For example, Crystal River Plant 3 in Florida remains shut down after workers discovered cracks inside the plant's containment walls when they were cutting an opening for steam generator replacement in 2009.

The NRC also is investigating degradation of concrete at a single-reactor plant in Seabrook, N.H.

A crack also was reported in the wall of the concrete shield building that protects the outside of the Davis-Besse plant in Ohio.

Note that all these reports are from the local press. From the above, it is obvious that American NPPs aging technology problems are appearing more and more in their cooling systems. Sooner or later, A U.S. NPP is unlikely to dodge the problem of aging technology, with all the consequences it will entail.

But the final word on civilian nuclear power was expressed by the late Admiral Hyman G. Rickover.. "On the hazards of nuclear power. Testimony to Congress" on 28 January 1982. His insights are worth quoting in detail.

"I'll be philosophical. Until about two billion years ago, it was impossible to have any life on earth; that is, there was so much radiation on earth you couldn't have any life -- fish or anything. Gradually, about two billion years ago, the amount of radiation on this planet--and probably in the entire system--reduced and made it possible for some form of life to begin... Now when we go back to using nuclear power, we are creating something which nature tried to destroy to make life possible... Every time you produce radiation, you produce something that has a certain half-life, in some cases for billions of years. I think the human race is going to wreck itself, and it is important that we get control of this horrible force and try to eliminate it... I do not believe that nuclear power is worth it if it creates radiation. Then you might ask me why do I have nuclear powered ships. That is a necessary evil. I would sink them all. Have I given you an answer to your question?"

Ghent wants checks at Dutch reactor
The Dutch authorities have turned down a request by the City of Ghent (East Flanders) to shut down the nuclear power station at Borssele (Zeeland).

The Borssele Plant is on the southern coast of the Zuid-Beverland peninsular and as such is only around 40km as the crow flies from the East Flemish city. The city authorities in Ghent had wanted the Dutch to close the reactor at Borssele to allow safety checks to be carried out.

The reactor at the Dutch plant was built using the same method as at Doel 3 (East Flanders) and Tihange (Liège province).

Cracks were discovered in the reactor tanks at Doel and Tihange during routine safety checks last month.

China nuclear reactor program to resume in fourth quarter
China's ambitious reactor building program is set to resume in the fourth quarter following a suspension imposed after Japan's March 2011 Fukushima nuclear disaster, official media reported on Wednesday.

The Shanghai Securities News, citing government sources, said new safety regulations were about to be published, paving the way for China to launch new projects for the first time since an earthquake and tsunami left the Fukushima Daiichi reactor complex in northeast Japan on the verge of meltdown.

NNSA Helps Poland Convert Reactor, Remove Highly Enriched Uranium
WASHINGTON, Sept. 25 -- The U.S. Department of Energy's National Nuclear Security Administration issued the following news release:

The National Nuclear Security Administration (NNSA), working in partnership with the Polish and Russian governments and the National Center for Nuclear Research, announced today the successful conversion of the Maria Research Reactor in Otwock, Poland. As a result of the conversion, the research reactor at the National Center for Nuclear Research was converted from highly enriched uranium (HEU) to low-enriched uranium (LEU) fuel. In total, 27 kilograms of Russian-origin HEU fresh fuel and 61.9 kilograms of HEU spent fuel from the facility were returned to Russia.

Japan faces challenge finding disposal sites
Japan's government is facing difficulties finding sites for the disposal of sewage sludge and incinerated ash contaminated with radioactive substances from last year's nuclear plant accident.

The radioactive fallout from the Fukushima nuclear accident polluted soil and water in regions near the prefecture.

The government is obliged to find disposal sites for the sludge and ash with radioactive cesium levels of more than 8,000 becquerels per kilogram.

Such waste totaled more than 42,000 tons as of last month in 9 prefectures, including Fukushima. The amount is expected to rise further, far exceeding the original government estimate of 50,000 tons.

City opposes radioactive waste site proposal
Japan's government has again met severe local opposition when proposing a site for permanent disposal of ash and mud exposed to radiation from last year's nuclear plant accident.

Senior Vice Environment Minister Katsuhiko Yokomitsu met Ibaraki Governor Masaru Hashimoto and Takahagi Mayor Yoshio Kusama separately on Thursday, to seek their cooperation on the matter.

Yokomitsu suggested a national forest in Takahagi City for the site, saying the forest has enough space and is far from residential areas.

Mayor Kusama voiced firm opposition, criticizing the government for abruptly reporting the decision without consultation during the selection process.

Japan's RIKEN creates 113th element
A Japanese research institute says it has created the 113th element in the world for the first time.

A team at the state-backed science institute Riken in Saitama Prefecture has created a new element by bombarding bismuth atoms with zinc in a particle accelerator. The team closely monitored the transition process to other elements and concluded the new element is the 113th to exist.

Loose Nuke Smugglers Caught With Uranium
MOSCOW — Seven individuals were reportedly arrested for allegedly trafficking uranium and weapons in a breakaway region of Moldova.

The unnamed group had been detained last week in the separatist enclave of Transnistria, according to Moldova’s interior ministry.

The group had allegedly been involved in shipments of hand grenades, Kalashnikov assault rifles, rocket propelled grenade launchers, and even containers of uranium-235, which could be used to produce a nuclear bomb. The ministry provided no further details about the uranium shipment or its origin.

The United States has been very concerned about loose nuclear material being trafficked through parts of the former Soviet Union.

Fuel deal by French nuclear giants
Newly signed contracts have seen one of Areva's largest ever uranium orders, which will help to secure over 20 years' fuel supply for EDF's reactors.

According to a joint statement from the two French companies, Areva will supply more than 30,000 tonnes of natural uranium to EDF for the period from 2014-2035. The companies have divulged no details on the value of the contracts, which follow on from a long-term partnership agreement announced in January.
