Kaieda cites poor communication in nuclear crisisA former cabinet minister says communication problems were behind the government's failure to declare a state of emergency quickly after the start of last year's Fukushima nuclear accident. Banri Kaieda, who was Economy, Trade and Industry Minister during the crisis, testified on Thursday at a Diet committee investigating the government's initial response last year. Kaieda also recalled an utter lack of information sharing among officials. He said it seemed as if a game of Chinese whispers was going on between the prime minister's office, Tokyo Electric Power Company, and staff at the Fukushima power plant. [ link to www3.nhk.or.jp] . Litigation would seem to be indicated but I expect it will be slow in coming. Some lawsuits have been filed. I don't know much about the japanese system of law. Maybe someone from japan could fill us in.. ~
