Crews struggle to restore former nuke lab site in Calif.

Deadline to remove toxic mess is 2017, which some say is too ambitious

SIMI VALLEY, Calif. — The sun was barely up at a former Cold War rocket test site when crews in hard hats, neon vests and steel-toe boots collected jars of dirt as part of a massive effort to clean up from a partial nuclear meltdown a half century ago.

Parties that inherited the toxic mess face a 2017 deadline to restore the sprawling hilltop complex on the outskirts of Los Angeles to its condition before chemical and radioactive wastes leached into the soil and groundwater.

For residents living downhill from the Santa Susana Field Laboratory, it would seem like a conclusion to a protracted fight. But many remain dissatisfied that a large portion of the land won’t be cleaned to the highest standards.

“I don’t care how long it takes, I just want it cleaned,” said 62-year-old Holly Huff, whose family moved into the area a month before the 1959 nuclear accident.

The road to decontamination has been long and costly, as winding as the two-lane path to the lab entrance 30 miles northwest of downtown LA. Decades in the works, the cleanup has been complicated by the web of owners and responsible parties at the nearly 2,900-acre site.

Founded in 1947 by North American Aviation, Santa Susana quickly became an aerospace hub. For four decades, workers tested thousands of rocket engines that later flew on missions that included Apollo. The site also hummed with nuclear research and was once home to 10 reactors.

In 1959, a reactor partially melted, belching radioactive gases. The reactor was shut down but later restarted. The government at the time said there was no dangerous radioactive release. Full details of the meltdown were not made public until two decades later by a group of University of California, Los Angeles, students.

Since the 1980s, NASA has spent about $100 million on cleanup and estimated it would cost another $250 million to $300 million to fully restore its section. The Energy Department has spent about $90 million in the past decade. Boeing declined to disclose its costs.

Some residents who have developed leukemia, breast cancer or serious thyroid conditions blame their health problems on their proximity to Santa Susana.

Even if the bulk of contaminated soil is scooped up and hauled away, the groundwater problem persists. The state estimates it would take many decades to complete that part of the cleanup.

For residents like Huff, who was diagnosed with leukemia in 2009, the cleanup has dragged so long that she hopes there’s no more drama.

“To be honest, sometimes I try not to think about it,” she said. “It’s just depressing.”

S.Korea demands info on Fukushima wastewater

South Korea has asked Japan to provide detailed information about radioactive groundwater leaking from the damaged Fukushima Daiichi nuclear power plant into the ocean.

Japan's industry ministry estimates 300 tons of tainted groundwater is flowing into the Pacific Ocean every day.

South Korean officials said on Monday that they made a request for data on the amount of leaked water, radiation levels and an impact on the ecosystem.

2 more workers at Fukushima Daiichi irradiated

Two more workers at the damaged Fukushima Daiichi nuclear power plant were found exposed to radiation above the safety limit. This is the second incident in a week. Tokyo Electric Power Company, the plant operator, is looking for a cause.

Last week, 10 workers waiting for a bus at the same spot were found to have unusually high radioactivity levels. Some blamed a mist-generating machine designed to prevent heatstroke. But this time the machine was not in use.

Highly toxic puddles found near water tanks at Fukushima plant

Puddles with extremely high radiation levels have been found near water storage tanks on the premises of the crippled Fukushima Daiichi nuclear power plant, Japan's nuclear regulators and plant operator Tokyo Electric Power Co. said Monday.

The radiation level, measured around 50 centimeters above the toxic water, stood at about 100 millisieverts per hour, TEPCO said, while acknowledging that the water likely came from a tank. At least around 120 liters is estimated to have leaked out.

TEPCO denied that toxic water had flowed into the adjacent Pacific Ocean, but the Nuclear Regulation Authority ordered the utility to study the possibility that the toxic water had escaped into the sea through nearby drains.

The used tanks, about 300 of them, have an estimated 5 year life span for the gaskets and bolts. Many of the tanks already have two years of use on them. These leaks could be the start of failures in these tanks. As seen in the ALPS system, the contaminated water has had a very corrosive impact on storage systems. As these tanks begin to fail TEPCO will have to install replacement tanks and transfer water. This will require even more land and manpower.

Officials at the Japan National Tourism Organization say the weaker yen has encouraged more travelers to visit the country. Another factor is the easing of visa requirements for travelers from Southeast Asian countries.

The organization estimates that 1,003,000 foreigners visited Japan for business and tourism last month.

The figure topped one million for the first time. It's the highest since the government began keeping records in 1964, and surpassed by 80,000 the previous high, which was marked in April. The number of foreign visitors also rose 18.4 percent compared to last July.

Nuclear regulator urges checking all tanks

Japan's nuclear regulator has called for an immediate check of all water storage tanks at the Fukushima Daiichi power plant.

The head of the Nuclear Regulation Authority, Shunichi Tanaka, told a news conference on Wednesday that there are about 350 other tanks at the site structurally identical to the one which leaked 300 tons.

He said that if a leak occurs in one tank, it must be assumed that something similar will occur in others.

Leaking tank at Fukushima plant has no water gauge

The operator of Fukushima Daiichi nuclear plant says it may have failed to find a leak of radioactive wastewater from a tank because it lacks a water gauge.

Tokyo Electric Power Company, or TEPCO, on Monday found a massive leak of highly contaminated wastewater from a tank near the No.4 reactor. Water had seeped outside the barrier around the tank.

The tank is 11 meters high and can store up to 1,000 tons of wastewater. TEPCO said the tank's water level had dropped nearly three meters. That means more than 300 tons had been lost.

The utility says the tank has no water gauge, so workers at the plant did not notice the leak until they saw water outside the barrier.

The tank is one of about 350 at the plant made from steel plates and bolts. Four cases of leaks have been reported so far.

TEPCO nuclear chief to be stationed in Fukushima

The operator of the Fukushima Daiichi nuclear plant says it will station its nuclear power chief near the facility to oversee its decommissioning process, particularly handling of radioactive water.

Tokyo Electric Power Company revealed last month that contaminated groundwater at the plant is seeping into the sea. This week, it said more than 300 tons of wastewater had leaked from a storage tank there.

On Wednesday, the utility said it will send Vice President Zengo Aizawa, who heads the firm's nuclear power division, to Fukushima Prefecture to take direct command of decommissioning efforts. It said the move is aimed at clarifying the chain of command and facilitating information sharing among TEPCO officials in charge.

On June 9, 2011, we received an instruction document*, "Installment of treatment facility and storing facility of water including highly concentrated radioactive materials at Fukushima Daiichi Nuclear Power Station (Instruction)" from Nuclear and Industrial Safety Agency (NISA) of Ministry of Economy, Trade and Industry.

Since then, per the instruction, we have been treating the water accumulated in the Central Radioactive Waste Treatment Facility that contains highly concentrated radioactive materials.
