Gundersen: "I told Tepco that while I realized they hoped and believed that there will always be water in the nuclear fuel pool, I had to ask whether or not they had (already prepared and stationed) any chemicals to put out a nuclear fuel pool fire in the event they were wrong.

"Tepco's response was that there was nothing in the fuel pool that could burn, a statement I find appalling."

An inspection of the pool floor, however, led TEPCO to conclude that the pool was strong enough without additional concrete. The plans were scrapped, and antiseismic reinforcements were made to the reactor building instead.

There was a chance early on that a storage pool collapse could be prevented, but according to the report Tokyo Electric Power Co. refused to take the necessary steps as a cost-cutting measure.

URAVAN, Colo.—Sharon Johannsen rolls along Highway 141, the sun baking the sandstone hills of southwestern Colorado's Paradox Valley. She pulls over at a wire fence: This was the baseball field; that was Main Street. All of it buried, with signs warning visitors about radiation.

Uravan and other towns in the Four Corners region went on to supply uranium for nuclear weapons and the nuclear power industry. But the boom collapsed with the end of the Cold War and troubles with nuclear energy starting with Three Mile Island in 1979.

Uravan's own troubles were worse: Some 12 million tons of radioactive tailings and other waste pushed radon levels well above safety standards. The town was declared a Superfund site, evacuated and razed in the 1980s.

Today, a Canadian company's plan to build the first conventional uranium mill licensed in the U.S. since 1979 has area residents hoping the region can once again become the uranium capital of the U.S. But there are obstacles, especially since uranium prices crashed after the 2011 meltdown at Japan's Fukushima nuclear plant.

This unusual way of appointing the NRC members will only deepen the public's distrust of the nation's regulatory control of nuclear power generation and the power industry.

Efforts to deal with problems at the Fukushima Daiichi nuclear power plant in northeastern Japan still face many challenges more than a year after the meltdown.

Tuesday will mark one and a half years since the earthquake and tsunami that caused the accident. But the leaking of tainted water and other troubles still plague the clean-up efforts.

Experts say one of the pressing challenges is how to ensure the reliability of emergency facilities built to cool the troubled reactors.

TEPCO says it has no money to develop renewables
TOKYO — The head of the Japanese utility that owns the tsunami-hit Fukushima nuclear power plant says he believes nuclear power should be part of the country’s energy mix, even though the government and the public seem to feel differently.

Naomi Hirose, president of Tokyo Electric Power Co (TEPCO), also said the utility can’t afford to invest in alternative energy since the earthquake-tsunami crisis last year that wiped out the Fukushima Daiichi plant and caused extensive radioactive meltdowns that took months to control.

Transfer of nuclear emergency center delayed
The emergency operations center of Japan's new nuclear regulatory commission will not be ready when the body is inaugurated later this month.

The government plans to set up the nuclear watchdog by the end of September.

It is a replacement for the Nuclear and Industrial Safety Agency, which is part of the Ministry of Economy, Trade and Industry. The ministry has promoted nuclear energy development.

Fishermen expand test catches off Fukushima
Fishermen in Fukushima Prefecture have expanded their test catches to 10 types of marine products, 18 months after the nuclear accident.

A fleet of 11 fishing boats left a port in Soma City early on Monday.

Commercial fishing restarted on an experimental basis off Fukushima Prefecture in June. Catches were limited to one type of shellfish and 2 kinds of octopuses.

However, the Appellate Division instructed the appellant-whistleblower to file courtesy copies of the brief by email on Friday, September 7, 2012 only to find that Suffolk County blocked him from sending his briefs to the Suffolk County Attorney. Now by blocking these emails, Suffolk County government involved may face serious consequences for intentional acts to thwart justice (18 U.S.C. § 1503 and/or 42 USC § 1983).
