Abe visits two towns in Fukushima no-go zone

TOKYO — Prime Minister Shinzo Abe on Sunday visited two towns in the no-go zone around the stricken Fukushima Daiichi nuclear power plant in Fukushima Prefecture.

Abe visited Namie and Tomioka towns and met with displaced residents from the towns, Fuji TV reported. It was his second visit to the region since he became prime minister. Last December, Abe visited the crippled power plant to check on the progress of decommissioning work.

On Sunday, Abe met with local officials of Namie town where limited access will be allowed after April 1—meaning residents can make short visits back to their homes. In Tomioka, where limited access will also be permitted from this week, Abe met with displaced farmers, Fuji reported.

Critical safety documents are continuously withheld from the public with a total lack of openness and transparency.

Fairewinds founder Maggie Gundersen and Enformable's Editor Lucas Hixson meet with Kevin Hurley to discuss the difficulties the public has in obtaining information from the Nuclear Regulatory Commission and from reactor owners. The Freedom of Information Act (FOIA) has been a failure in allowing the public to have access to information that affects the safety of their communities.

Criticism arises over nuclear agency's fees to view documents
[link to mainichi.jp]

[snip]

Criticism has arisen over a decision by the secretariat to the Nuclear Regulation Authority (NRA) to charge a fee to view nuclear power-related documents that were previously free, in a move that goes against the agency's policy of information transparency.

The change occurred in September last year when the agency was created and inherited the documents -- around 40,000 binders of files such as application forms for the construction and operation of nuclear plants and safety evaluation forms -- from a nuclear power resource center that it replaced. The center had made the documents available for browsing by the public, but under the NRA secretariat they are now kept in storage and have to be specifically requested to be seen.

I’m sorry to worry you for being sick a little while ago. Some people pointed out it was because I was consuming the agricultural products that I planted by myself. I think that is true. As expected, radioactive material was detected from the products

Germany to reconsider nuclear waste site

The German government is reconsidering the only candidate site in the country for building a permanent high-level nuclear waste storage facility. The review is to be conducted until 2015.

The proposed location of the facility is in the district of Gorleben in northern Germany. But the plan has faced strong protests by local citizens who are concerned about groundwater contamination.

New Fukushima danger zone designations allow residents to visit former homes

TOKYO — The Fukushima town of Tomioka on Monday became the eighth location near the stricken Fukushima Daiichi nucear power plant to be redesignated as part of a government plan to speed up reconstruction.

Wards within Tomioka, a formerly-abandoned town (except for one resident) in the Futaba district of Fukushima, were redesignated in a bid to allow former residents to visit their properties and begin clean-up operations, TV Asahi reported Monday.

The government hopes the new, reworded zone labels will help to mitigate fears. Towns that had formerly been designated as “No-Entry” zones or “Expanded Evacuation” zones due to the nuclear crisis triggered by the March 11, 2011, earthquake and tsunami, are to be redesignated to allow for gradual rebuilding of Fukushima’s infrastructure.

The new designations include three categories, each with its own entry rules. “Return Forbidden” are closed zones with over 50 mSv of radiation dose per year. “Residence Forbidden” applies to areas with over 20 and under 50 mSv of radiation per year. Finally, “Preparing for Evacuation Cancellation” is the designation for areas registering under 20mSv of radiation per year.

Earthquake protection strips give new meaning to 'band-aid solution'

TOKYO — Dr Shunichi Igarashi has surprised even himself with his line of Super Reinforcement with Flexibility (SRF) technology. SRF basically involves wrapping the columns and walls of building in adhesive strips.

The idea of gluing fabric on a building to protect it from the sheer force of an earthquake doesn’t sound very comforting. However, when Dr Igarashi’s SRF was put to the test in the Great Tohoku Earthquake on March 11, 2011, it passed with flying colors.

The process of SRF is actually as simple as it sounds. Just expose the surface of a pillar, apply a specially designed solvent-free adhesive and wrap the strips of fabric tightly around the column. Repeat if necessary, and your building becomes stronger.

It’s so simple that organizations that are too important to close down such as hospitals can continue functioning at full capacity while the renovation is being done. The adhesive has no odors or fumes and the process is quiet.

British bad weather kills one, closes nuclear site

Britain was blitzed by unseasonal heavy snowfall and rain on Friday that left one person dead in a landslide and forced the closure of a nuclear site.

Thousands of homes lost power during the latest spell of bad spring weather in a month that the British media have dubbed "Miserable March".

The Sellafield nuclear site on the northwest English coast was forced to close for several hours as a precaution due to the weather.

Staff were sent home from the reprocessing and waste storage facility but there was no evidence of any safety issues, its operator said.

The plant, which deals with spent nuclear fuel from Britain and other countries, later reopened.

FAST REACTOR FOR SELLAFIELD SITE?

A ground-breaking ‘fast reactor’ could be built at Sellafield.

The scheme is entirely separate to the NuGen consortium’s plans for nuclear new build and has been put forward by the Institution of Mechanical Engineers as a way of dealing with the UK’s plutonium stockpile.

The plant would potentially create thousands of jobs, certainly in the construction phase.

Fast reactors, which are being developed by GE Hitachi in the US and the Astrid project in France, can use lower-grade plutonium as fuel. The UK has 112 tonnes of highly-radioactive plutonium. The Government’s preferred option is to mix it with uranium to make Mox fuel.

Zaporizhia Nuclear Power Plant (NPP) reconnected its third reactor to the Ukrainian power grids at 0147 Kyiv time on March 25 after the completion of scheduled medium-term repairs, NJSC Energoatom's press service has reported.

The reactor was disconnected on January 29, 2013, the press service said.

Thus, as of Monday morning, 13 out of 15 reactors are operating at Ukraine's four existing nuclear power plants.
