Iran sees new nuclear proposal as positive

Iran says a new proposal by world powers for resolving the country's nuclear program is positive and more realistic than in the past.

Five permanent members of the UN Security Council and Germany ended 2 days of talks with Iran on Wednesday in Almaty, Kazakhstan. They agreed to hold more talks in March and April.

The meeting was also attended by European Union foreign policy chief Catherine Ashton.

The United States and European countries offered a new proposal to ease their economic sanctions if Iran suspends enrichment of uranium to 20 percent fissile purity.

125,000 lethal doses of cyanide leak from factory in Iwate

TOKYO — The equivalent of 125,000 lethal doses of cyanide leaked from a factory in Japan after a snow plow accident, a plant operator said Wednesday.

At least five tons of liquid waste containing sodium cyanide spewed out of a tank after it was hit by a snow plow at a plating factory run by Kurosaka Plating Co in Hanamaki, Iwate Prefecture, on Tuesday, a company official said.

One liter of the toxic liquid waste, used to remove nickel plating from surfaces, is enough to kill 25 people, the official said.

Japan updates post-Fukushima crisis disaster mitigation guidelines

Japan's Nuclear Regulation Authority on Wednesday revised its nuclear disaster mitigation guidelines compiled in the wake of the 2011 accident at the Fukushima Daiichi plant by adding a set of criteria for evacuation and other protective actions against radiation exposure.

According to the revised guidelines, people living within a 5-kilometer radius of a nuclear power plant will be given iodine tablets, which help prevent thyroid cancer, ahead of time so they can promptly take the pills after an accident occurs.

People living outside the 5-km zone, meanwhile, will be ordered to evacuate if a radiation dose of 500 microsieverts per hour is detected, a tougher criteria than the International Atomic Energy Agency's benchmark of 1,000 microsieverts.

TEPCO to purchase U.S. liquefied petroleum gas for 1st time

Tokyo Electric Power Co. said Wednesday it will purchase liquefied petroleum gas produced in the United States for the first time as part of efforts to reduce rising fuel costs for nonnuclear thermal power generation.

A total of 200,000 tons of LPG, produced at a gas terminal owned by Enterprise Products Partners L.P. based in Houston, is expected to be imported over three years starting from 2013, TEPCO said.

VOGTLE: MANUAL REACTOR TRIP DUE TO EXCESSIVE REACTOR COOLANT PUMP SEAL LEAKOFF FLOW

At 2302 EST, Vogtle Unit Two was manually tripped in response to excessive Reactor Coolant Pump #4, seal #1 leakoff flow. Seal leakoff flow exceeded the procedural limits for continued operation of the pump. Following the reactor trip, RCP #4 was shutdown per procedure guidance.

All systems operated correctly in response to the reactor trip. All control rods fully inserted. The Auxiliary Feed Water (AFW) system automatically actuated as expected. System responses allowed for an uncomplicated reactor trip response. The plant is stable in Mode 3 during cause investigation.

Highest radiation detected in fish at TEPCO port

Radioactive cesium far beyond Japan's safety limit has been detected in a fish caught near the crippled nuclear plant in Fukushima Prefecture.

Tokyo Electric Power Company, operator of the damaged Fukushima Daiichi plant says the rock trout contained 510,000 becquerels of cesium per kilogram.

That's the highest ever detected in fish and about 5,100 times the government safety limit.

Gov't to restart nuclear reactors once safety assured

TOKYO — Prime Minister Shinzo Abe said Thursday that the government will give the OK for nuclear reactors to be restarted if their safety is assured.

In a policy speech in the Diet, Abe said the government must learn the lessons of the Fukushima disaster, Fuji TV reported. He said that the government will never compromise on safety but added that if the Nuclear Regulation Authority judges that nuclear reactors meet safety standards, then they can be restarted.

TEPCO yet to submit data on nuclear workers' radiation doses

Tokyo Electric Power Co. has yet to submit radiation dose data on some 20,000 workers at its crippled Fukushima Daiichi nuclear complex to a public entity for integrated radiation exposure monitoring, the entity said Thursday.

Exposure data on workers who enter radiation-controlled zones at nuclear plants are sent to the Radiation Effects Association in Tokyo to keep track of workers' accumulated doses at whatever plants they go to work at or whatever employer they work for.

But Tokyo Electric has not submitted data to the association since the Fukushima complex was devastated by the massive earthquake and tsunami on March 11, 2011, according to the association.

Bringing the point full circle in regards to the San Onofre Nuclear Generating Station and the steam generator issues, Kant’s arguments and observations couldn’t be more applicable to the situation that NRC officials and Edison employees find themselves mired in.  The licensee has not found themselves in this quagmire due to circumstances which were publicly known or expectant of, rather due to a series of events which have lead to catastrophic ramifications which no one seemingly was prepared for.

Unexploded WWI shell found outside Belgian nuclear reactor, safely removed by military

BRUSSELS — A Belgian utility says an unexploded World War I shell was found on the grounds of a nuclear power plant but was safely removed by military experts.

Electrabel spokeswoman Anne-Sophie Huge said the shell was found during drainage work Wednesday in front of an administrative building outside a reactor’s fenced security perimeter.

Safety concerns cloud South Korea nuclear drive

GORI, SOUTH KOREA – South Korea has big plans to become a major nuclear energy player, but they are unfolding at a time when the global industry is under intense scrutiny after the 2011 Fukushima disaster.

And its ambitions have not been helped by a series of domestic scandals and forced reactor shutdowns in 2012 that rattled public confidence and exposed a glaring lack of regulatory transparency.

Around $400 billion is riding on South Korea’s ability to sell its technology to potential clients as it aims to take on the United States, France and Russia and grab a 20 percent share of the nuclear energy market.

With around half of the world’s 430 reactors due for retirement by 2030, according to the International Atomic Energy Agency, the next 15 years or so offer the prospect of a sales bonanza.

Animosities have welled up to the point that four of the five members complained to the White House in late 2011 about the “serious damage to the institution” caused by Gregory B. Jaczko, then the chairman of the commission. The members complained that Mr. Jaczko was cutting them out of the loop as he prepared plans for how the industry should respond to the disaster in Japan.

Mr. Jaczko, who has since resigned, fired back, telling the White House that, “unfortunately, all too often, when faced with tough policy calls, a majority of this current commission has taken an approach that is not as protective of public health and safety as I believe is necessary.”

The White House shied away from the dispute, but accepted Mr. Jaczko’s resignation.

Congress has since gotten involved. Over the last month, 55 lawmakers have signed letters, some pushed by industry lobbyists, that urge commissioners to reject the filters.

Unit 1 Torus Radiation Shows Possible Source Location

We have reviewed multiple handouts issued by TEPCO concerning the inspection of the torus areas at 2 locations along the west side of the reactor building. The first being in June 2012 and the second in Februrary 2013. Each was conducted at different locations about 16900mm apart and each with varying patterns of radiation levels at those torus area locations.

Our impression is that at both locations the radiation levels are extremely high for the conditions there. At the first location, the radiation levels grew higher underwater toward the bottom of the torus room.

The second data set (Feb 2013 inspection) showed radiation levels that rose then lowered as approaching the water surface to the bottom. We have performed radiation dose calculations on the second set of data to investigate the possibility of a nearby radiation source point.

All attempts to determine a radiation source level, based on distance and the shielding properties of the known amounts of water & steel in the torus resulted in extremely high estimated source readings. Our rough estimate for the source is about 100 million R/hr, about 1,000,000 sieverts. This estimate was concurred by an outside lab.

U.S. teen designs compact nuclear reactor

LONG BEACH, Calif — Eighteen-year-old Taylor Wilson has designed a compact nuclear reactor that could one day burn waste from old atomic weapons to power anything from homes and factories to space colonies.

The American teen, who gained fame four years ago after designing a fusion reactor he planned to build in the garage of his family’s home, shared his latest endeavor at a TED Conference in southern California on Thursday.

“It’s about bringing something old, fission, into the 21st Century,” Wilson said. “I think this has huge potential to change the world.”

Fisheries co-op accepts nuclear plant compensation

A fisheries cooperative in Yamaguchi Prefecture, western Japan will accept compensation for the construction of a nuclear power plant -- reversing its earlier decision to refuse the money.

The Chugoku Electric Power Company plans to build a nuclear plant in Kaminoseki Town. It has paid compensation of about 124 million dollars to 7 branches of a fisheries cooperative.

But one branch in Iwaishima Island opposed the plan. It refused compensation of 12 million dollars. The island sits across from the construction site. The prefectural fisheries cooperative has been holding the money for the branch.

Sources at the cooperative say the branch members decided to accept the compensation at a closed-door meeting on Thursday. The plan was approved by a vote of 31 to 21.

Record radiation levels found in fish at Fukushima Daiichi

Due to concerns that sea life was allowed to travel freely in and out of the port at Fukushima Daiichi after finding high levels of cesium in fish and shellfish caught in the port, TEPCO announced that it would put up a net in the end of January of this year to contain marine life.  Ever since they initiated their monitoring and measuring of the marine life in the port, they have found rising levels of contamination, with no solutions at hand other than to keep catching the fish and exterminating them.

This week TEPCO announced that on February 17th, they captured a Greenling fish which was found to contain 510,000 becquerels per kilogram of Cs-134 and Cs-137, twice the amount of the fish captured on February 12th.  This is the highest levels of radiation ever detected in fish, and over 5,100 times the safety standards in Japan.

Nuclear Whistleblower Receives Favorable Ruling from Department of Labor

In an important victory for nuclear whistleblowers, a U.S. Department of Labor appeals panel has ruled for the second time that a major nuclear contractor fired Katz, Marshall & Banks client James Speegle, a foreman at the Tennessee Valley Authority's Browns Ferry Nuclear Plant near Florence, Alabama, in May 2004 because Speegle raised concerns about the safety of the plant's reactor cooling systems. Speegle alleged that his employer, Stone & Webster Construction, Inc. ("S&W"), a subsidiary of the Shaw Group, was improperly applying protective coatings in critical areas where paint debris could clog emergency cooling pumps and prevent safe shutdown of the reactor during an accident.

Speegle welcomed the ARB's decision and said he was looking forward to winning his case once and for all. "I've been fighting my unlawful termination for almost a decade," Speegle said, "and I'm not going to stop until justice is done. Companies in the nuclear power industry have to understand that they can't fire workers for standing up to unsafe work practices."
