Nigeria: No to Nuclear Power Project

On Thursday, July 28, 2011, the minister of science and technology, Prof. Ita Okon-Bassey Ewa, received a Russian delegation preliminary to the implementation of an earlier-signed agreement between Nigeria and the Russian federation on a nuclear power project. This is contrary to an earlier announcement, in April, by the former minister of power, Nuhu Wya, that the federal government had decided to dump its nuclear energy plan.

Nuclear Energy Institute Report on Japan's Nuclear Reactors, August 10, 2011 .

Tokyo Electric Power Co. has begun erecting the steel support for an airtight cover for reactor building 1 at the Fukushima Daiichi nuclear energy facility. The 17-story polyester fiber fabric cover is designed to shield the environment from the release of radioactive particles. TEPCO is planning similar covers for reactors 3 and 4.

Scandal Taints Japan Nuclear Sector .

The scandal deepened Tuesday, when Mr. Gohara, who has appointed a team of 16 investigators, accused a top executive of ordering the destruction of documents, some of which were apparently thrown out, after his probe began. A spokesman for Kyushu Electric said the company was aware of Mr. Gohara's accusation, but declined to comment pending the release of the committee's findings.

The flap, first revealed by the utility whistleblower, stems from an early-morning meeting on June 21 between Saga Gov. Yasushi Furukawa and three executives of Kyushu Electric. Gov. Furukawa now says that he urged the executives at that meeting to line up supportive voices from the industry in advance of the June 26 event and "use the Internet" during the public forum, to ensure that pro-nuclear views got an airing. Instead of hosting the company delegation at the prefectural offices, the governor invited them to his walled-off official residence a short distance away, later explaining he did so because the meeting was so early.

When his actions came to light, the governor apologized for "imprudently" accepting the meeting and offering advice, but he denies instructing Kyushu Electric to mobilize its own employees to throw the debate.

Fuel pool cooling

Meanwhile, Tepco reported that it has switched from using a water-injection system, where cold water was regularly pumped into the pool and allowed to evaporate on heating, to a circulatory cooling system for the used fuel pool at unit 1. The new system is designed to pump warm water out of the pool, cool it, and then return the water to the pool.

The company said that it began operating the alternative cooling system at 11:22 am on 10 August. The temperature of that fuel pool was previously unknown due to a failure of the instrumentation. However, a reading taken shortly after the alternative cooling system was started indicated that the temperature of the water in the pool was 47.0°C. Another reading taken 24 hours later showed that the temperature had already fallen to 41.5°C.

Tepco has already installed similar alternative cooling systems at the used fuel pools in Fukushima Daiichi units 2, 3 and 4. The temperature of those pools on 11 August was 36.0°C, 33.6°C and 42.0°C, respectively.

This interview is very significant and deserves its own thread. Arnie wants rain samples from citizens to map the fallout nationally.

He is challenging the gov't's downplaying of the amounts of radiation we are receiving from japan. First the explosions, continuing steam emissions and now from burning contaminated materials emissions. West coast getting blasted. We need to make people aware and get samples to him for controlled scientific state-of-the-art analysis.

Sacked top nuclear officials to receive extra retirement bonuses

Three top officials in charge of regulating Japan's nuclear power generation, recently sacked for the handling of the ongoing Fukushima nuclear crisis and for scandals over staged government-sponsored symposiums, are expected to receive extra retirement money, the Mainichi has learned.

Japan's Economy, Trade and Industry Minister Banri Kaieda said on Aug. 4 that he would sack Economy, Trade and Industry Administrative Vice Minister Kazuo Matsunaga, 59, Nuclear and Industrial Safety Agency head Nobuaki Terasaka, 58, and Tetsuhiro Hosono, 58, head of the Agency for Natural Resources and Energy.

The three officials will receive larger retirement bonuses than what they could otherwise get for retiring of their "own accord," the Mainichi learned.

"The three senior officials are retiring because of incentives, but not because of punishments, and therefore they are being treated the same way as usual early retirees," the industry ministry explained. Under the retirement bonus law for national public servants, they are eligible for the early retirement bonuses, meaning each of them is likely to receive about 20 percent more (or more than 10 million yen extra) than the bonus to be paid for regular retirement.

Matsunaga and Terasaka were scheduled to retire on Aug. 12, and Hosono on Sept. 1.

Japan is under pressure to enhance food inspections as it has no centralized system for detecting radiation contamination. About two-thirds of Japan’s prefectures now plan to check rice crops, the Mainichi newspaper reported yesterday, citing its own survey. Half of Japan’s rice is grown within range of emissions from the crippled nuclear plant, and farmers are awaiting the results of tests before harvesting begins this month.
