Lack of nuclear regulator in India: Greenpeace
[link to timesofindia.indiatimes.com]

[snip]

Karuna Raina said, "The report clearly points out gaping holes in the effectiveness of the regulator. The report has come out with multiple damning revelations. The auditor revealed that even though AERB is the nuclear regulator yet it does not have any authority even to revise the rules relating to nuclear safety, let alone frame more stringent rules."

The report also stated there was no legislative framework in India for decommissioning of nuclear power plants and AERB did not have any mandate except prescribing of codes, guides and safety manuals on decommissioning.

Beef export to US will be resumed
The United States has informed Japan that it is ready to resume imports of Japanese beef.

Japanese beef exports to the US have been suspended for more than 2 years following an outbreak of foot-and-mouth disease in the southwestern Japanese prefecture of Miyazaki.

Shipments were scheduled to restart last week, as no new cases of the disease have occurred since the outbreak. But the US asked for a delay until it was able to confirm how Japan is inspecting beef, as well as how it's managing feed to prevent radioactive contamination following last year's nuclear accident.

2 more nuclear plants to be re-examined
Japan's Nuclear and Industrial Safety Agency says that it will order assessments of underground cracks at 2 additional nuclear power plants.

The agency decided at a meeting on Friday to order surveys of the Monju and Mihama plants in Fukui Prefecture, on the Sea of Japan coast.

The agency said it cannot rule out the possibility that cracks beneath the plants will shift simultaneously with known active faults nearby.

Fukushima nuclear workers reaching exposure limit
Controlling the crippled nuclear plant in Fukushima is an ongoing challenge in Japan. But many workers crucial to the effort are reaching the limit for radiation exposure.

About 3,000 workers are processing radioactive water and removing debris at the Fukushima Daiichi nuclear plant on a daily basis.

By law, nuclear plant workers can be exposed to no more than 50 millisieverts of radiation per year and 100 millisieverts in 5 years.

The labor ministry says that as of March -- one year since the nuclear accident -- 167 workers had left the plant with cumulative exposure levels of over 100 millisieverts.

Rice farmers in Fukushima begin testing rice for radiation
FUKUSHIMA — Farmers in Fukushima Prefecture have begun radiation tests on the prefecture’s main rice yield as harvest time approaches. Radiation tests are currently being carried out on early yields, which are already being harvested in the prefecture, prefectural officials said Friday.

THREE MILE ISLAND - TECH SPEC REQUIRED SHUTDOWN DUE TO REACTOR COOLANT SYSTEM PRESSURE BOUNDARY LEAK
On August 22, 2012, it was determined, based on a remote video camera inspection inside the secondary shield wall, that a primary system leak at a Pressurizer Heater bundle exists and is not isolable. Technical Specification (TS) Limiting Condition for Operation (LCO) 3.1.6.4 does not allow any leakage through a nonisolable RCS strength boundary.

IAEA and Iran discuss nuclear inspections
The IAEA and Iran have not been able to narrow their differences at talks on accessing an Iranian nuclear site for inspections.

The International Atomic Energy Agency is hoping to verify whether nuclear weapons are being developed at the Parchin military installation near Tehran.

The two sides failed to reach a final agreement on the verification process at the previous talks in June.

Discussions resumed on Friday in Vienna. IAEA Deputy Director General Herman Nackaerts sat down for 8 hours with Iranian Ambassador to the IAEA Ali Asghar Soltanieh. They failed to reach a final deal, and no plans exist for another meeting.

The Japanese government is considering including a target to abolish nuclear power generation over a medium to long term under a new energy policy amid heightened public concerns over the safety of nuclear power following the Fukushima Daiichi nuclear power plant disaster, sources close to the matter said Friday.

Japanese utilities to import gas from US
Japanese utilities are stepping up efforts to import natural gas, known as shale gas, from the United States.

Osaka Gas and Chubu Electric Power Company say they will import shale gas from the US state of Texas from 2017.

The 2 utilities will each begin importing 2.2 million tons of liquefied natural gas annually from 2017 after receiving permission for the development from the US government.

Public pressure forces gov't to consider phasing out nuclear power

TOKYO — Pressured by public safety fears, the government of Prime Minister Yoshihiko Noda is leaning toward a target to eliminate nuclear power within two decades.

Energy policy has become a major headache for Noda and his Democratic Party of Japan, its ratings battered ahead of a general election many expect within months.

Noda met with anti-nuclear protesters last Wednesday. The activists demanded a swift exit from nuclear power, with trust in it undermined by last year’s Fukushima disaster, while Noda restated the government’s stance to reduce reliance on atomic energy without saying by how much or when.

“We will never, never, never, never give up until reactors are shut. We will never forget the accident on March 11 and what we’ve lost because of that,” one of 11 representatives told Noda in a meeting that was open to media.

Vietnam seeks nuclear power infrastructure
Hanoi (Viet Nam News/ANN) - Vietnam is seeking more support from the International Atomic Energy Agency (IAEA) and countries with advanced nuclear power industries to develop the infrastructure for its nuclear power programme.

A fully developed nuclear power infrastructure is considered to play a very important role to any country in ensuring the safe and successful development of a nuclear power programme.

Preparations are underway for the construction of the first nuclear power plant in central Ninh Thuan Province, which is scheduled to commence construction in 2014 and expected to become operational after 2020.

Commissioning of Kalpakkam reactor delayed further
India’s first commercial Fast Breeder Reactor (FBR) at Kalpakkam may start producing electricity by 2014, thanks to the delay in the construction work which has deferred the commissioning by four years.

The original schedule was revised twice, postponing the commissioning to 2012 and later to March 2013. The continuous cropping up of snags will further defer the actual commissioning of the prototype FBR unit which might not happen till 2014, sources said.

Found this by accident..very interesting infra-red photo of a train at a rail station. The wheels of the rail-car show up as do the contents and the atmosphere in the background.

In the bottom right near the graph is an object that might be a security motorcycle. You can see the front wheel and the white-hot exhaust.. I think. I'm not an expert. chuckle

It’s painfully obvious that nuclear power is harmful and dangerous. France has had 12 nuclear accidents between 1969 and 2012. Japan has had 12 since 1978. There were 46 nuclear accidents in the United States between 1955 and 2011.

Greedy, uncaring corporations like Pacific Gas and Electric Company and Southern California Edison have put profit above the safety of the biosphere and humanity.

Reconstructing Fukushima evacuation zones
The Japanese government has drawn up a roadmap for reconstructing areas in 12 municipalities near the crippled Fukushima Daiichi nuclear power plant that were previously designated as evacuation zones.

According to the plan, in areas of these municipalities where the evacuation order has been lifted, the government will finish decontaminating and restoring water supplies, sewage systems, and other lifeline infrastructure within the next 2 years. It says the decontamination and decommission of the crippled nuclear reactors should create jobs in these municipalities during this period.

Thyroid tests extended to kids outside Fukushima
Japan will conduct thyroid tests on children outside Fukushima Prefecture, to determine whether last year's nuclear accident in the prefecture has anything to do with the discovery of lumps in the thyroid glands of one in three children in Fukushima Prefecture.

The decision has been made by the Cabinet Office's team supporting people affected by the nuclear disaster.

Fukushima Prefecture is conducting thyroid tests on all children 18 years old or younger. Radioactive iodine released from the Fukushima Daiichi nuclear power plant can accumulate in the thyroid glands of children and raise their risk of developing cancer.
