U.S. Rethinks How to Respond to Nuclear Disaster

WASHINGTON — Two years after the Fukushima nuclear accident in northern Japan, the United States government is using lessons from that disaster to rewrite its plans for responding to radiation contamination, focusing on long-term cleanup instead of emergency response. But the proposals have set off vehement opposition from critics of nuclear power.

On Monday, the Environmental Protection Agency expects to publish in the Federal Register a draft document that would change its long-standing advice to state and local governments about how to limit long-term exposure to radiation after a reactor accident or a “dirty bomb” attack. By reducing the projections for how much radiation exposure is likely in the years after such an episode, the proposal could also reduce the amount of contaminated land that would have to be abandoned.

One of the awful things about a nuclear meltdown could be the traffic

It’s hard to imagine a worse traffic jam than the traffic jam that slows your escape from a nuclear meltdown.

The U.S. Government Accountability Office is warning other federal agencies that they need to be thinking about that scenario as they plan emergency responses to nuclear accidents.

Current planning focuses on evacuating or sheltering people living and working within a 10-mile radius of a nuclear power plant. Such planning assumes that everybody living, say, 11 miles from an exploding nuclear reactor would sit on their asses watching the disaster unfold on CNN. And the GAO thinks that’s unlikely. Those people might instead rush into their cars and onto the streets in an understandably panicked bid to escape the area, worsening traffic congestion and making escape more difficult for those closer to the accident.

EPA has just issued (April 15, 2013) new Protective Action Guides (PAGs) for dealing with radioactive releases. The new PAGs are in many ways worse than the extremely weak PAGs Bush tried to push out in the last days of that Administration that Obama pulled back. The PAGs eliminate requirements to evacuate people when thyroid or skin radiation doses exceed certain levels, lift a lifetime limit on radiation from such an event that would have triggered relocation, recommend dumping radioactive waste in municipal garbage dumps not designed for such waste, and propose five options for drinking water, all of which would dramatically increase the permitted concentrations of radioactivity in drinking water, by as much as 27,000 times.

Additionally, the National Council on Radiation Protection and Measurements (NCRP) has published draft guidance for implementing the long-term cleanup portions of the PAGS. The NCRP guidance would allow the public to be exposed to extraordinarily higher levels of radiation than previously permitted, sufficient to cause a cancer in every sixth person exposed. Although public comments are supposedly being solicited, EPA has made the PAGs immediately effective, making the comment opportunity pretty meaningless.

TEPCO admits failing to meet decommissioning and decontamination goals at Fukushima Daiichi

At a press conference this week, a Vice President from TEPCO admitted that TEPCO was falling short of their goals to decommission the Fukushima Daiichi nuclear power plant and decontaminate the accumulating amounts of radioactive water and nuclear waste on-site.

Japan to ease regs for sustainable energy

Japan may move toward easing regulations as a way to promote sustainable energy sources such as wind power and fuel cells.

A government panel subcommittee on regulatory reform has compiled an interim report calling for the easing of 53 sets of regulations. The purpose is to secure a stable power supply and to encourage the use of energy that is both produced and consumed locally.

The committee members also wish to promote eco-friendly automobiles and a low-carbon society.

Nuclear fuel from France to Japan to resume

Nuclear fuel is expected to be shipped soon from France to Japan for the first time since the accident at the Fukushima Daiichi nuclear power plant in March 2011.

The fuel was carried on a large trailer truck from a reprocessing facility to the port of Cherbourg in northwestern France 20 kilometers away before dawn on Wednesday under tight security.

The fuel was loaded by a crane onto a special ship. The ship is expected to leave the French port for Japan as early as Wednesday.

Japan's Kansai Electric Power Company had ordered the fuel, a type called MOX, from the French energy firm Areva. MOX fuel is a mixture of plutonium extracted from spent nuclear fuel and uranium.

Miyake Island rocked by over a dozen quakes

TOKYO — More than a dozen earthquakes, one of them magnitude 6.2, rocked a volcanic island south of Tokyo Wednesday, the Japan Meteorological Agency said.

There were no immediate reports of injuries or property damage from any of the quakes and no risk of a tsunami, the agency said.

Officials from the Millstone nuclear power plant updated the Nuclear Regulatory Commission that on Tuesday, April 16th, a licensed operator had failed a for-cause fitness for duty test and confirmed positive for alcohol.  The employee has been blocked from accessing the site.

Fukushima residents allowed to go home once a month

The government said Thursday it will allow residents evacuated from no-entry zones around the crisis-hit Fukushima Daiichi nuclear power plant to visit their homes once a month, compared with the current policy restricting them to one visit every three or four months.

Under the eased regulations to be introduced April 24, the government's local headquarters tackling the nuclear disaster will accept applications from residents to visit their homes any day from Wednesday to Sunday, once a month.

LASALLE: NOTIFICATION OF UNUSUAL EVENT DECLARED DUE TO LOSS OF OFFSITE POWER FROM A LIGHTNING STRIKE

LaSalle Unit 1 and LaSalle Unit 2 have both experienced an automatic reactor scram, in conjunction with a loss of offsite power. This was caused by an apparent lightning strike in the main 345kV/138kV switchyard during a thunderstorm. 138kV line 0112 has been inspected in the field, and heavy damage has been noted on the insulators on two of the three phases on a line lightning arrestor line side.

"The plant systems have all responded as expected. All five diesel generators started, and have loaded on to their respective buses as designed. All rods went full in on both units during the respective scrams. HPCS [High Pressure Core Spray] system was started on each unit and automatically aligned for injection for initial level control."

Kyushu Electric's Genkai 3
Shikoku's Ikata 3

Ten reactors are approved for MOX but only three were using it.
