MAJIA's Blog: Is Fukushima an ELE?

The Fukushima Daichi nuclear power plant has had massive steam and smoke releases intermittently for about 18 months now. I've been watching the Tecpo and JNN-TBS webcams for almost that long and I would say the biggest releases at the plant after March of 2011 were in June of 2011, August of 2011, and late Nov-Jan of 2011-2012.

We've had even even more emissions since March of 2012.

I think that units 3 and 4 have both had massive fires on more than one occasion based on my observations of the sources of the emissions visible in the webcams.

Tapes of these emissions have been made available by Nuchelchen and Fuku1live, among others, at youtube.

I believe that we can safely assume considerable amounts of the fuel in units 1-4 and the common spent fuel pool have burned or have melted into the groundwater at the site. I believe unit 5 also had a fire, based on visual evidence and because I know from my research that unit 5 was the same design as units 1-3. Unit 6 may still be intact.

This is truly a mega-disaster.

That said, I am concerned about discussions of it as an ELE, or extinction level event.

The five groups today warned that just as Japan did not learn the lessons of nuclear accidents at Three Mile Island and Chernobyl, U.S. regulators and the nuclear industry are failing to learn the lessons of Fukushima.

"The report concluded that regulation in Japan was not rigorous. Sadly that applies to the United States as well," said Dr. Arjun Makhijani, president of the Maryland-based Institute for Energy and Environmental Research.

"Just 10 days after the start of the Fukushima disaster, the NRC [Nuclear Regulatory Commission] extended the license of Vermont Yankee for 20 years, though it is the same design as the Fukushima reactors and it has more spent fuel in its pool than all four stricken reactors there put together,"
Makhijani said. "The report should jolt the NRC into implementing the lessons of Fukushima before licensing new reactors and relicensing existing ones."

Olympic Dam Expansion Capable of Producing 1/3 of Global Uranium Supply Used in Nuclear Power Plants
If BHP Billiton (ASX: BHP) will pursue its Olympic Dam expansion plan, the venture would produce sufficient uranium to fuel one-third of the global demand for use in nuclear power plants, according to South Australia Mineral and Resources Minister Tom Koutsantonis.

The boost would be a jump from the 4,520 tonnes of uranium produced in 2011, which are just 8 per cent of the global supply and enough to fuel only six one-gigawatt nuclear reactors. There are 386 operating nuclear plants throughout the world, although many countries are veering away from nuclear power after the Fukushima Daiichi nuclear plant disaster on March 11, 2011.

"This expansion will not only result in the world's largest uranium mine, but the world's largest open pit mine, the fourth largest copper mine and the fourth largest goldmine," Skynews quoted Mr Koutsantonis' Wednesday address at the Australia China Resources Symposium in Adelaide.

The government began a series of public hearings Saturday before setting a new energy policy in August aimed at reducing Japan's dependence on atomic power in the wake of the 2011 nuclear disaster at the Fukushima Daiichi plant.

The government began the series of public hearings across Japan amid criticism that the one-month period before deciding a new policy is too short and it will be difficult for the government to consolidate opinions at a time when gaps remain between antinuclear and pronuclear blocs.

Niigata governor opposes plan to restart reactors
The governor of Niigata Prefecture, central Japan, has expressed opposition to a Tokyo Electric Power Company plan to restart a nuclear power plant in his prefecture.

Governor Hirohiko Izumida met TEPCO's Chairman Kazuhiko Shimokobe and President Naomi Hirose on Friday in Niigata city.

TEPCO plans to restart its Kashiwazaki-Kariwa nuclear power station in the next fiscal year, which begins on April 1st 2013. Currently, reactors at the plant are idled for inspection.

Panel: Unable to get details on radiation release
NHK has learned that a government panel of experts will say it has been unable to specify exactly how the radioactive release occurred at a reactor of the crippled Fukushima Daiichi nuclear power plant.

On March 15th, 4 days after the breakdown of the Fukushima Daiichi plant, its No. 2 reactor appeared to release the largest amount of radioactive substances since the start of the disaster.

The panel investigating the accident at Fukushima Daiichi will present a new observation in its final report later this month.

The report will say pressure in the suppression chamber of the No. 2 reactor was falling gradually between 1:30 pm to 6:00 pm on March 14th.

It will say this suggests that the suppression chamber collapsed at the time.

Test fishing under way off Fukushima
Fishermen in Fukushima, Japan, have begun a new round of test catches of marine products. The fishermen hope to be able to put them on the market if they prove safe in terms of radioactive materials following last year's nuclear accident.

Early on Saturday, fishermen from Soma City took to the sea on board 6 boats and sank baskets with attached bait in waters about 60 kilometers offshore.

They will catch 2 kinds of octopus and a type of shellfish. The hauls will be tested for radioactive contamination next week.

Shimokobe said the company will decide within a few years whether to decommission the two remaining reactors at the crippled Fukushima No. 1 plant and four reactors at the Fukushima No. 2 plant.

The Fukushima prefectural government has already called for all six to be decommissioned, but TEPCO maintains it has not made a decision.

TEPCO has already officially decided to decommission the four reactors at the Fukushima No. 1 plant that were devastated by the earthquake and tsunami.

A government-sponsored event in Sendai to listen to citizens' views on future energy and environmental policy was temporarily disrupted Sunday after a ranking official of Tohoku Electric Power Co. was found to be among the nine speakers chosen and expressed what he said was the company's view in support of nuclear power generation.

The event was the second in a series of hearings to sample public views on the government's three options for nuclear power generation in the country's future energy mix -- 0 percent, 15 percent or 20-25 percent. It was the first held in a city ravaged by the March 2011 earthquake and tsunami.

B&W receives three contracts from U.S. Naval Reactor Programs
Babcock & Wilcox received three contracts worth $73 million to develop technology and manufacture components for the U.S. Naval Reactors Program.

The work, to be done by B&W’s Nuclear Operations Group, is for Navy training operations and other programs.

No new jobs are expected as a result of the work, said spokeswoman Carla Parks Wooley in an e-mail.

Despite promises from the nuclear industry to regulators and consumers that they learned from mistakes of the past, the nation's first two nuclear reactor projects built from scratch in 30 years are headed toward hundreds of millions of dollars in cost overruns and months, if not years, of delays

The impact of the early delays and budget increases at Georgia Power's Plant Vogtle and South Carolina Electric & Gas's Plant Summer will have on future nuclear projects is unclear.

Utilities' officials say the Georgia and South Carolina projects face extra public and private scrutiny because they are the first approved and their design will serve as prototypes for future plants.

The challenges include more than $800 million in overruns and a dispute over who should pay for them.
