US nuclear chief nominee testifies in Congress
A geologist named to chair the US Nuclear Regulatory Commission has promised to improve the safety of nuclear power plants across the United States.

Allison Macfarlane answered questions on Wednesday before the Senate Environment and Public Works Committee. She testified that last year's accident in Japan underscored the close link between nuclear plant safety and geology.

President Barack Obama nominated Macfarlane last month. If confirmed, she will complete the remaining year of Gregory Jaczko's term as NRC chairman.

Jaczko announced his resignation last month after other members of the commission publicly criticized his management style as abusive.

UN studies nuclear tests on Marshall Islands
The UN Human Rights Council is investigating the impact of Cold War-era nuclear tests conducted by the United States on the Marshall Islands.

The US began testing on the Pacific islands, including Bikini Atoll, in 1946. It conducted 67 tests over 13 years.

A number of residents who were exposed to radiation at the time are still suffering from the aftereffects.

Some were forced to relocate after the tests and never returned home.

Shareholders criticize TEPCO for ignoring warning
A group of shareholders of Tokyo Electric Power Company have criticized the utility for having ignored experts' warnings of a possible earthquake and tsunami around the Fukushima Daiichi nuclear plant.

The group of 42 shareholders made the accusation in the opening of a negligence suit against 27 former and current presidents and chairmen of TEPCO, at the Tokyo District Court on Thursday.

The 27 have held the executive posts since 2002 when a government panel warned that a huge earthquake could occur around the Fukushima plant.

Radiation survey halted at request of Fukushima gov't: researchers
A survey on local residents' exposure to radioactive iodine was abruptly halted at the request of the Fukushima prefectural government just weeks after the nuclear crisis was triggered by the March 2011 earthquake-tsunami disaster, a team of researchers said Thursday.


The team led by Shinji Tokonami, a professor at Hirosaki University's Institute of Radiation Emergency Medicine, began the survey in April last year but ended it after the prefectural government told the researchers that such studies might fuel concern among residents.

Mayor OKs restart of Oi nuclear reactors
The mayor of Oi town said Thursday he will accept the central government's call to restart two idled reactors at the Oi nuclear power plant in the town in Fukui Prefecture, while the prefecture's governor is also expected to convey his approval to Prime Minister Yoshihiko Noda as early as Saturday.

How long is spent fuel allowed to be stored in a pool or cask?

NRC regulations do not specify a maximum time for storing spent fuel in pool or cask. The agency’s “waste confidence decision” expresses the Commission’s confidence that the fuel can be stored safely in either pool or cask for at least 60 years beyond the licensed life of any reactor without significant environmental effects. At current licensing terms (40 years of initial reactor operation plus 20 of extended operation), that would amount to at least 120 years of safe storage.

However, it is important to note that this does not mean NRC “allows” or “permits” storage for that period. Dry casks are licensed or certified for 20 years, with possible renewals of up to 40 years. This shorter licensing term means the casks are reviewed and inspected, and the NRC ensures the licensee has an adequate aging management program to maintain the facility.

High radiation one floor above reactor
Tokyo Electric Power Company says it has detected extremely high levels of radiation on a floor just above the No. 2 reactor at the crippled Fukushima nuclear plant.

TEPCO sent a robot into the reactor building on Wednesday to take video images and radiation measurements.

The company said a reading of 880 millisieverts per hour of radiation was detected on the fifth floor, which is 4.5 meters above the reactor containment vessel.

Fukushima No. 4 spent fuel pool gets steel plate cover: TEPCO
The operator of the crippled Fukushima Daiichi nuclear power plant said Friday that it has placed a steel plate cover over the spent fuel pool of the No. 4 unit.


Tokyo Electric Power Co. placed the 4-centimeter-thick cover to prevent rubble from falling into the pool as the utility plans to begin dismantling some sections of the unit's severely damaged building before removing the nuclear fuel stored in the pool. The building was damaged by a hydrogen explosion.

The 60-ton steel plate is 11 meters long and 13.7 meters wide.

Govt. to authorize restarting Ohi nuclear plant
The Japanese government is set to green light the restarting of two idled nuclear reactors in Fukui Prefecture, central Japan. The prefectural government and the town hosting the power plant have both given their consent.

Fukui Governor Issei Nishikawa will on Saturday officially convey his approval to Prime Minister Yoshihiko Noda and Industry Minister Yukio Edano.

Noda and 3 cabinet ministers will meet to officially approve the restart of the No. 3 and No. 4 reactors at the Ohi power plant.
