TEPCO admits lack of safety, bad habits led to nuclear disaster

<snips>

The operator of the Fukushima Daiichi nuclear power plant that was stricken after a tsunami last year said on Friday its lack of safety and bad habits were behind the nuclear accident, its most forthright admission of culpability.

The operator, Tokyo Electric Power Co, said it accepted the findings of a parliamentary inquiry into the Fukushima nuclear disaster that accused the company of “collusion” with industry regulators.....

TEPCO President Naomi Hirose said several months ago he was baffled by criticism of the company, which until recently has denied it could have foreseen the scale the tsunami and earthquake that knocked out cooling and power at the plant, despite warnings from scientists.

The once well-respected utility, now under government control, has been widely castigated for its failure to prepare for the disaster, and lampooned for its inept response as the crisis unfolded.

Conference aims to dispel myths about Fukushima disaster

Clip this article

TOKYO — The Fukushima Ministerial Conference on Nuclear Safety, to be held in Koriyama, Japan, from Saturday, aims to dispel myths about the nuclear emergency that followed last year’s earthquake and tsunami and its effects on the region.

"There are a multitude of myths and untruths that have arisen since the accident in March last year. This conference aims to dispel some of them by providing the facts and then getting the media to disseminate this both here and abroad," Taisuke Mibae, assistant secretary-general of the conference, said on Thursday.

"We have had acceptances from more than 100 countries of the International Atomic Energy Agency (IAEA) and we expect a very instructive conference as we have been planning this since February," he said.

Gemba: Reactor demolition needs global cooperation

An international conference has begun in Fukushima Prefecture to discuss safety measures at nuclear power plants. The conference will draw lessons from the nuclear accident caused by last year's earthquake and tsunami.

Representatives from around 120 countries and institutions gathered in Koriyama City to attend the conference that began on Saturday.

The 3-day meeting is jointly sponsored by the Japanese government and International Atomic Energy Agency.

Japan's Foreign Minister Koichiro Gemba, who co-chairs the meeting, said Japan is resolved to do all it can to revive the areas around the Fukushima Daiichi plant and restore the living standards of people affected by the accident.
He said this is an unprecedented challenge for the world, and it will take years of time and new technology to decommission reactors at the Fukushima plant.

IAEA, Fukushima agree to cooperate on decontamination, waste control

The International Atomic Energy Agency agreed with the Fukushima prefectural government on Saturday to work closely on decontamination and radiation monitoring work in the aftermath of the nuclear power plant crisis last year.

Several projects are planned under their agreement, including the dispatch of IAEA missions to provide technical advice on the process of cleaning contaminated land around the crippled Fukushima Daiichi complex and of managing the waste generated by decontamination, Japanese government officials said.

The chief of the Nuclear Regulation Authority said the industry watchdog will not approve restarts of nuclear power plants under the current circumstances due to electric power companies' negligent handling of safety measures.

"I find the current situation exceedingly unsatisfactory," Shunichi Tanaka, chairman of the NRA, said of the utilities' safety precautions at an international meeting on Dec. 14. "Reactors should not go online unless we are convinced of their safety."

Tanaka said the Japanese nuclear industry's lax approach was behind last year's meltdowns at the Fukushima No. 1 nuclear power plant.

"There is repeated activity," said Hiroshi Sato, a professor of structural geology at the University of Tokyo. "I believe the faults are active."

NRA Deputy Chairman Kunihiko Shimazaki, who heads the panel, said the opinions of the panel members are "looking toward the same direction."

They are scheduled to meet on Dec. 20 in Tokyo to officially conclude whether the fault lines are active. An assessment that they are active would make it difficult to restart the nuclear reactor at the plant in the near future.

The Nuclear Regulation Authority (NRA)’s projections for spread of radiation showed numerous mistakes in the data of all atomic power plants in Japan after thorough review, it said Thursday. The NRA carefully examined in detail all data to make sure that no further mistakes will show in the projections. With this information, it is expected that the local governments will restructure its plans or make new ones for the preparation of nuclear disasters.

Chernobyl clean-up workers - those who dealt with the aftermath of the nuclear explosion - constantly complain on badly suffering from poor medical treatment, low pensions and low compensations for their lost health. As of now about 90 thousand of them left in Ukraine.

Most of them worked inside the nuclear power plant where the amount of radioactivity was roughly 400 times more than the atomic bomb dropped on Hiroshima, according to the IAEA. They are mostly disabled; rate of cancers among this people is about four times greater than the rest of the population. Last year they pounded the pavements of the Cabinet of Ministers who cut their pensions by half.

Abstract

Large releases of radionuclides from the Fukushima Daiichi Nuclear Power Plant have resulted in serious radioactive pollution over a wide region over Eastern Japan and the livestock industry has suffered serious damage as a result. In this study, the spatial variability of fallout radioactive cesium (Cs) on two grasslands (a pasture and a meadow) was estimated in various scales and the number of samples needed to determine the mean deposition density of radioactive Cs was calculated. In both grasslands, variances between sampling points were quite large compared with the repeated measurements. Because deposited radioactive Cs levels were higher in the pasture than in the meadow, the mean square of inter-sampling points and repeated measurements were larger in the pasture than in the meadow. Mean contamination levels of radioactive Cs in the pasture ranged from 143.0 (site AL) to 172.8 kBq m−2 (paddock Z). The coefficients of variation ranged from 4.8 (site D) to 38.7% (whole pasture). Mean contamination levels of radioactive Cs in the meadow ranged from 59.6 (site Q) to 68.3 kBq m−2 (site OL). The coefficients of variation ranged from 4.9 (site R) to 10.2% (whole meadow). Sampling numbers that were necessary to get the mean deposition density of radioactive Cs in the range ±10% with a 95% confidence interval were 57.5 for the pasture and 4.0 for the meadow. The significant relationship between the investigated area and the minimum sampling numbers with an allowable error of ±10% with a 95% confidence interval estimated by bootstrapping showed that 29 samples are necessary to estimate the reliable mean of fallout Cs on 1 ha of the pasture. For the meadow, the number of samples for reliable mean estimation was 1–5, being independent of the investigated area.

The Rape of Fukushima Dai-Ichi
[link to www.counterpunch.org]

Dressed all in white from head to toe (including a respirator), it was a shotgun wedding. Or worse, a rape. But one way or the other, U. S. Nuclear Regulatory Commission officials were out to force themselves and their radiation on a helpless Japan — again. Hiroshima and Nagasaki, 1945. More than a hundred thousand dead, perhaps as many born deformed, or stillborn. Then there was Monju in 1995, and Tokaimura in 1997, and again in 1999. And then Fukushima Dai-ichi, 2011.

And now they’re back. The NRC delegation wants Japan to restart more of its nuclear reactors. They’ve been pushing Japan for more than a year, but the citizens of Japan have been opposing restart vehemently.

The NRC continues to work in collusion with the nuclear industry to keep old, dilapidated nuclear power plants open forever — 20 year licenses automatically become 40, then 60, then who-knows-what. It doesn’t seem to matter to the NRC that everywhere they look, reactors are leaking tritium. It doesn’t seem to matter that there is a “waste confidence” issue that federal judges have ruled needs to be resolved. And it doesn’t seem to matter than all over America, nuclear power plants are crumbling due to age. Parts are rusting out and failing abruptly (Davis-Besse’s “hole in the reactor pressure vessel head” in 2002 is a classic example, and Vermont Yankee’s collapsed cooling system in 2007 is another). Major components have failed at numerous nuclear power plants, and it’s only a matter of time before there’s a U. S. meltdown. Will it be San Onofre?
