S. Korean nuke expert negative about int'l fuel recycling at Rokkasho
A South Korean nuclear expert has expressed a negative view about a plan to reprocess spent nuclear fuel from his country at a plant in the village of Rokkasho in northeastern Japan, out of concern over nuclear proliferation.

Chang Soon Heung, professor at the Korea Advanced Institute of Science and Technology, said in a recent interview with Kyodo News in Seoul that he "hesitates" over relying on overseas spent fuel reprocessing "in view of nonproliferation" and also pointed to high costs of transportation and measures to ensure safety.

SUSQUEHANNA: UNIT 2 MANUAL SCRAM DUE TO LOSS OF THE INTEGRATED CONTROL SYSTEM
At approximately 0118 hours [EST] on November 9, 2012, Susquehanna Steam Electric Station Unit Two reactor was scrammed by plant operators due to a loss of ICS (Integrated Control System; which controls the reactor feed and reactor recirculation systems). The reactor operator placed the mode switch in shutdown when reactor water level reached +25 inches and lowering. All control rods inserted and both reactor recirculation pumps tripped at -38 inches. Reactor water level lowered to -52 inches causing Level 3 (+13 inches) and level 2 (-38 inches) isolations. HPCI and RCIC both automatically initiated.

Interesting article and video...

Does abandoned Idaho mine hold key to energy independence?

LEMHI PASS, Idaho -- Head out to the mountains of Lemhi Pass in central Idaho and you'll find an old, abandoned mining camp, and a dreamer named DeWorth Williams.

"There's enough Thorium here to power the United States for 500 years," Williams said.

But it's in this mining camp, with its abandoned bunk houses and long-forgotten roads, that the idea of a Thorium-powered world died 40 years ago.

Back in the 1940s and 1950s, there was hope that humanity was on the cusp of something incredible: We were going to split the atom to create limitless electricity, and as a result, there would be world peace.

America had a choice to make in the 1950s and 60s: Get nuclear power from Uranium, or from a now mostly forgotten element called 'Thorium'. In theory, Throrium is more plentiful, more efficient, and far safer than Uranium.

They actually made a reactor fueled by Thorium at Oak Ridge National Laboratories. It worked. And so, we came to a fork in the road of history: Uranium or Thorium?

Documentary brings a dark side of nuclear past to light
[link to www.abqjournal.com]

[snip]

The former American military colony in the middle of the Pacific Ocean was chock-full of radioactive coconuts, leaking nuclear waste repositories and densely populated slums.

All of these were the direct result of when the United States conducted 67 atomic and hydrogen bomb tests in the Marshall Islands in the 1950s. The project vaporized islands and exposed entire populations to fallout. The islanders on Rongelap received near-fatal doses of radiation from one test and were then moved onto a highly contaminated island to serve as human guinea pigs for 30 years, in an experiment conceived at Los Alamos.

“These are stories that we don’t really hear about,” Horowitz explains. “This trip opened my eyes to another part of history, and it all came at the hands of our government. It seemed like it would make a great film.”

More sea level signs installed in Japan
A government study says more than 20,000 signs have been installed in Japan to show altitudes above sea level to help people flee from tsunami.

The land and infrastructure ministry says sea level signs were installed at about 21,000 locations in 17 prefectures as of October 31st. The survey was the first of its kind conducted by the ministry.

Following last year's tsunami in northeastern Japan, installation of sea level signs along coastal roads began in municipalities across the country.

Cartoon bird warns Fukushima children of radiation
TOKYO — A grinning bird mascot has been enlisted to teach Japanese children in Fukushima how to stay safe from the radiation that escaped from the region’s crippled nuclear power plant.

Kibitan—a plump, yellow cartoon character with stubby wings and boots—is warning youngsters to stay away from puddles and ditches, where radioactive particles accumulate.

Talks for nuclear-free Middle East postponed
An international conference aimed at a nuclear-free Middle East has been postponed due to turmoil in the region.

Sources close to the International Atomic Energy Agency disclosed the postponement to NHK on Sunday.

At the NPT Review Conference in 2010, signatories of the Nuclear Non-Proliferation Treaty agreed to hold a meeting this year. The planned agenda at the conference was supposed to include Iran's nuclear program and Israel which is believed to possess nuclear weapons.

EDF Plan to Toughen Concrete Base of Oldest Reactor May Be Model
Electricite de France SA’s plan to bolster the concrete base of its oldest reactor would be a world first and could be extended to the rest of its French reactor fleet, the atomic safety regulator said.

EDF, which operates all of the country’s 58 reactors, has submitted a plan to the Autorite de Surete Nucleaire to carry out a project to thicken the base of the 900-megawatt Unit 1 of the Fessenheim plant in eastern France. The regulator, which ordered EDF to improve safety or shutter the reactor by the middle of 2013, could rule within two months on whether the plan is viable.
