A former cabinet minister says communication problems were behind the government's failure to declare a state of emergency quickly after the start of last year's Fukushima nuclear accident.

Banri Kaieda, who was Economy, Trade and Industry Minister during the crisis, testified on Thursday at a Diet committee investigating the government's initial response last year.

Kaieda also recalled an utter lack of information sharing among officials. He said it seemed as if a game of Chinese whispers was going on between the prime minister's office, Tokyo Electric Power Company, and staff at the Fukushima power plant.

Total disconnect. The actual plant tech. operators were left unguided at the crucial point when the reactors could have been saved from meltdown. Litigation would seem to be indicated but I expect it will be slow in coming. Some lawsuits have been filed. I don't know much about the japanese system of law.

Last year, 4/12/2011, 2.2E+8 Bq/m3 of Iodine 131 was measured from the water of SFP4 to suggest the spent fuel had recriticality after 311.

Nuclear watchdog pressured on nuclear safety
Japan's industry ministry was found to have pressed the Nuclear Safety Commission to present a view that old nuclear power plants posed no safety risks in spite of stronger earthquake-resistance guidelines.

Six years ago, the commission made its earthquake-resistance guidelines for nuclear power plants more stringent.

On that occasion, the ministry's Nuclear and Industrial Safety Agency asked the commission to present a view that the existing nuclear plants built under old guidelines have no problems with earthquake-resistance.

The agency's written request states that unless this is done by the commission, serious problems will arise.

Gov't adopts power-saving plan for summer
The government finalized on Friday a power-saving plan for this summer, asking households and businesses served by seven utilities in wide areas of Japan to voluntarily cut consumption by 5 to 15 percent from July to deal with an expected shortage in the aftermath of the Fukushima nuclear crisis.

Govt considers rolling summer blackouts
The government is considering rolling blackouts in the areas served by 4 utilities where most severe power shortages are expected this summer.

Officials will issue a warning the day before the power supply is expected to be limited. If the situation gets worse, people in affected areas will be alerted via email to turn off their appliances.

Officials will ask people to raise the temperature at which their air conditioners and refrigerators activate.
