CALVERT CLIFFS: UNANALYZED CONDITION DUE TO HIGH ENERGY LINE BREAK BARRIER BEING PARTIALLY OPEN
At 0010 [EDT] on 10/3/12, it was determined that an unanalyzed condition existed for the switchgear rooms on Unit 1. A degraded condition of a high energy line break (HELB) barrier was created during security surveillance. A HELB barrier door for the 27' elevation switchgear room was partially opened for a 14 minute period and could have allowed steam from a HELB on the 27' elevation of the Turbine Building to potentially impact equipment in both the 27' and 45' elevation switchgear rooms because these rooms are connected by a common ventilation system.

Gov't considers distributing iodine tablets to homes near nuclear plants
TOKYO — The Nuclear Regulatory Agency has announced new recommendations for changes to existing nuclear disaster safety guidelines.

Among the changes that are being considered is a plan to distribute iodine tablets to homes located within 50 kilometers of nuclear power plants, Sankei Shimbun reported Thursday. However, the agency added that such a plan would require a change to Japanese laws restricting the distribution of strong medicines.

Fukushima univ. launches disaster recovery course
Fukushima University has launched a course on reconstruction after the March 11th disaster and nuclear accident.

The course is aimed at boosting students' concern about and knowledge of the recovery of disaster-hit Fukushima Prefecture.

The university is inviting nuclear decontamination and other experts as lecturers. One is involved in measuring radiation.

Utilities hold on to nuclear reactor plans despite minister's remark
Economy, Trade and Industry Minister Yukio Edano has made it clear the government will not allow construction of the Kaminoseki Nuclear Power Station planned by Chubu Electric Power Co., underscoring its policy of prohibiting new nuclear power reactors, except those already being built.

But with the policy lacking any legal basis to stop construction, the power company does not appear to be giving up on its preparations. With a general election looming, the utility also appears to be hoping for the formation of a pro-nuclear government that could overturn the no-reactor policy.

There are no signs that the library will reopen, and the fate of roughly 40,000 files in the library that the public can no longer access is up in the air.

Yukiko Miki, director of nonprofit organization Information Clearinghouse Japan, voiced concerns about the situation.

"It's unforgivable for the level of information release to fall below the level seen before the Fukushima nuclear accident," she said.

Noda visiting Fukushima
Prime Minister Yoshihiko Noda is visiting Fukushima Prefecture to inspect the latest efforts at the disaster-stricken nuclear power plant.

On Sunday morning, Noda visited the J-Village athletic center, an operation base for repair and clean-up efforts at the nuclear plant. He had talks with 8 workers, including employees of Tokyo Electric Power Company who worked at the plant immediately after the nuclear accident.

After being briefed on the accident, the prime minister said he wants to express gratitude for their efforts despite fear and harsh conditions. Noda asked for their continued cooperation in carrying out procedures to decommission the plant and other recovery efforts.

Japan forum to discuss nuclear-free energy future
TOKYO — Japanese and European officials are to discuss future energy solutions at a forum in Kyoto Sunday in the wake of Japan’s plans to eliminate atomic power from the country’s energy mix by 2040.

Officials at the annual Science and Technology in Society (STS) forum will discuss the experience of removing nuclear power from a country’s energy mix, and what independent institutions can advise on the process.

Prime Minister Yoshihiko Noda’s administration in September declared its aim to eliminate nuclear power over the next 30 years, as the cabinet declared a three-pronged strategy leading up to the halt, with tougher safety standards, the shuttering of reactors 40 years old and a ban on the building of new units.

PPL to Shut Down Susquehanna Reactor for Turbine Inspection
PPL Corp. (PPL) said its Susquehanna nuclear plant is preparing to shut down its Unit 1 reactor later this month for additional turbine inspections, as the utility company looks to resolve the issue of turbine blade cracking that was first noticed last year.

The financial impact of the shutdown, including reduced energy sales margins and potential repairs, is expected to be $15 million to $45 million, though the company maintained its 2012 forecast for earnings from ongoing operations.

The Susquehanna plant, located in Luzerne County, Pa., is about seven miles north of Berwick.

Hawaii fishermen find skiff from Japan tsunami

HONOLULU — U.S. Coast Guard officials in Hawaii say fishermen have found a 16-foot (4.9-meter) Japanese skiff swept out to sea by last year’s tsunami and brought it to Honolulu.

The Coast Guard said the crew of the fishing boat Zephyr found the small boat intact and floating about 800 miles (1,290 kilometers) north of Honolulu.

The Coast Guard says the Japanese consulate confirmed the skiff was from the tsunami after Japanese Foreign Ministry contacted the owner. The owner doesn’t want it back.

Hawaii officials checked the boat for invasive species and radiation as a precaution.

Japanese firms develop decontamination products
Japanese companies are developing new materials to help dispose of radioactive elements released during last year's Fukushima nuclear disaster.

Major metal maker Dowa Holdings has developed iron powder that absorbs radioactive cesium dissolved in water.

An experiment shows the iron powder can cut in half the amount of cesium in water. The used powder can then be removed with magnets.

Leading chemical textile maker Toyobo has combined 2 cesium-absorbing elements to create a material that's more effective in decontamination.
