Japan's Cabinet will hold a meeting Sunday to study the country's nuclear energy policy, including likely challenges in the event that the country's reliance on nuclear power is reduced to zero, government officials said Friday.

Prime Minister Yoshihiko Noda and all Cabinet members will take part in the meeting, at a time when the government is working on compiling a new energy and environment strategy, and considering the possible decommissioning of all nuclear plants as a medium- to long-term goal.

Iran says reactor at Bushehr nuclear plant has reached full capacity
TEHRAN, Iran - Iran's sole operational nuclear power reactor has reached full capacity, a senior official said Saturday.

Iran's deputy nuclear chief, Mohammad Ahmadian, said the reactor at the Bushehr power plant was brought to its "full capacity of 1,000 megawatts" Friday evening. The reactor went into operation for the first time last year at minimum capacity.

Shells of Hanford tank leaking radioactive liquid
RICHLAND, Wash. -- The Department of Energy has found evidence that a tank at the Hanford Nuclear Reservation maybe leaking radioactive material.

The Tri-City Herald reports that more unknown material has been found in a third place between the two shells of Tank AY-102, which went into use in 1971. A photo taken of the same spot in 2006 shows that the area was clean then.

The finding this week of a third spot increases concerns that the tank, one of Hanford's 28 double shell tanks, has a leak from its inner shell.

More evidence that Hanford double shell waste tank may be deteriorating
Richland — Early steps in an investigation into whether one of Hanford’s double shell tanks may have a leak from its inner shell have turned up troubling results.

More unknown material has been found in a third place between the two shells of Tank AY-102, according to the Department of Energy.

A photo taken of the same spot in 2006 shows that the area was clean then.

In August radioactive material was found between the inner and outer walls of an underground double-shell tank at Hanford for the first time.

Bechtel Incompetent To Complete Hanford Nuclear Waste Cleanup: DOE Memo
More than 10 years into the job, Bechtel National Inc. has been described as incompetent to complete the $12.2 billion nuclear waste treatment plant at Hanford, Wa., the nation’s largest radioactive waste site, according to an internal Department of Energy memo.

In the Aug. 23 memo, the DOE official responsible for supervising engineering at the facility, Gary Brunson, calls for Bechtel to be immediately removed as the design agent for the novel Waste Treatment Plant (WTP), which was supposed to begin operation last year.

Brunson lists 34 “brief examples” of issues in which Bechtel’s design advice was factually incorrect, technically flawed, unsafe, or more costly than alternatives.

“The number and significance of these issues indicate that Bechtel National Inc. is not competent to complete their role as the Design Authority for the WTP, and it is questionable that BNI can provide a contract-compliant design as Design Agent,” Brunson writes in the memo.

Govt. proposes radioactive disposal site
The Japanese government has proposed a site in Tochigi Prefecture, north of Tokyo, to dispose of radioactive waste from the accident at the Fukushima Daiichi plant. It is the first time the central government has made such a proposal to a prefectural government.

Structure of radioactive waste disposal site
The proposed waste disposal facility will have a roof to prevent radioactive materials from leaking with rainwater.

The storage facility will be about 10 meters deep from the surface and built with a concrete floor and walls. The concrete will be processed to make it resistant to corrosion.

Workers will transfer the radioactive waste into oil drums. Cranes will then be used to place the drums into the facility.

A monitoring room will be set up nearby for safety management.

Wells will also be dug to check whether radioactive materials are seeping into groundwater.

Gov't leans toward zero nuclear stance, but caution remains
TOKYO — The Japanese government, wary of public opinion ahead of an election, is leaning toward setting a target to eliminate atomic power by 2030 - a major policy shift for an economy that had planned to boost the role of nuclear energy before the Fukushima crisis.

Prime Minister Yoshihiko Noda is expected to call a snap election within months and with his Democratic Party’s (DPJ) ratings sagging, pressure is mounting to respond to a growing grass-roots anti-nuclear movement and surveys showing that most voters want to abandon atomic energy eventually.

Such a decision would fly in the face of objections from big business lobbies, which say an aggressive program to exit nuclear power will boost electricity rates and force companies to move production - and jobs - overseas.

Gov't estimates energy bills to double in nuclear-free Japan
The government estimates that if Japan has no electricity generated from nuclear power in 2030, household energy bills at that time could be doubled the 2010 level, according to a government document made available Monday.

TEPCO sees improvement in water injection into Fukushima reactors
The operator of the crippled Fukushima Daiichi nuclear power plant said Monday it has made progress in alleviating a problem affecting the flow of cooling water into the severely damaged reactors.

Tokyo Electric Power Co. reported late last week that the flow of cooling water into the reactors had declined for unknown reasons, sometimes even to a rate below the minimum needed to keep the melted fuel cool.

Exelon has dropped the Victoria Nuclear Generating Plant in Texas. The economic conditions, demand-side management lead to decreased demand, higher reserve margins are projected up to the 2017 forecast by the North American Electric Reliability Corporation (NERC). There is still a demand growth projected, just no nearly as large as previously predicted.

NERC has stated that the decrease in demand can provide challanges, especially for base loaded units (nuclear and fossil). Low demand and high wind generation in an area of high wind market penetration may require nuclear units to back down. In Ontario 2009, the grid operators were required to reduce the province's nuclear fleet.

Nuclear Experimentation Killed Free Power
The first (known) meltdown of a nuclear power generator in the U.S.A. occurred in July of 1959 at the Santa Susana Field Laboratories in Simi Valley, CA. Since this accident pre-dated any regulation of the nuclear industry, no one will ever know how much radioactivity was strewn around as a result. Reasonable people guess the released amount was comparable to what happened at Three Mile Island or Chernobyl, but much less than the ongoing disaster at Fukushima.

The dangers of nuclear experimentation have always been belittled, while the benefits of nuclear experimentation have always been exaggerated. It is an industry of truth omission. It is the industry which most frequently states "there is no immediate danger to the public" and it is the one which most frequently lies about the public dangers it poses, to all life on Earth.

They are still pushing the propaganda of “Support Fukushima by eating”.

They defined 8/31 as “The day of vegetables”, held a campaign to increase the sales of agricultural products of Fukushima. It’s to remove the “harmful rumor” and increase the consumption, supported by Fukushima government and Japan Agriculture.

Restoration plan unveiled for evacuation zone
Japan's government has released its blueprint for rebuilding life inside the Fukushima evacuation zone. It says residents could return to some areas near the crippled Fukushima Daiichi nuclear plant in two years.

Reconstruction Minister Tatsuo Hirano released the plan on Tuesday. It covers sections of the 12 municipalities once designated as evacuation zones but which were recently cleared of the evacuation order.

For the first two years, the government says it will focus on decontaminating radiation and restoring water, sewage and power.

India - AERB detects flaws at nuclear plants
Regulatory inspections of nuclear power plants and research facilities have revealed there have been deviation from technical specifications and other regulatory stipulations, deficiencies and degradations in safety-related systems and procedural inadequacies.

The Atomic Energy Regulatory Board (AERB), which carried out 47 regulatory inspections, comprising 25 scheduled and 22 special inspections in 2011-12, observed there were shortcomings in safety design and safety support systems based on operating experience, including generic deficiencies.

Korea - Facility for nuclear waste - Nation can’t afford to postpone selecting site
A government advisory panel has proposed building an intermediate storage facility for spent nuclear fuel by 2024. Upon the request, the government will determine its basic policy on this matter by the end of the year after pooling opinions from various walks of life.

The proposal is a belated but desperately needed one, given that temporary storage units at the nation’s four nuclear power plants will reach saturation point from 2016 through 2021. Currently, about 700 tons of spent nuclear fuel are produced a year in the country’s 22 nuclear reactors.

Navy and nuclear industry sign deal to fight workers shortage
The nuclear industry long has drawn employees from the U.S. Navy, so it makes sense that companies would look to the Navy again as the industry faces an impending shortage of skilled workers.
