TOKYO — Influential scientists who help set Japan’s radiation exposure limits have for years had trips paid for by the country’s nuclear plant operators to attend overseas meetings of the world’s top academic group on radiation safety.

The potential conflict of interest is revealed in one sentence buried in a 600-page parliamentary investigation into last year’s Fukushima Daiichi nuclear power plant disaster and pointed out to The Associated Press by a medical doctor on the 10-person investigation panel.

A federal board Friday ordered the operator of a shuttered nuclear power plant in California to turn over dozens of pages of documents that were withheld when the company submitted a plan to restart one of its damaged twin reactors.

The records at issue were prepared by industry experts who have helped Southern California Edison investigate why the San Onofre plant's nearly new steam generators caused excessive wear to hundreds of tubes that carry radioactive water.

Residents shocked by uranium facility that has been hiding in plain sight

For almost half a century residents of a west-end community in Toronto have lived side-by-side with a uranium processing facility, without ever noticing it. But the years of blissful ignorance have seemingly come to an end and this ‘new’ knowledge of the plant has left many in the community afraid and pushing for change.

In a nondescript, four-floor building on Lansdowne Avenue, just north of Dupont Street, a G.E. Hitachi Canada facility has been turning uranium – found in small amounts in rocks, soil, water and plants – into pellets, to be used in the production of nuclear fuel, for decades. (Uranium, in its natural form, emits low-levels of radiation.)

Wow, that would really make you think about your neighbors. You would think they would have to provide a notice for zoning approval. That is how it is here, they post a sign on the property for zoning change and they must notify neighbor property holders within a certain range (varies depending on the zoning change). All neighbors have the chance to voice their opinions before the zoning change is approved.

Tokyo Electric Power Co. President Naomi Hirose attributed the hiring problem to high worker turnover at the highly contaminated worksite, adding that the problem became prevalent as the company desperately tried to recruit workers willing to take jobs with high risks of radiation exposure.

Hirose said TEPCO is working to fix the hiring problem, which he attributed to an industry-wide hierarchical contract system. But he said that the deep-rooted industry practice cannot be changed overnight, and that a full overhaul will be difficult.

About one-quarter said their employers never notified them of their radiation exposure details.

Tsuruga nuclear power plant may be on active fault

Japan's Nuclear Regulation Authority has determined that faults running underneath the Tsuruga nuclear power plant in Fukui Prefecture are active.

The NRA Chairman Shunichi Tanaka said the body cannot give a permit to restart the plant's reactors, which have been off-line since last year's nuclear accident at the Fukushima Daiichi power plant.

This comes after NRA official Kunihiko Shimazaki and 4 other experts carried out an on-site inspection earlier this month to see whether crush zones under the Tsuruga plant are actually active faults.

Maybe two active faults under Tsuruga...

Active fault under Tsuruga nuclear power plant

Japan's Nuclear Regulation Authority and other experts will hold discussions Monday on whether another active fault exists beneath the Tsuruga nuclear power plant in Fukui Prefecture.

The Tsuruga nuclear plant is the only one in Japan that has an active fault running beneath it.

If another fault underneath the plant's reactors is determined to be active the plant will be barred from restarting.

Regulation Authority official Kunihiko Shimazaki and 4 scientists examined the plant on the Japan Sea coast on December 1st and 2nd.

Govt. decides most of Okuma Town unfit for living

The Japanese government has declared most parts of a town that hosts the disabled Fukushima Daiichi nuclear plant as unsuitable to live in for the foreseeable future.

The decision is part of the government's reclassification of 11 municipalities in Fukushima Prefecture affected by radiation from the plant. The 11 municipalities are being reclassified into 3 zones based on radiation levels.

All 11,000 residents in Okuma Town have been living outside the town since it was declared a no-entry zone in the immediate aftermath of the nuclear disaster.

The government says 96 percent of the town's residential areas have been reclassified as unsuitable to live in for an unknown length of time.
