N. Korea says "fully prepared for both sanctions and war"

North Korea on Thursday threatened "all-out counteraction" against the United States and its allies if the U.N. Security Council, under their pressure, imposes further sanctions against it over its recent nuclear test, warning it is "fully prepared for both sanctions and war."
