I've lived in Yugoslavia, Bulgaria, and now Mexico, and gotten used to rolling blackout routines in all these countries, and really I swear I see more benefits in this to the public than problems.
People become more self sufficient, often learning do without the electricity in the first place,
we remember to better economize our usage when we do have power,
and maybe more important of all, we often get forced away at least for a while from addictions to things like GLP, and people often take the advantage of the break to go out and do something like get some food from a candle lit street vendor and chat with the neighbors or something.
