Gemba: Reactor demolition needs global cooperation

An international conference has begun in Fukushima Prefecture to discuss safety measures at nuclear power plants. The conference will draw lessons from the nuclear accident caused by last year's earthquake and tsunami.

Representatives from around 120 countries and institutions gathered in Koriyama City to attend the conference that began on Saturday.

The 3-day meeting is jointly sponsored by the Japanese government and International Atomic Energy Agency.

Japan's Foreign Minister Koichiro Gemba, who co-chairs the meeting, said Japan is resolved to do all it can to revive the areas around the Fukushima Daiichi plant and restore the living standards of people affected by the accident.
He said this is an unprecedented challenge for the world, and it will take years of time and new technology to decommission reactors at the Fukushima plant.

Japan, Belarus sign deal to share nuclear info

Japan and Belarus have signed an agreement that helps the 2 countries tackle problems caused by nuclear accidents.

Japanese Foreign Minister Koichiro Gemba and Belarus' minister for emergency situations Vladimir Vashchenko signed the pact on Saturday. The signing took place on the sidelines of an international conference on nuclear safety in Koriyama City, Fukushima Prefecture.

IAEA, Fukushima agree to cooperate on decontamination, waste control

The International Atomic Energy Agency agreed with the Fukushima prefectural government on Saturday to work closely on decontamination and radiation monitoring work in the aftermath of the nuclear power plant crisis last year.

Several projects are planned under their agreement, including the dispatch of IAEA missions to provide technical advice on the process of cleaning contaminated land around the crippled Fukushima Daiichi complex and of managing the waste generated by decontamination, Japanese government officials said.

The NRA carefully examined in detail all data to make sure that no further mistakes will show in the projections. In this study, the spatial variability of fallout radioactive cesium (Cs) on two grasslands (a pasture and a meadow) was estimated in various scales and the number of samples needed to determine the mean deposition density of radioactive Cs was calculated. In both grasslands, variances between sampling points were quite large compared with the repeated measurements. Because deposited radioactive Cs levels were higher in the pasture than in the meadow, the mean square of inter-sampling points and repeated measurements were larger in the pasture than in the meadow. Mean contamination levels of radioactive Cs in the pasture ranged from 143.0 (site AL) to 172.8 kBq m−2 (paddock Z). The coefficients of variation ranged from 4.8 (site D) to 38.7% (whole pasture). Mean contamination levels of radioactive Cs in the meadow ranged from 59.6 (site Q) to 68.3 kBq m−2 (site OL). The coefficients of variation ranged from 4.9 (site R) to 10.2% (whole meadow). Sampling numbers that were necessary to get the mean deposition density of radioactive Cs in the range ±10% with a 95% confidence interval were 57.5 for the pasture and 4.0 for the meadow. The significant relationship between the investigated area and the minimum sampling numbers with an allowable error of ±10% with a 95% confidence interval estimated by bootstrapping showed that 29 samples are necessary to estimate the reliable mean of fallout Cs on 1 ha of the pasture. For the meadow, the number of samples for reliable mean estimation was 1–5, being independent of the investigated area.

And now they’re back. The NRC delegation wants Japan to restart more of its nuclear reactors. They’ve been pushing Japan for more than a year, but the citizens of Japan have been opposing restart vehemently.

The NRC continues to work in collusion with the nuclear industry to keep old, dilapidated nuclear power plants open forever — 20 year licenses automatically become 40, then 60, then who-knows-what. It doesn’t seem to matter to the NRC that everywhere they look, reactors are leaking tritium. It doesn’t seem to matter that there is a “waste confidence” issue that federal judges have ruled needs to be resolved. And it doesn’t seem to matter than all over America, nuclear power plants are crumbling due to age. Parts are rusting out and failing abruptly (Davis-Besse’s “hole in the reactor pressure vessel head” in 2002 is a classic example, and Vermont Yankee’s collapsed cooling system in 2007 is another). Major components have failed at numerous nuclear power plants, and it’s only a matter of time before there’s a U. S. meltdown. Will it be San Onofre?
