Unit 1 Containment Inspection Shows Explosive Debris

TEPCO installed an inspection hole in containment penetration X-100B above the equipment hatch near the monorail. They took a brief look inside containment and found some rather unexpected large debris inside. (Photo to the left, click for large version)

This was very unexpected as the containment inspections of unit 2′s containment showed no big debris, just bubbled paint and some small flakes of unknown origin.

These debris pieces were found in unit 1 containment above the 1st floor grate and appear to partially consist of metal that has a shiny appearance. The hydrogen explosions in the reactor buildings are assumed to have happened outside of the containment structure in the reactor buildings. TEPCO has claimed the hydrogen leaked back into the refueling floor during the venting attempt. This large debris inside the containment of unit 1 shows something explosive happened inside containment at some point.

The containment inspection work is done above the equipment hatch and monorail. It is assumed this is on the west side of the building near the garage door (needs to be confirmed). If the inspection is done on the west side of containment it matches the side of the recent torus room inspection of unit 1. Inside the torus room what appeared to be burn marks were found on surfaces that faced the reactor. The water inside the torus room has incredibly lethal high radiation levels and was full of debris. Unit 3 Debris Accident & Pool Damage

TEPCO began removing debris using remote control cranes last week. Reports from worker Happy11311 indicated that they didn’t have a detailed plan for removing the debris but were going to determine as they go what appeared to be safe to remove next. After the steel beam fell into the pool he reported in more detail how difficult the work at unit 3 really is. They work in a remote booth while in full radiation protection gear and respirators, he commented that the crane and camera shake adding to the difficulty. He compared it to a big game of Jenga.

The Denki Shimbun reported that the twisted steel and debris on top of unit 3 are bent inward making the removal much more difficult than at unit 4 where most of the debris was bent outward.

Japan's 1st recycled-fuel plant
A Japanese power company plans to finish building Japan's first nuclear power station to run exclusively on recycled fuel, a mixture of plutonium extracted from spent fuel and uranium.

J-Power's plant in Ohma Town, Aomori Prefecture, would have a maximum power output of 1.38 million kilowatts, the most in Japan.

The firm began building the plant in 2008 but stopped after the Fukushima nuclear accident last year. The facility is nearly 40 percent complete.

Edano proposes state should run nuclear plants in upcoming book
Industry minister Yukio Edano proposes in his book to be published Friday that nuclear reactors should be run by the state rather than private utilities to enable the government to take the lead in creating a nuclear-free society, according to a copy of the book obtained by Kyodo News on Thursday.

"Practically speaking, I see no alternative but to have nuclear plants run by the state," Edano says in the upcoming book titled "Tatakaretemo iwaneba naranai koto" (What I must say even if I were to be criticized), adding that the nuclear business cannot be left up to private firms partly because of the huge compensation they may face when an accident occurs.

PALO VERDE: ATTEMPTED ENTRY ONTO THE SITE BY AN ILLEGAL ALIEN WITH FALSE IDENTIFICATION
On September 26,2012, at 13:36 pm, Arizona Public Service (APS) was notified of the intention of Maricopa County Sheriff's Office (MCSO) to issue a press release regarding an attempted entry to the Palo Verde Nuclear Generating Station's (PVNGS) Security Owner Controlled Area (SOCA) by an individual with suspicious identification earlier this morning.

An individual employed with a construction project sub-contractor arrived at the SOCA checkpoint and presented suspicious identification to PVNGS security officers to gain access to the site. The individual was not admitted through the checkpoint into the SOCA. MCSO was notified and placed the individual into custody. MCSO determined the identification was false and the individual was an undocumented immigrant.

GEH [General Electric Hitachi] has recently discovered that calculations of choked flow rate in the Main Steam Line (MSL) of GEH BWRs may not be conservative, with the potential impacts to be evaluated for existing MSL high-flow setpoints and Analytical Limits (ALs).

GEH has not completed the evaluation of this condition to determine reportability under 10CFR Part 21 and is therefore issuing this 60-day Interim Notification. GEH will close or issue an update on this matter on or before December 12, 2012. Given the early status of the evaluation, GEH has no recommended actions at this time. This 60-day Interim Notification is issued in accordance with 10CFR Part 21.21(a)(2), and will be sent to all GE BWR/2-6 plants and ABWR plants.

Panel advises to set up communities outside Namie
A panel has proposed to set up new resident communities outside Namie Town in northeastern Japan within 18 months, as it expects the town's reconstruction to take about 5 years.

Namie Town in Fukushima Prefecture was declared no-entry and evacuation zones after the nuclear accident in March last year. All of its approximately 20,000 residents are now living in other parts of the country.

Radiation near Fukushima plant falls by 20%
Japan's Science and Technology Ministry says the average radiation level 1 meter above ground within an 80-kilometer radius of the Fukushima Daiichi plant fell by more than 20 percent during a 7-month period up to June.

Radiation levels were calculated using data collected both on ground and in the air using a helicopter in June.

French-controlled UniStar appeals US regulators' rejection of 3rd Calvert Cliffs, Md., reactor
BALTIMORE — (AP) - A French company is appealing U.S. regulators' rejection of its bid to build a third reactor at the Calvert Cliffs nuclear power plant in Lusby near the Chesapeake Bay.

The Baltimore Sun (bsun.md/P53n0G) reports that UniStar Nuclear Energy asked the Nuclear Regulatory Commission on Monday to overturn the Atomic Safety and Licensing Board's decision.

The board ruled Aug. 30 that UniStar was ineligible for a reactor operating license because federal law bars foreign ownership of a nuclear plant.
