Abe, Hollande to cooperate on nuclear energy

Japanese Prime Minister Shinzo Abe and French President Francois Hollande have agreed to cooperate on the development of defense equipment and the export of nuclear power technology.

At their summit in Tokyo on Friday, Hollande agreed to Abe's proposal for an early bilateral foreign and defense ministerial meeting to discuss the joint development of defense equipment and export controls.

Hollande referred to a sales deal struck last year between a French defense firm and China. Japan has expressed concern over the agreement to sell ship-based landing equipment for helicopters.

S. Korea's top nuclear plant operator sacked

South Korea on Thursday fired the head of the state-run company that oversees the country's 23 nuclear reactors over a forged documentation scandal that has shut a host of those reactors down.

Korea Hydro and Nuclear Power president Kim Kyun-Seop was dismissed from his post for the scandal involving parts provided with fake safety certificates, the Ministry of Trade, Industry and Energy said in a statement.

It added that An Seung-Kyoo, CEO of KEPCO Engineering and Construction, which is responsible for nuclear power plant design and technology, would also be sacked at a board meeting on Friday.

SAN DIEGO, June 7, 2013 /PRNewswire/ -- Southern California Edison (SCE), the majority owner and operator of the San Onofre Nuclear Generating Station (SONGS), has notified San Diego Gas & Electric (SDG&E) that a decision has been reached to permanently retire SONGS Units 2 and 3 and to seek approval to start the decommissioning activities for the entire facility. 

SDG&E has a 20-percent minority ownership interest in SONGS, and, historically, has received 20 percent of its power from the facility.

"Since the units went offline in early 2012, SDG&E's primary concern has been continuing to meet our customers' energy needs as safely and reliably as possible," said Jessie J. Knight, Jr., SDG&E's chairman and chief executive officer. 

"With the Sunrise Powerlink now in service and with additional contracted resources, barring any unforeseen system emergency, our region should have adequate power supplies for this summer," Knight said.

As a result of SCE's decision, Sempra Energy and SDG&E today made a Form 8K filing with the Securities and Exchange Commission.

All of TVA’s nuclear power plants operating under notices of safety violations

The Tennessee Valley Authority (TVA) is a federally owned corporation in the United States, which is already facing the threat of being sold as it carries some $25 billion in debt -just under the $30 million debt limit set by Congress, is facing increased oversight after having been found to having improperly assessed safety violations at two nuclear power plants.  TVA owns and operates the Browns Ferry, Sequoyah, and Watts Barr nuclear power plants, all of which are operating under notices of safety violations.  In 2011, the Browns Ferry nuclear power plant was issued a red finding due to the failure of a safety valve and TVA’s failure to recognize the problem.

This week, the Nuclear Regulatory Commission put the Sequoyah nuclear power plant and Watts Bar nuclear power plant on increased oversight after determining that TVA violated nuclear safety standards in how the utility analyzed and prepared its flood assessment risk at the two nuclear power plants, both of which are located on the Tennessee River.

Turkey Point supervisor arrested for possession of controlled substance

Officials at the Turkey Point Nuclear Power Plant have alerted the Nuclear Regulatory Commission that a non-licensee contract supervisor had been arrested off-site for possession of a controlled substance.  The licensee has terminated the supervisor’s access to the site and documented the information in the Personnel Access Data System.

Southern California Edison Announces Plans to Retire San Onofre Nuclear Generating Station

OSEMEAD, Calif. (June 7, 2013) — Southern California Edison (SCE) has decided to permanently retire Units 2 and 3 of its San Onofre Nuclear Generating Station (SONGS).

“SONGS has served this region for over 40 years,” said Ted Craver, Chairman and CEO of Edison International, parent company of SCE, “but we have concluded that the continuing uncertainty about when or if SONGS might return to service was not good for our customers, our investors, or the need to plan for our region’s long-term electricity needs.”

Both SONGS units have been shut down safely since January 2012. Unit 2 was taken out of service January 9, 2012, for a planned routine outage. Unit 3 was safely taken offline January 31, 2012, after station operators detected a small leak in a tube inside a steam generator manufactured by Mitsubishi Heavy Industries (MHI). Two steam generators manufactured by MHI were installed in Unit 2 in 2009 and two more were installed in Unit 3 in 2010, one of which developed the leak.

In connection with the decision, SCE estimates that it will record a charge in the second quarter of between $450 million and $650 million before taxes ($300 million - $425 million after tax), in accordance with accounting requirements.

After months of analysis and tests, SCE submitted a restart plan to the Nuclear Regulatory Commission (NRC) in October 2012. SCE proposed to safely restart Unit 2 at a reduced power level (70%) for an initial period of approximately five months. That plan was based on work done by engineering groups from three independent firms with expertise in steam generator design and manufacturing.

The NRC has been reviewing SCE’s plans for restart of Unit 2 for the last eight months, during which several public meetings have been held. A recent ruling by an adjudicatory arm of the NRC, the Atomic Safety and Licensing Board, creates further uncertainty regarding when a final decision might be made on restarting Unit 2. Additional administrative processes and appeals could result in delay of more than a year. During this period, the costs of maintaining SONGS in a state of readiness to restart and the costs to replace the power SONGS previously provided would continue. Moreover, it is uneconomic for SCE and its customers to bear the long-term repair costs for returning SONGS to full power operation without restart of Unit 2. SCE has concluded that efforts are better focused on planning for the replacement generation and transmission resources which will be required for grid reliability.

“Looking ahead,” said Ron Litzinger, SCE’s President, “we think that our decision to retire the units will eliminate uncertainty and facilitate orderly planning for California’s energy future.”

Litzinger noted that the company has worked with the California Independent System Operator, the California Energy Commission and the California Public Utilities Commission in planning for Southern California’s energy needs and will continue to do so.

“The company is already well into a summer reliability program and has completed numerous transmission upgrades in addition to those completed last year,” Litzinger said. “Thanks to consumer conservation, energy efficiency programs and a moderate summer, the region was able to get through last summer without electricity shortages. We hope for the same positive result again this year,” Litzinger added, “although generation outages, soaring temperatures or wildfires impacting transmission lines would test the system.”

In connection with the retirement of Units 2 and 3, San Onofre anticipates reducing staff over the next year from approximately 1,500 to approximately 400 employees, subject to applicable regulatory approvals. The majority of such reductions are expected to occur in 2013.

“This situation is very unfortunate,” said Pete Dietrich, SCE’s Chief Nuclear Officer, noting that “this is an extraordinary team of men and women. We will treat them fairly.” SCE will work to ensure a fair process for this transition, and will work with the Utility Workers Union of America (UWUA) and the International Brotherhood of Electric Workers (IBEW) on transition plans for the employees they represent.

SCE also recognizes its continuing safety responsibilities as it moves toward decommissioning of the units. SCE’s top priority will be to ensure a safe, orderly, and compliant retirement of these units. Full retirement of the units prior to decommissioning will take some years in accordance with customary practices. Actual decommissioning will take many years until completion. Such activities will remain subject to the continued oversight of the NRC.

Six workers identified in goldfish “prank” at Perry Nuclear Power Plant

On May 2nd, workers at the Perry Nuclear Power Plant were taking apart scaffolding in a steam tunnel when they discovered two goldfish in a lemonade pitcher full of radioactive water in a secured area.  For the next month, security investigators at the Perry Nuclear Power Plant spent untold hours reviewing video recordings to attempt to identify the individuals who left goldfish in a pitcher of radioactive water from one of the nuclear reactors in a steam tunnel.

The job wasn’t easy. First, the plant had been shutdown during a refueling outage since March 18th and over 1,000 outside contractors had access to the plant during that period.  Then, investigators found that in many cases the identities of the individuals where obscured by the protective radiological suits and hoods being worn in the protected areas of the plant.  “While we continue to look at the video for evidence, identifying folks in the video has been challenging,” Perry spokeswoman Jennifer Young admitted in May.

While the utility may have closed its investigation into the goldfish fiasco, federal investigations will continue, hopefully until more of the critical security questions are resolved.

Edison International (EIX) faces a regulatory battle over who will pay for about $3.4 billion of costs related to the decision to retire the San Onofre nuclear plant amid a record number of U.S. nuclear closures.

Southern California Edison, the utility unit that owns and operates what had been California’s largest source of round-the clock electricity, has a $2.1 billion investment in the two reactors and may have to refund some of the $1.3 billion collected from customers since the plant quit producing power in January 2012, Chief Executive Officer Ted Craver told reporters today on a conference call.

Four commercial nuclear-power units, including Edison’s two, have been permanently closed in the U.S. this year, the highest-ever annual total, according to U.S. Nuclear Regulatory Commission data.

Edison estimates that shareholders will absorb after-tax costs of $300 to $450 million, although further writedowns are possible, Chief Financial Officer Jim Scilacci said. The company hasn’t determined how much it will seek from customers, he said.

The cost to customers may not be settled until late next year, Edison said. The company has already asked for a $16 million a year increase to cover the cost of decommissioning the reactors, Scilacci said on today’s call. The decommissioning fund is about $300 million short of what’s needed, he said.

Edison may recover some investment costs from Mitsubishi Heavy Industries Ltd. (7011), maker of the failed plumbing, and from its nuclear insurer, Craver told reporters. The company has asked Mitsubishi for $139 million and $234 million from the insurer, according to a filing.

What you’re seeing is a lot of this stuff is getting revolitalized. It’s in the first couple of inches of dust, and when the wind blows it moves into areas that have been previously cleaned. On the east side of reactor3, the readings of English version are 200 μSv/h and 500 μSv/h, where they are 2,000 μSv/h and 5,000 μSv/h in Japanese version.

Also, on the west side of reactor1, the reading of English version is 200 μSv/h, where it is 2,000 μSv/h in Japanese version.
