Concerning reactor 4 and whether or not it has fuel..

The containment dome[cap] has been visible in its storage position since the first photos of the destruction were posted.
No containment readings for 4 were ever posted in reports by tepco.
The reports I have seen since 3.11 consistently say the reactor was in defueled outage for shroud replacement and vent duct work. Core was temporarily placed in the SFP.

There was an unsubstantiated report on Fuku diary from an anonymous source, supposedly a worker, who said that the fuel had been loaded in reactor 4 but it was still shut down on 3.11. No confirmation.

Some of the confusion arises from the use of the shortened term, reactor 4, when reporting on the SFP at reactor 4. They don't always specify that they are talking about the SFP...

There doesn't seem to be enough evidence to believe that there is fuel in reactor 4. If someone knows any different, please post the information.

Thanks WB, sounds correct by most of what I've heard.

What seems clear from all official accounts is that spent fuel pool 4 is VERY loaded with very dangerous material, the cooling support system is very fragile with make-shift tubing in place, they say,

so naturally there were just a very few people on this planet who were concerned when they saw the demolition work on building 4 taking place live,

apparently at a time when there were high winds towards Tokyo, and no notice given that some danger might arise if SFP4 might somehow spring a leak during that work. The timing of the work leaves one to ponder.

Japanese activist collecting aid in U.S. for Fukushima clinic
A Japanese antinuclear activist visiting the United States called on Monday for help in setting up an independent clinic in Fukushima City to treat radiation-related illnesses especially in children affected by the Fukushima nuclear crisis.

"Up until now we have been too reliant on the government...we have to start doing more on our own," 65-year-old Chieko Shiina said in a speech in Los Angeles, California.

Fuel rod container at Onagawa plant found damaged
The operator of the Onagawa nuclear plant in Miyagi Prefecture has discovered damage to fuel rod containers at the facility's No. 3 reactor.

Japan's nuclear safety agency has ordered Tohoku Electric Power Company to check and report on whether the damage was caused by the massive earthquake on March 11th last year.

The utility recently used an underwater camera to inspect the 4.5-meter-high metal containers in a fuel rod storage pool.

It found a 2-centimeter-long, several-millimeter-wide chip on one of the containers. It also found more than 12 places on other containers where pieces were missing.

TEPCO discloses more photos of Fukushima tsunami
The operator of the Fukushima Daiichi nuclear power plant has released previously unseen photos of the huge tsunami that hit the facility on March 11th last year.

This comes after a parliamentary committee investigating the accident criticized Tokyo Electric Power Company for making public only 17 photos in May last year.

TEPCO said it chose photographs where the arrival of the tsunami was most evident and that it is sorry for its shortcomings in presenting information.

Problem is much bigger than Indian Point
[link to www.stamfordadvocate.com]

[snip]

Entergy, the company that owns Indian Point, wants a 20-year extension of its license. Indian Point is 35 years old, stores much more spent fuel than it was designed to, and has a history of leaks and other problems, including the release last year of 600,000 gallons of radioactive steam into the air.

Despite all that, the NRC last year gave Indian Point its highest "Green" safety rating.

That's typical of the NRC's long history of capitulation to the nuclear industry, years of acquiescence that have left us far from where we need to be in terms of nuclear safety.

The mixed oxide fuel (MOX) reactor[2], which burns with plutonium/uranium, is more deadly than those burning on uranium-enriched fuel, according to nuclear experts. The half-life of plutonium-239 in MOX is 24,000 years and just a few milligrams of P-239 escaping in a smoke plume will contaminate soil for tens of thousands of years. A single milligram (mg) of MOX is as deadly as 2,000,000 mg of normal enriched uranium meaning that one mg of MOX is basically two million times more powerful than one mg of uranium. If even a small amount of this potent substance escapes from the plant in a smoke plume, the particles will travel with the wind and contaminate soil for tens of thousands of years.

Plutonium is created by fission. All spent fuel on the planet contains Pu. MOX is not the only problem although it is a very dangerous compound. It burns hotter than normal fuel and the Fuku reactors were not designed to use it.

There are many radioisotopes in play. Not much mention is made of that fact.

I would appear that "radiation" is hovering around 7.8Sv/h, or 24 times normal background levels, for the last few days in Colorado. If the source of the radiation are radioactive particles, (which would be measured as higher readings in air filters) then the health risk in terms of bio-accumulation would be much worse than the simple radiation exposure risk.

I hope that fuku, or other reactors aren't spewing massive quantities of death, and the media saying nothing as per the new order.

No.4 reactor at Ohi plant to restart July 18th
The operator of the Ohi nuclear plant in Fukui Prefecture, central Japan, says it aims to restart a second reactor at the facility next Wednesday.

The No.4 reactor at the plant has been shut down for routine inspections.

Kansai Electric Power Company said on Wednesday that it will lift the reactor's control rods on July 18th. It is expected to reach criticality the following morning.

Thyroid gland exposure to radiation below threshold in Fukushima
The estimated maximum exposure of the thyroid gland to radiation for children near the site of the March 2011 Fukushima nuclear accident is below an international threshold for the administration of stable iodine needed to prevent thyroid cancer, sources close to the matter said Wednesday.

A team at the National Institute of Radioactive Sciences has estimated the maximum lifelong exposure for children aged between zero and 15 at 42 millisieverts against the threshold of 50 millisieverts adopted by the International Atomic Energy Agency.

The government has set its own threshold at 100 millisieverts and is considering adapting it to the IAEA standard.

Study finds lifetime thyroid doses of radiation in Fukushima children
[link to ajw.asahi.com]

[snip]

Children in Fukushima Prefecture likely received thyroid gland doses of internal radiation, despite earlier government assurances that the levels of such doses were zero, according to an independent study.

The estimated lifetime radiation doses among the children are still low, but they do exist, the National Institute of Radiological Sciences (NIRS) said at an international symposium in Chiba Prefecture on July 10.

The findings run counter to the government’s assertion that they effectively received zero thyroid gland doses.

However, the government has no plans to notify the children’s parents of the latest analysis results, citing their large error margins and the fear of causing anxiety.

"Researchers derived them for scientific purposes," a government source said. "We have no plan, now or in the future, to notify individuals of their doses."

AP IMPACT: Building costs rise at US nuclear sites
ATLANTA (AP) — America's first new nuclear plants in more than a decade are costing billions more to build and sometimes taking longer to deliver than planned, problems that could chill the industry's hopes for a jumpstart to the nation's new nuclear age.

Licensing delay charges, soaring construction expenses and installation glitches as mundane as misshapen metal bars have driven up the costs of three plants in Georgia, Tennessee and South Carolina, from hundreds of millions to as much as $2 billion, according to an Associated Press analysis of public records and regulatory filings.

Nuclear engineer gets prison sentence
The Ulsan District Prosecutors’ Office said Tuesday that it arrested and indicted 22 senior officials of the state-run nuclear energy company on charges of taking bribes from subcontractors.

The indicted officials of the Korea Hydro Nuclear Power (KHNP) are two vice presidents and four senior managers at the company’s headquarter in Seoul, and 16 manager-level engineers at local plants.

This is the first time that more than 20 senior officials from one state firm have been arrested in a single corruption case.

The arrest came amid a series of bribery allegations involving the KHNP employees since February, when there was a power outage at a reactor of the Gori-1 Nuclear Power Plant in Busan.

Nuclear waste-burning reactor moves a step closer to reality
A plan to burn Britain's radioactive nuclear waste as fuel in a next-generation reactor moved a step closer to reality on Monday when GE-Hitachi submitted a thousand-page feasibility report to the UK's Nuclear Decommissioning Authority (NDA).

The UK has a large stockpile – around 100 tonnes – of plutonium waste. This is considered a security risk and the government is considering options for its disposal. The current "preferred option" is to convert the plutonium into mixed-oxide fuel (Mox) for use in conventional nuclear reactors.

But a previous Mox plant in the UK was deemed a failure, and GE-Hitachi claims that its Prism fast reactor – a completely different design fuelled by plutonium and cooled by liquid sodium – offers a more attractive solution.

TEPCO to disclose footage of Kan scolding officials in nuclear crisis
Tokyo Electric Power Co. plans to disclose in-house video footage recorded during the Fukushima Daiichi nuclear power plant disaster, including footage of then Prime Minister Naoto Kan fiercely scolding utility officials at its head office in Tokyo, a senior utility official said Wednesday.

The footage was recorded through the company's teleconference system that connected the head office and the nuclear complex in Fukushima Prefecture. The scene with Kan shows exchanges over what he believed was a request by the utility to withdraw all its workers from the plant at the height of the crisis.

The utility known as TEPCO has been reluctant to make the footage public, citing privacy concerns. But it has apparently now bowed to pressure from Economy, Trade and Industry Minister Yukio Edano, who has repeatedly called for the video footage to be disclosed.
