Common sense would indicate anyone in areas with higher readings might be at elevated risk but I am not an expert.
Dispersion patterns were varied and sporatic.

In general, the highest radio-active emissions were in March. The highest dispersion was in March. Jet stream carried it to the west. How much is debatable. The Japanese are just now fessing up to the lies and hiding of information.
That's about it. The reactors are still in meltdown.
