Recyclers get leg up in bidding

Based on the system, construction companies applying to use recycled cement in public works bidding will have 2 points added to their scores under a comprehensive evaluation method in which bidders are rated in terms of bids and technical aspects on a scale of 130 to 200 points.

TEPCO, 3 others plan to buy interests in Aussie gas field
Tokyo Electric Power Co. and three other Japanese firms plan to buy interests in an offshore Australian natural gas field for some 350 billion yen, industry sources said Wednesday.

Along with trading house Mitsubishi Corp., shipping company Nippon Yusen K.K. and the government-controlled Japan Oil, Gas and Metals National Corp., TEPCO now plans to acquire a 10 percent interest in the development and an 8 percent stake in the liquefied natural gas project, they said.

Radiation-proof SDF vehicle unveiled
A vehicle that can be driven in radioactively contaminated areas has been shown to media.

The nuclear, biological and chemical reconnaissance vehicle was unveiled on Wednesday at a Ground Self-Defense Force post in Saitama City, north of Tokyo.

SDF officials say the vehicle has highly airtight armor and an air cleaning device, and can also be used in areas contaminated by toxic gases and bacteria.

Radioactive sludge disposal stalled
More than 32,000 tons of radioactive sludge from the Fukushima Daiichi nuclear accident remain at initial storage sites, even though the government says its radiation levels are within safety limits.

NHK asked the prefectural office and 26 municipalities and other bodies in Fukushima how they are handling the sludge at their sewage facilities. The sludge in the area contains radioactive fallout from the nuclear accident.

NHK learned that about 80 percent of the 39,000 tons of sludge being kept at initial storage sites is within government safety limits and safe to process for more permanent disposal. But the sludge remains untouched due to fears among the local people.

S.Korea nuclear contractor jailed for parts scam

The man, identified only as Hwang, was sentenced last Friday for selling recycled turbine valve parts to the Gori nuclear plant near Busan, the Busan District Court spokesman said.
Hwang, 54, cleaned and painted used parts stolen from the plant's dump by an employee. He then sold them back to the plant, on three occasions since 2008, disguising them as new products.
Hwang pocketed some three billion won ($2.6 million) through the fraud, according to the court.

Kaieda cites poor communication in nuclear crisis
A former cabinet minister says communication problems were behind the government's failure to declare a state of emergency quickly after the start of last year's Fukushima nuclear accident.

Banri Kaieda, who was Economy, Trade and Industry Minister during the crisis, testified on Thursday at a Diet committee investigating the government's initial response last year.

Kaieda also recalled an utter lack of information sharing among officials. He said it seemed as if a game of Chinese whispers was going on between the prime minister's office, Tokyo Electric Power Company, and staff at the Fukushima power plant.
