Deliberate Destruction of agriculture. Starve us into submission?

Australia has laws allowing private mining companies to resume private lands, against the will of the owner, and then destroy that land with coal seam gas "fracking".
Australian agriculture could, with the right plans to harvest and transport water, feed the entire world. Instead it is on it's knees.
Is this happening world wide?
