Fukushima village prepares for repopulation
A village designated as an evacuation zone in the aftermath of last year's nuclear accident at the Fukushima Daiichi plant is calling on its residents to come home.

The central government lifted its ban on entering Kawauchi Village in Fukushima Prefecture on Sunday, allowing free access to all parts of the village. Almost all of the village's approximately 3,000 residents fled after the accident. About 2,700, or 90 percent, have not yet returned for fear of radiation contamination and other concerns.

Prefectures preparing for tighter cesium standards
An NHK survey shows that around half of Japan's prefectures are strengthening measures to inspect food to meet the nation's tighter standards for radioactive cesium in food products.

NHK conducted the survey on 47 prefectures ahead of Sunday's introduction of the new guidelines.

33 prefectures said they will conduct regular inspections. 21 of them said they had installed more devices or established new sections in charge of radiation checks.

Noda: Safety is top priority to restart reactors
Prime Minister Yoshihiko Noda says he will place top priority on nuclear safety in deciding the restart of 2 idled reactors in western Japan.

He said the decision to restart the reactors will be made after taking into account opinion of local residents. He added that he and his Cabinet ministers will judge the matter in a comprehensive way.

NISA calls on Chubu utility to prepare for tsunami
Japan's nuclear safety agency has instructed Chubu Electric Power Company to implement comprehensive measures to protect its Hamaoka nuclear power plant from tsunami as tall as 21 meters.

The instruction comes after a government panel last Friday revised upward its prediction about the likely intensity of a major earthquake expected along the Nankai Trough in the Pacific Ocean. It also raised the maximum height of tsunami that could be triggered by such a mega-quake.

Rosatom chief offers help for Fukushima accident
The head of Russia's state atomic energy corporation says Russia is willing to help Japan deal with the aftermath of the nuclear accident in Fukushima.

Rosatom Director General Sergey Kirienko met reporters on Tuesday before wrapping up his visit to Japan.

He came to the country to sign a pact that enables Japan and Russia to exchange or transfer nuclear power technology and trade nuclear materials.

Prime Minister Yoshihiko Noda has instructed a minister to draw up new standards for nuclear safety as a precondition for resuming the operation of 2 reactors at a nuclear power plant along the Japan Sea coast.

On Tuesday, Noda and 3 ministers concerned discussed the Nuclear Safety Commission's favorable assessment of the first round of stress tests on the reactors at the Ohi nuclear power plant in Fukui Prefecture.

In Niigata prefecture on Honshu's northwest, gusts of up to 156.6km/h were recorded.
At least four people died in the violent weather, the disaster management agency and local media said.
They included a 96-year-old man in Iwate prefecture who fell from the roof of a three-storey house during high winds and a 28-year-old woman in Miyagi who was hit by a falling tree, Jiji Press and NTV said.
The storm temporarily reduced electricity supplies to the Onagawa nuclear power plant, in Miyagi prefecture, halting the cooling system for a fuel pool, operator Tohoku-Electric Power Co said.
Plant workers manually restarted the cooling system after about 20 minutes, it said.
"There was no problem in the operation,'' a company spokesman said.
All reactors at the plant are currently idle.
Transport systems were widely disrupted on Tuesday as the storm moved through Japan, with hundreds of flights grounded and train services cancelled.

Reconstruction minister suggests no-return zone
Japan's reconstruction minister has hinted unofficially that some areas near the Fukushima Daiichi nuclear plant may have to be declared off-limits indefinitely.

Hirano suggested that some areas may remain unsafe indefinitely because a large amount of highly radioactive waste water is being stored at the nuclear complex.

Hirano's view differs from that of the government, which has recently re-zoned Fukushima's evacuation areas based on how long it will take to make them habitable.

OPINION: Reconsidering the Rokkasho Reprocessing Plant

While reconsidering the future of nuclear power, Japan should not forget the troubled 2 trillion yen Rokkasho Reprocessing Plant in Aomori Prefecture.

The plant has not yet gone into full operation because it still cannot solidify liquid radioactive waste produces.

According to Japan's Atomic Energy Commission, not operating it would reduce Japan's electricity costs by 6-7 trillion yen over the plant's life cycle. There would still be jobs for Rokkasho Village for decades since 1.5 trillion yen would be required to decontaminate the plant.

The plant was originally supposed to recover plutonium from spent nuclear fuel to provide startup fuel for a new generation of plutonium breeder reactors like Japan's Monju reactor.

A better and much less costly solution would be to use the type of dry storage that most other countries are turning to. In any case, spent fuel at reactor sites should be placed in massive dry casks as soon as possible for safety reasons.

Storing it in cooling pools longer than necessary can create safety problems. The spent fuel stored in casks at the Fukushima Daiichi nuclear power plant was not in the news because there were no concerns about its safety.

Nuke plant owners to pay out up to £1bn per balls-up
Nuclear operators are to be liable for damages amounting up to seven times the current limit in the event of a nuclear incident, the Government has confirmed.

A phased increase to a limit of €1.2bn (£999m) will be introduced over five years following the coming into force of an international treaty on nuclear third party liability. Liability will initially be capped at €700m and will rise by a further €100m each year until the €1.2bn level is reached. Currently, operator liability is limited to £140m per incident.
