Head of Fukushima investigation commission defends report
TOKYO — The head of a major investigation into Japan’s nuclear disaster is defending his report against criticism that his panel avoided blaming individuals and instead blamed elements of the nation’s culture.

Kiyoshi Kurokawa, a doctor who headed the Fukushima Nuclear Accident Independent Investigation Commission, said he sticks with his view that the catastrophe was “Made in Japan,” underlining collusion among the regulators and the utility that had set off the worst nuclear disaster since Chernobyl. He said his panel intentionally stopped short of naming individual culprits.

Construction of Oma nuclear plant to be continued
Industry minister Yukio Edano said Saturday the government does not intend to withdraw permission for constructing the Oma nuclear plant in Aomori Prefecture, despite the government's new energy policy calling for the end of atomic power generation in the 2030s.

"I am not considering changing (the construction plans of) nuclear power plants for which the industry ministry has given the go-ahead," Edano, minister of economy, trade and industry, said during his talks with local leaders in the northern Japan prefecture in the city of Aomori.

Japan to shift energy policy
The Japanese government has adopted a new energy policy to realize a society that does not rely on nuclear power generation in the 2030s but to keep nuclear fuel recycling.

Prime Minister Yoshihiko Noda and cabinet members related to nuclear energy issues agreed to adopt the country's new energy policy. The policy shift follows the accident at the Fukushima Daiichi nuclear power plant in March last year.

All resources available will be invested in efforts to realize a country free from nuclear power generation in the 2030s, including a wider use of green energy such as solar and wind power.

Entergy AR Arkansas Nuclear 2 reactor shut
Entergy Corp's (ETR.N) 993-megawatt Unit 2 at the Arkansas nuclear power plant in Arkansas was shut by early Friday from 92 percent power early Thursday, the U.S. Nuclear Regulatory Commission said in a report.

An Entergy spokesman was not immediately available to comment.

Nuclear sub sails for sea trials
(UKPA) – The Royal Navy's newest nuclear submarine has set sail to begin sea trials.

The second Astute class submarine Ambush set sail from BAE Systems in Barrow-in-Furness, Cumbria.

The 7,400 tonne attack submarine left the site for Her Majesty's Naval Base (HMNB) Clyde, Faslane, which will become its operational base.

Concrete issues at nuclear plant
The Nuclear Regulatory Commission plans to conduct inspections at Seabrook nuclear plant in New Hampshire due to degrading concrete in some areas.

The NRC said yesterday while the problem is still being evaluated, the plant can continue to operate safely.

The concrete is degrading due to an alkali silica reaction or ASR, said the NRC. ASR is a chemical that combines reactive silica from the concrete with alkali from cement paste when moisture is present. The result is a gel that can expand and may cause micro-cracks in the concrete.

Entergy to Begin Removing Fuel from Unit 3 Spent Fuel Pool

Buchanan, N.Y. – Workers at Entergy's Indian Point Energy Center will begin transferring spent fuel from unit 3's spent fuel pool to dry-cask storage on Sunday, September 16. These will be the first spent fuel assemblies removed from the unit 3 pool since the plant first produced power in 1975.

Entergy began moving spent fuel from unit 2's spent fuel pool to dry cask storage in 2007. There are 448 assemblies from unit 2 and 160 assemblies from unit 1 currently stored in 19 casks on the storage pad on site. The storage pad has been operating since 2007.

Japan to complete 3 new reactors despite no-nuclear policy
TOKYO — The government said Saturday it would go ahead with planned work to complete three new nuclear power reactors, despite saying a day earlier it would phase out nuclear power generation by 2040.

The construction of the reactors at three different plants was suspended after a massive earthquake and tsunami sparked the Fukushima nuclear crisis on March 11 last year—the worst such accident in a generation.

“We don’t intend to withdraw the permission that has already been given by the ministry,” Yukio Edano, the minister of economy, trade and industry, said on Saturday as he met local administrators in Aomori, according to reports.

Japan, France deal blow to nuclear industry
LONDON — Two of nuclear power’s greatest champions have dealt the industry a heavy blow, with Japan deciding to phase out its plants and France confirming plans to cut its heavy reliance on the technology following concern over the Fukushima disaster.

Japan, which produced more than 10% of global nuclear power before it suffered last year’s accident at Fukushima, joins Germany, Switzerland and Belgium in deciding to shut down nuclear plants and to spend money on renewable energy instead.

Prime Minister Yoshihiko Noda announced Japan would pull out of nuclear power by the 2030s and triple the share of renewable sources to 30% of its energy mix.

In Paris, President Francois Hollande confirmed his campaign pledge to cut the share of nuclear power in France’s energy mix to 50% by 2025 from 75%. At the same time he urged the European Union to set tough targets for cuts in greenhouse gas emissions for 2030 and 2040.

Halliburton’s Misplaced Radioactive Cylinder: ‘Do Not Handle’
Somewhere in West Texas is a 7-inch radioactive cylinder that Halliburton would like to find. Anyone who comes across it is advised to keep their distance.

The oil field services company lost track of the device, which is used to assess potential sites for hydraulic fracturing, on Tuesday (Sept. 11) while trying to transport it from Pecos to a well site near Odessa 130 miles away. A special unit of the Texas National Guard has now stepped in to aid Halliburton in a search for the cylinder, according to Bloomberg.

"It's not something that produces radiation in an extremely dangerous form," said Chris Van Deusen, a spokesman for the Texas Department of State Health Services. "But it’s best for people to stay back, 20 or 25 feet."

The Texas health department says the cylinder is stamped with the words “danger radioactive” and “do not handle” along with a radiation warning symbol. Anyone who sees it is advised by the department to keep away and notify local law enforcement.

Emergency Feedwater actuated due to the Low Low Steam Generator Level. All other plant equipment functioned as expected. Plant is being stabilized in mode 3.

FERMI - AUTOMATIC REACTOR SCRAM DUE TO THE LOSS OF THE 120 KV SWITCHYARD
At 1603 EDT, Fermi 2 automatically scrammed due to onsite loss of 120 kV switchyard. All control rods fully inserted. The lowest Reactor Water Level (RWL) reached was 98 inches. Division I diesels, EDG-11 and EDG-12, automatically started and loaded. HPCI and RCIC automatically started and restored RWL. RWL is currently being maintained in the normal level band with Condensate/Feed and Control Rod Drive (CRD) systems. No Safety Relief Valves (SRV) actuated. All isolations and actuations for RWL 3 and 2 occurred as expected. Investigation into loss of 120 kV switchyard continues.
