China to help Russia create fleet of floating nuclear power stations

Russia and China are discussing the joint production and maintenance of the fleet of floating nuclear power stations, the head of Rusatom Overseas, Djomart Aliyev said. The idea has come from China.

“We did not reject it, but so far I cannot provide any estimates, but from a business perspective the idea is good,” Aliyev said.

Talks were held with the China National Nuclear Corporation but the commercial side of the matter wasn’t on the agenda. Currently a business model of cooperation is being formed and as a result, a joint venture of two or more companies or a private Russian company could be set up.

"We have agreed that for now it is not subject for technological cooperation research. We are only talking about commercial viability. There is a concept of creating a joint venture that would be owned by Russia and China, and would jointly funded and would create a specific fleet and it would then be jointly exploited,” Aliyev said.

Aliyev said there is no room for negotiations on producing a single floating nuclear power plant on order for a third party due to the complexity of the process.

In June 2010 the world's first floating power unit “Academician Lomonosov” with the capacity of 70 MW was launched at the Baltic Shipyard in St. Petersburg.

A floating power unit consists of a self-propelled icebreaker type vessel with two reactor units. The installed electric capacity of each reactor is 35 MW. The potential lifetime of the station is 36 years with three cycles of 12 years, between which the unit requires repair work.

The floating nuclear power plant is planned to be stationed in the city of Vilyuchinsk in Russia’s Kamchatka.

Wind Power Overtakes Nuclear Energy In China

Wind has overtaken nuclear as an electricity source in China. In 2012, wind farms generated 2 percent more electricity than nuclear power plants did, a gap that will likely widen dramatically over the next few years as wind surges ahead. Since 2007, nuclear power generation has risen by 10 percent annually, compared with wind’s explosive growth of 80 percent per year.

Before the March 2011 nuclear disaster in Japan, China had 10,200 megawatts of installed nuclear capacity. With 28,000 megawatts then under construction at 29 nuclear reactors—19 of which had begun construction since 2009—officials were confident China would reach 40,000 megawatts of nuclear power by 2015 and perhaps 100,000 megawatts by 2020. The government’s response to the Fukushima disaster, however, was to suspend new reactor approvals and conduct a safety review of plants in operation and under construction.

Fukushima nuclear plant cleanup may take more than 40 years: IAEA

A U.N. nuclear watchdog team said Japan may need longer than the projected 40 years to decommission the Fukushima power plant and urged Tepco to improve stability at the facility.

The head of the International Atomic Energy Agency team, Juan Carlos Lentijo, said Monday that damage at the nuclear plant is so complex that it is impossible to predict how long the cleanup may last.

“As for the duration of the decommissioning project, this is something that you can define in your plans. But in my view, it will be nearly impossible to ensure the time for decommissioning such a complex facility in less than 30 to 40 years as it is currently established in the road map,” Lentijo said.

The government and Tokyo Electric Power Co. have predicted the cleanup would take up to 40 years. They still have to develop technology and equipment that can operate under fatally high radiation levels to locate and remove melted fuel. The reactors must be kept cool and the plant must stay safe and stable, and those efforts to ensure safety could slow the process down.

Japan's quake-resistant water pipe installed in LA

Quake-resistant water pipe made in Japan has been installed in the earthquake-prone US city of Los Angeles.

The water pipe is manufactured by the Japanese machinery maker Kubota. It has joints that can extend and contract to absorb the stresses of ground movement.

The pipe is believed to be less likely to sustain damage or become deformed in an earthquake.

The quake-proof water pipes used in many parts of Japan's northeastern region remained undamaged in the powerful quake that hit the region 2 years ago.

Such proven quake resistance convinced the city of Los Angels to test-install the pipe.

The city spent 106,000 dollars to install the pipe over a 600 meter section in northern Los Angeles.

Fukushima's 'contaminated' rice still in storage two years on

FUKUSHIMA--Officials are still struggling to dispose of some 17,000 tons of contaminated rice produced in Fukushima Prefecture after the nuclear disaster there two years ago.

Most of the rice, called "kakurimai" (rice separated for disposal), was produced in 2011.

The central government wants to incinerate the rice, but disposal facility operators have been reluctant to do so for fear that harmful rumors could start circulating if they handle contaminated material.

Utilities post historic losses on fuel cost rise

Almost all Japanese power companies are posting massive losses for the year to March due to a sharp rise in fuel costs for thermal power generation. Most of the country's nuclear power plants remain idle.

The utilities reported their earnings on Tuesday.
All but some smaller utilities in Hokuriku and Okinawa were in the red. Four utilities posted record losses: Kyushu was down about 3.4 billion dollars; Kansai nearly 2.5 billion dollars; Hokkaido more than 1.3 billion dollars; and Shikoku about 440 million dollars.

Tokyo Electric Power Company reported over 7 billion dollars in losses. It is the utility's third straight losing year since the nuclear accident in Fukushima.

The losses were attributed to a sharp rise in prices of natural gas and other fuels after the power companies were forced to switch to thermal power generation due to the accident.

TEPCO announced on Tuesday that it had felt a group net loss of over $7 billion dollars in 2012, the third year running that the company has remained in the red.  Utility officials blamed thermal power fuel costs and the suspension of its nuclear power plants for the losses.

The utility is also still facing several class action lawsuits related to their preventative measures prior to the disaster and several cases over compensation.  The road ahead in 2013 and 2014 does not look much better for TEPCO, as there are no plans to restart any of the nuclear power plants, including the Kashiwazaki-Kariwa nuclear power plant in Niigata.  TEPCO will realign four of its fully owned subsidiaries into two this July in order to save some 700 million yen in costs per year.

EPA speaks on how much radiation is too much

IMAGINE THAT the Boston bombers didn’t pack nails into pressure cookers but instead packed highly radioactive material. How would the government be responding?

Part of the answer might lie in a document the Environmental Protection Agency (EPA) issued this month, suggesting guidelines on how state and local officials should deal with potentially toxic nuclear contamination from disasters such as dirty bombs, power plant failures and atomic bomb detonations.

Activists object that the guidelines would expose Americans to high doses of radiation instead of ensuring high levels of protection. The unsubtle subtext is that the continuing use of nuclear power is a direct danger against which the government is failing to protect people.

Actually, nuclear power has an exceptional safety record, particularly compared with the illnesses and deaths for which air pollution from coal burning is responsible. It also poses unique risks for which the government should prepare responsibly. That’s just what the EPA is doing.

Babcock Gets Another Shot at $22.8 Billion Nuclear Award

Babcock & Wilcox Co. (BWC) may get a chance to recover its biggest U.S. government contract after a federal agency said Bechtel Group Inc.’s new 10-year, $22.8 billion agreement was improperly awarded.

The U.S. Government Accountability Office, which arbitrates contract disputes, today sustained protests filed by Charlotte, North Carolina-based Babcock and a group that includes Jacobs Engineering Group Inc. (JEC) and Fluor Inc. (FLR) The GAO recommended reopening the competition.

Babcock received $1.6 billion from the work in the 12 months ended Sept. 30, according to data compiled by Bloomberg. That represented almost half its $3.3 billion in revenue last year.

Iran to build new reactor in East Azerbaijan

Vestnik - Iran will build a new reactor for research purposes in the province of East Azerbaijan. This was announced by the head of the Atomic Energy Organization of Iran, Fereydoon Abbasi. According to Abbasi, "the reactor is intended solely for research purposes" and will be built in the city of Bonab in the province of East Azerbaijan.

Fereydoon Abbasi said that Iran has achieved the level of self-sufficiency in nuclear fuel and "can even export specialized services in this area," Iranian media quote.

WASHINGTON, D.C., Feb. 19, 2013—A solid majority of Americans continue to hold favorable views of nuclear energy and believe that electric companies should prepare now for new nuclear energy facilities to be built.

In a national telephone survey of 1,000 U.S. adults, 68 percent said they favor nuclear energy, up from 65 percent in September 2012, while 29 percent opposed. Those strongly favoring nuclear energy outweigh those strongly opposed by more than a two-to-one ratio, 29 percent versus 13 percent.

In 2004 a reprocessing plant was completed in Rokkasho Village (Rokkashomura) for reprocessing spent fuel from nuclear reactors into plutonium.

Leeward of the reprocessing plant, there stretches rich farmland. Ms. Keiko Kikukawa has held an annual Tulip Festival the past 12 years to protest the Nuclear Fuel Recycling Project, and has led her life as an act of protest.

Japan, UAE sign nuclear deal

Japan has concluded a deal with the United Arab Emirates to transfer nuclear power technology - its first since the Fukushima nuclear accident in 2011.

Japanese Prime Minister Shinzo Abe is visiting the Persian Gulf state on the third leg of a weeklong overseas trip.

After visiting a railway that Japanese companies helped build, Abe met UAE Vice President and Prime Minister Sheikh Mohammed bin Rashid Al Maktoum on Thursday.

Abe conveyed Japan's plan to hold ministerial-level strategic talks on a regular basis with 6 Gulf Arab states, known as the Gulf Cooperation Council. He also called for the start of working-level discussions with the UAE toward an investment agreement.
