Seabrook Station reactor shut down since Friday after water valve jams

The nuclear reactor at Seabrook Station has been powered down since Friday evening, when a water intake valve was jammed closed by a computer glitch, according to an announcement by the Nuclear Regulatory Commission.

A report created by the NRC inspector indicates "emergency feedwater" was "actuated" because of low water levels in the steam generator.
"One of our resident inspectors verified that the shutdown was being safely and effectively carried out and did not identify any concerns," NRC spokesman Neil Sheehan wrote in an email announcement Monday.

The company, owner and operator of the nuclear plant, was asked to produce data about the low level emissions which occur when the reactor is shut down for re-fuelling and routine maintenance, an event known as an “outage” and necessary in pressurised water reactors (PWRS) about every 18 months.

Some members of the group are concerned about a study in Germany which suggests there is an increased risk of childhood leukaemia around that country’s nuclear plants. The members want to know hour-by-hour emission levels and the radio-nuclides involved.

There could be a link between the high discharge spikes at outage times and the elevated levels of childhood leukaemia identified at all German nuclear power plants with similar evidence from Switzerland and France supporting this hypothesis,” the letter says.

Iran says saboteurs cut power to nuclear plant
Power lines to Iran's most controversial nuclear enrichment plant were blown up a month ago, according to its atomic energy chief, who alleged on Monday that the U.N. nuclear watchdog may have been infiltrated by "terrorists and saboteurs".

The accusation coincides with strident Israeli warnings about the need to stem Iran's nuclear program with a threat of force, as well as new diplomatic efforts to secure better inspections and an abandonment of work that could be used to develop atomic weapons.

At 0858 hrs. [CDT], Corporate Communications notified the control room that there was a communication issue with the emergency siren router. Based on the report, all sirens for the Alert Notification System within the Emergency Planning Zone (EPZ) were declared nonfunctional and notifications were completed. Local law enforcement has been notified in the required surrounding counties and compensatory measures are in place to ensure notification of the public in case of an actual emergency.

New energy policy under fire
Citizens' groups are criticizing the Japanese government for failing to include in its new energy policy document the goal of halting all nuclear reactors by the end of the 2030s.

Anti-nuclear groups staged a protest on Wednesday in front of the Prime Minister's Official Residence.

A participant said the failure to include the zero-nuclear proposal is tantamount to deceiving the public.

This report is being made pursuant to 10CFR50.72(b)(3)(v)(C), Event or Condition that could have prevented fulfillment of a Safety Function needed to Control the Release of Radioactive Material. An employee entered a secondary containment interlock and identified that both doors of the interlock opened simultaneously when the door on the reactor building side was opened. The employee immediately secured both doors in the interlock and notified the Main Control Room Supervisor.

Shizuoka governor submits ordinance on Hamaoka restart referendum
SHIZUOKA — Shizuoka Gov Heita Kawakatsu on Wednesday submitted a draft ordinance calling for a a referendum on the restart of the idle Hamaoka nuclear power plant. The prefectural assembly will vote on the draft ordinance on Oct 11, Fuji TV reported.

The ordinance was drafted after a citizens’ group in Shizuoka Prefecture collected enough signatures to call for a referendum on the restart of the plant, operated by Chubu Electric Power Co. The group, calling itself Genpatsu Kenmin Tohyo Shizuoka (A vote on nuclear power by Shizuoka people), collected 165,127 signatures. They only required 62,000 signatures to request a referendum.

German minister hopes for talks with Japan over nuclear phase-out
German Environment Minister Peter Altmaier expressed a desire Wednesday to begin consultations with Japan on abolishing atomic power generation, following the compilation of an energy strategy by the Japanese government that includes a plan to terminate nuclear power in the 2030s.

After the March 2011 accident at the Fukushima Daiichi Nuclear Power Station in Japan, Germany decided to end nuclear power generation by the end of 2022. Tokyo and Berlin have so far been holding working-level talks on renewable energies and other related issues.

Excessive cesium found in 9 types of fish caught near Fukushima plant
Tokyo Electric Power Co. said Wednesday that excessive levels of radioactive cesium were detected in nine types of fish caught between Aug. 20 and Sept. 5 in the sea within a 20-kilometer range of the crippled Fukushima Daiichi nuclear power plant.

Cesium measuring as much as 1,350 becquerels per kilogram was found in greenling hauled 1 km off the coast of Minamisoma in Fukushima Prefecture on Sept. 5. The level of cesium was far higher than the 100 becquerels deemed by the Japanese government as safe for consumption.

Town in Fukushima adopts 5-year no-return policy
The Okuma assembly in Fukushima Prefecture has voted to stop people returning to the town for 5 years. Okuma was declared a no-entry zone after last year's nuclear accident.

The policy decided by Friday's vote is part of Okuma Town's reconstruction plan drafted by a panel that included residents.

Okuma hosts the Fukushima Daiichi nuclear plant where a meltdown accident occurred in March last year.

The reconstruction plan says 95 percent of the town's residential areas are likely to be reclassified by the central government as unsuitable to live for a long time.

The problems surrounding Southern California Edison's troubled San Onofre Nuclear Generating Station have been well-documented.
But a new report by the nonprofit public policy group Committee to Bridge the Gap claims the situation is far more serious than has been reported.
Dale Bridgenbaugh, a former nuclear engineer and manager for General Electric's nuclear division, wrote the forward for the Committee to Bridge the Gap's report.
Bridgenbaugh said he has grave concerns about San Onofre.

"It is my opinion that measures necessary for the future safe operation of either of these units have not been adequately put forth at this time, and that operation with or without reduced power of Unit 2 should not be authorized," he said.
