club of Rome during the 1974 population conferences in Bucharest and Rome.

The Club of Rome, controlled by Europe's black nobility, is the primary promotion agency for the genocidal reduction of world population levels.

The Ad Hoc Group was given "high priority" by the Carter administration, through the intervention of National Security Adviser Zbigniew Brzezinski and Secretaries of State Cyrus Vance and Edmund Muskie.

Population reduction and control is now our primary policy objective. According to State Department sources, and Ferguson himself, Alexander Haig is a "firm believer" in population control.

"We will go into a country," said Ferguson, "and say, here is your goddamn development plan. Throw it out the window. Start looking at the size of your population and figure out what must be done to reduce it. If you don't like that, if you don't want to choose to do it through planning, then you'll have an El Salvador or an Iran, or worse, a Cambodia."

"According to an NSC spokesman, the United States now shares the view of former World Bank President Robert McNamara that the "population crisis" is a greater threat to U.S. national security interests than "nuclear annihilation."

"Every hot spot in the world corresponds to a population crisis point," said Ferguson who would rename Brzezinski's arc of crisis doctrine the "arc of population crisis."

This is corroborated by statements in the NSC Ad Hoc Group's April 1980 report. There is "an increased potential for social unrest, economic and political instability, mass migration and possible international conflicts over control of land and resources," says the NSC report.

"We have a network in place of co-thinkers in the government," said the OPA case officer. "We keep going, no matter who is in the White House." But Ferguson reports that the White House does not really understand what they are saying.

"As long as no one says differently," said Ferguson, "we will continue to do our jobs."

Re: Club of Rome - 10 Regions (Kingdoms) World Plan
Club of Rome

(Committee of 300 subversive body)

This group was organized in 1968 by the Morgenthau Group for the purpose of accelerating the plans to have the New World Order in place by the year 2000. The Club of Rome developed a plan to divide the world into ten regions or kingdoms.

In 1976, the United States Association of the Club of Rome (USACOR) was formed for the purpose of shutting down the U.S. economy gradually.

Henry Kissinger was then, and still is, an important agent in the service of the Royal Institute for International Affairs, a member of the Club of Rome and the Council on Foreign Relations.

Kissinger's role in destabilizing the United States by means of three wars, the Middle East, Korea and Vietnam, is well known, as is his role in the Gulf War, in which the U.S. Army acted as mercenaries for the Committee of 300 in bringing Kuwait back under its control and at the same time making an example out of Iraq so that other small nations would not be tempted to work out their own destiny.

The Club of Rome, acting on Committee of 300 orders to eliminate General ul Haq, had no compunction in sacrificing the lives of a number of U.S. servicemen on board the flight, including a U.S. Army Defense Intelligence Agency group headed by Brigadier General Herber Wassom.

General ul Haq had been warned by the Turkish Secret Service not to travel by plane, as he was targeted for a mid-air bombing. With this in mind, ul Haq took the United States team with him as "an insurance policy," as he commented to his inner circle advisors.

Club of Rome and its financiers under the title of the German Marshall Fund were two highly-organized conspiratorial bodies operating under cover of the North Atlantic Treaty Organization (NATO) and that the majority of Club of Rome executives were drawn from NATO.

The Club of Rome formulated all of what NATO claimed as its policies and, through the activities of Committee of 300 member Lord Carrington, was able to split NATO into two factions, a political (left wing) power group and its former military alliance.

The Club of Rome is still one of the most important foreign policy arms of the Committee of 300, and the other being the Bilderbergers. It was put together in 1968 from hard-core members of the original Morgenthau group on the basis of a telephone call made by the late Aurellio Peccei for a new and urgent drive to speed up the plans of the One World Government now called the New World Order.

Peccei's call was answered by the most subversive "future planners" drawn from the United States, France, Sweden, Britain, Switzerland and Japan that could be mustered.

During the period 1968-1972, The Club of Rome became a cohesive entity of new-science scientists, Globalist, future planners and inter-nationalists of every stripe. As one delegate put it, "We became Joseph's Coat of Many Colors."

Peccei's book "Human Quality" formed the basis of the doctrine adopted by NATO's political wing. Peccei headed the Atlantic Institute's Economic Council for three decades while he was the Chief Executive Officer for Giovanni Agnellis' Fiat Motor Company.

Agnelli, a member of an ancient Italian Black Nobility family of the same name, is one of the most important members of the Committee of 300. He played a leading role in development projects in the Soviet Union.

The Club of Rome is a conspiratorial umbrella organization, a marriage between Anglo-American financiers and the old Black Nobility families of Europe, particularly the so-called "nobility" of London, Venice and Genoa.

The key to the successful control of the world is their ability to create and manage savage economic recessions and eventual depressions.

The Committee of 300 looks to social convulsions on a global scale, followed by depressions, as a softening-up technique for bigger things to come, as its principal method of creating masses of people all over the world who will become its "welfare" recipients of the future.

The committee appears to base much of its important decisions affecting mankind on the philosophy of Polish aristocrat, Felix Dzerzinski, who regarded mankind as being slightly above the level of cattle.

As a close friend of British intelligence agent Sydney Reilly (Reilly was actually Dzerzinski's controller during the Bolshevik Revolution's formative years), he often confided in Reilly during his drinking bouts. Dzerzinski was, of course, the beast who ran the Red Terror apparatus.

He once told Reilly, while the two were on a drinking binge, that "Man is of no importance. Look at what happens when you starve him. He begins to eat his dead companions to stay alive. Man is only interested in his own survival. That is all that counts. All the Spinoza stuff is a lot of rubbish."

With regard to the Third World, the Club of Rome's Harland Cleveland prepared a report which was the height of cynicism. At the time, Cleveland was United States Ambassador to NATO.

Essentially, the paper said it would be up to Third World nations to decide among themselves which populations should be eliminated.

As Peccei later wrote (based on the Cleveland Report):

"Damaged by conflicting policies of three major countries and blocs, roughly patched up here and there, the existing international economic order is visibly coming apart at the seams....The prospect of the necessity of the recourse to triage deciding who must be saved is a very grim one indeed. But, if lamentably, events should come to such a pass, the right to make such decisions cannot be left to just a few nations because it would lend themselves to ominous power over life of the world's hungry."

The Technetronic Era

The Club of Rome commissioned Zbigniew Brzezinski, Carter's National Security Advisor, (who also with David Rockefeller formed The Trilateral Commission in 1973), to write The Technetronic Era. This is a post-industrial zero growth plan designed in part to cripple U.S. industry in order to prepare us for the New World Order.

NATO-Club of Rome officials charged with urgent anti-NASA action were Harland Cleveland, Joseph Slater, Claiborne K. Pell, Walter J. Levy, George McGhee, William Watts, Robert Strausz-Hupe (U.S. ambassador to NATO) and Donald Lesh.

In May 1967 a meeting was organized by the Scientific and Technological Committee of the North Atlantic Assembly and the Foreign Policy Research Institute.

It was called "Conference on Transatlantic Imbalance and Collaboration" and it was held at Queen Elizabeth's palatial property in Deauville, France.

The basic purpose and intent of the conference at Deauville was to end U.S. technological and industrial progress.

Out of the conference came two books, one of which is mentioned herein, Brzezinski's "Technotronic Era." The other was written by conference chairman, Aurellio Peccei, entitled "The Chasm Ahead."

Peccei largely agreed with Brzezinski, but added that there world be chaos in a future world not ruled by a One World government.
