Ministry sorry for school radiation limit flipflop
Japan's education ministry says it is sorry that it initially set the radiation exposure limit for schoolchildren at a high level that drew parents' concerns.

The ministry has drafted a report reviewing its response to the Fukushima nuclear disaster that was triggered by the quake and tsunami on March 11th last year.

The report refers to a decision made in April to set the safety limit of radiation exposure for outdoor school activities at no more than 20 millisieverts per year.

TEPCO blames gov't for public's lack of nuclear accident information
Tokyo Electric Power Co. suggested that it failed to provide sufficient information promptly to the public on the Fukushima Daiichi nuclear power plant disaster because the government "restricted" its publicity activities, a draft report of the utility's in-house investigation on the nuclear accident showed Tuesday.

"Because we had to seek approval from the prime minister's office and the Nuclear and Industrial Safety Agency (on publicity matters), the timing of the announcement and the content were restricted," Tokyo Electric said, defending itself against criticism that its announcements on issues related to the disaster were slow and the content poor.

Critical data gaps

The following represents a list of critical data gaps that should be addressed. They are especially important for non-cancer effects as well as cancer risks as a result of in utero and/or early childhood exposure. These data gaps are especially important for the case-control study for children born near nuclear power plants.

Tritium releases to the atmosphere:
Tritium discharges to surface waters:
Tritium minimum detectable amounts (MDAs)
Strontium-90:

Science for the Vulnerable
Setting Radiation and Multiple Exposure Environmental Health
Standards to Protect Those Most at Risk
[link to ieer.org]

[snip]

Open Letter to President Bush on Protecting the Most Vulnerable

Dear President Bush:
We are writing to call your attention to a serious problem in public health protection and ask that you take
action to fix it.
Presently, many federal radiation protection standards are based on average lifetime exposure or on
Reference Man,” a hypothetical adult “Caucasian” male who is 20 to 30 years old, weighs 154 pounds, is
five feet seven inches tall, and is “Western European or North American in habitat and custom.”
Reference Man is widely used to set federal rules and regulations, for instance, limits on how much
residual radiation will be allowed in radioactively contaminated soil.
The problem is that different groups are affected differently than adult men when exposed to radiation or
toxic materials. According to the National Research Council of the National Academies, cancer mortality
risks for women are 37.5 percent higher than for me n for the same radiation exposure. Sometimes the
most vulnerable period is not in adulthood but rather in infancy, childhood, puberty, or when the ova are
developing in a female fetus. Prenatal exposures to certain toxic chemicals or radiation can increase the
risk of certain disorders, like breast cancer, later in life. The combined effects of chemicals and radiation
are little understood.
Further, the use of Reference Man is not in accord with Presidential Executive Order 13045 on the
Protection of Children From Environmental Health Risks and Safety Risks, which you endorsed with
amendments in 2003. The Order acknowledges that children are disproportionately vulnerable to
environmental hazards and directs federal agencies to ensure their policies address the disproportionate
risks.

Thank you very much for considering our request on this crucial matter related to public and
environmental health. For more information, please contact Dr. Arjun Makhijani ([email protected]) or
Lisa Ledwidge ([email protected]), President and Outreach Director of the Institute for Energy and
Environmental Research, respectively, or visit www.ieer.org.
Sincerely,

Natural gamma rays linked to childhood leukaemia
[link to www.ox.ac.uk]

Oxford University

A small but statistically significant link between risk of childhood leukaemia and the gamma rays we are all exposed to from our natural environment has been detected in a very large study led by Oxford University researchers.

Exposure to gamma rays from natural sources in the environment isn't something that can readily be altered, but the study adds to our understanding of the small cancer risks associated with other low doses of radiation, such as from medical X-rays and CT scans. The findings demonstrate that there are small effects of radiation at very low doses.

The researchers conclude that the size of the increased risk of childhood leukaemia with natural gamma-ray exposure is consistent with these models and supports their continued use in radiation protection. The results of the study contradict the idea that there are no adverse radiation effects, or might even be beneficial effects, at these very low doses and dose rates.

Well.. there goes the 'low-dose radiation is harmless' theory... Shills take notice..chuckle

Kan fires blog broadside at Diet nuclear disaster investigative committee
[link to mainichi.jp]

[snip]

Of particular concern during Kan's testimony on June 8 was whether the utility had tried to abandon the nuclear plant early in the crisis, as Kan has consistently claimed. The committee concluded that it "could not see clear evidence that TEPCO ever decided to withdraw all its personnel."

Firing back, Kan insisted in his blog entry that TEPCO had probed the possibility of pulling out its entire staff, and rejected the suggestion of a misunderstanding on the part of the Prime Minister's Office.
The former prime minister also demanded the public release of all video conference call recordings between the Fukushima No. 1 plant and TEPCO headquarters in Tokyo.

The operator of the Fukushima Daiichi nuclear power plant says a new method has failed to locate radioactive water leaking from one of the reactors. Identifying the leaks is a key step towards decommissioning the plant.

Tokyo Electric Power Company said workers used an infrared camera on Tuesday to search for the leaks in the suppression chamber at the No.2 reactor.

Fukushima Watch: Japan Gets ‘Feudal’ on Reactor Restarts
[link to blogs.wsj.com]

[snip]

The two high-ranking government officials are being sent to the rural seaside town as part of a promise made last month by nuclear disaster minister Goshi Hosono, in order to pave the way for restarts of Oi’s No. 3 and No. 4 reactors—a controversial decision amid widespread public anxiety about nuclear safety.

To many in Japan, the move brings to mind a modern-day interpretation of the feudal-era practice of “sankin-kotai,” or alternating residency, in which local warlords returning to their seats in the countryside were forced to leave their families in Tokyo, as high-class hostages.

In today’s modern version, deputy trade minister Seishu Makino, a ruling party lawmaker, and top nuclear regulator Shinichi Kuroki, will likely be dispatched to help oversee operations at the Oi plant, according to ministry officials, who half-jokingly refer to the two as “hostages” of Tokyo’s nuclear policy.

Experts warn of possible catastrophe at Japan reactor

Some nuclear experts are warning that spent fuel rods at a damaged plant in Japan could trigger a major catastrophe despite the government’s declaration in December that the emergency phase of the nation’s worst nuclear disaster was over.

Fifteen months after a magnitude-9 earthquake and tsunami struck the Fukushima Daiichi plant and led to meltdowns, fears about reactor 4 have grown as its building holds a storage pool filled with 1,535 nuclear fuel rod assemblies.

The pool, which is 30 metres above ground, has been left uncovered since a hydrogen blast last year blew off the upper part of the outer wall of the containment building.

Most of the assemblies are spent fuel rods with a total amount of radioactive caesium equal to 5,000 atomic bombs of the kind that destroyed Hiroshima, said Hiroaki Koide, assistant professor at the Kyoto University Research Reactor Institute.

The government estimated the amount of caesium—137 already released by the Fukushima disaster were equal to that of 168 Hiroshima bombs.

TEPCO studied huge tsunamis in in-house training
Tokyo Electric Power Company says it failed to make use of an in-house study that estimated the extent of damage by huge tsunamis on nuclear reactors.

A group of TEPCO employees conducted a study in 2006 to determine what would happen at the plant's No.5 reactor if it was hit by waves higher than 5.7 meters, the maximum height assumed by the company.

The group estimated that if the waves exceeded 13.5 meters, all power would be lost and it would be impossible to inject water into the reactor.

The study also said it would cost about 25 million dollars to implement measures to prevent such an occurrence.

Markey, Burgess Call For GAO Investigation of DOE Support for Near-Bankrupt USEC

“We’ve been told this earmark is all about avoiding risk to our national security, but the real risks of this nuclear bailout is for taxpayers who will be on the hook for questionable government handouts that are worth more than the entire company,” said Rep. Markey. “The GAO should immediately commence an investigation into DOE’s ongoing support for USEC before we throw more money at a company whose junk bond status and junk technology make it better suited for the budgetary junk heap.”

“The Department of Energy has been harming the uranium mining industry for years, dumping excess uranium tails into the market to prop up a failing company that couldn't stand on its own feet. As a result, thousands of miners from Texas, New Mexico, Arizona, Wyoming, Utah, and others, have had their livelihoods put in jeopardy,” said Rep. Burgess. “It is time the Department of Energy is held accountable for their activities. This GAO report will be the first step in bringing justice for an industry still damaged by Department of Energy policies.”

SRS waste plutonium to be sent to New Mexico
[link to m.chronicle.augusta.com]

[snip]

Some of Savannah River Site’s most contaminated Cold War nuclear waste will leave South Carolina this month under a new program to export plutonium to New Mexico.
The goal is to ship 5 kilograms at a time to the Department of Energy’s Waste Isolation Pilot Plant near Carlsbad, N.M., where lower-level “transuranic” waste is buried in 250-million-year-old salt deposits a half-mile beneath the Chihuahuan Desert.

Currently, 585 kilograms of waste plutonium are awaiting shipment to New Mexico, but Howell said the amount could be expanded to 4.3 metric tons over a 20-year period.
John Gilmour, the solid waste management director for SRNS, said the decision to send the material to New Mexico was made after it was determined the plutonium could not be used in the MOX program.

Report: 7 items lacking at Seabrook plant
[link to www.newburyportnews.com]

[snip]

According to Debbie Grinnell, of Seabrook Station's citizen watchdog group C-10, the ASR issue at the plant is a perfect example of why relicensing of nuclear plants should not occur 20 years in advance of license expiration. Seabrook Station is the first nuclear plant in the nation to deal with ASR degradation during a license renewal, and there are no NRC guidelines to address it, she said.

"The NRC's 770-page evaluation of Seabrook (Station's) license renewal, which lists open and unresolved safety items two years after NextEra applied for a license renewal 20 years in advance of their license expiration, identifies two critical weakness in the federal government oversight," Grinnell said. "The NRC license renewal allowance 20 years in advance of a license expiration must be changed to no more than 10 years, as it is unsafe, unreasonable and unacceptable, and routine NRC inspections done at US plants are inadequate."

NRC waste report puts licensing on hold

As previously reported by Nuclear Energy Insider, the Nuclear Regulatory Commission must submit a report and environmental plan outlining the environmental risks and impacts of on-site nuclear spent fuel storage later this year.

The agency must adhere to this objective due to a recent ruling made by a panel of three judges in the U.S. Court of Appeals for the District of Columbia, which will mean that the Nuclear Regulatory Commission cannot license or re-license any nuclear plant, including the Indian Point nuclear plant near New York City, until it reviews the risks of on-site storage of spent nuclear fuel.

According to an Associated Press report, New York Attorney General Eric Schneiderman called the ruling a landmark victory for New Yorkers and people across the country who live near nuclear power plants. The states of New York, New Jersey, Connecticut and Vermont formed a legal case against the NRC last year, claiming that the agency had not as yet shown that on-site storage was safe.

According to reports coming out of Capital Hill, The US House of Representatives is expected to approve an amendment this month aimed at forcing the Nuclear Regulatory Commission (NRC) to complete its review of the Department of Energy's application for a permit to use Yucca Mountain as a nuclear waste storage site.

Prairie Island Indian Community Presses for National Repository
[link to www.utilityproducts.com]

[snip]

The Prairie Island Indian Community recently called on the federal government to fulfill its promise and legal obligation to remove nuclear waste from Prairie Island the Tribe's ancestral homeland after a federal court rejected Nuclear Regulatory Commission regulations to extend on-site storage to 60 years beyond the closure of nuclear reactor sites, without conducting an environmental impact study.

In the absence of a federal repository, under the Nuclear Regulatory Commission's proposed rule, the 17 dry casks originally approved in 1994 for "temporary" on-site storage at the Prairie Island Nuclear Plant would grow to 98 casks and up to 70 at a second nuclear site in Monticello, Minnesota. Efforts to create the only nuclear waste storage facility in the United States, the Yucca Mountain Repository in Nevada, were suspended in 2010, and no replacement facility has been identified.
