Japan Atomic Energy Agency pressed to reform

Science Minister Hakubun Shimomura says he will soon launch a taskforce to study sweeping reforms for the trouble-hit Japan Atomic Energy Agency.

The organization co-manages a research facility north of Tokyo where a radiation leak occurred last week during a particle physics experiment. More than 30 researchers were exposed to a small amount of radiation.

The Japan Atomic Energy Agency has also come under fire for failing to inspect vital equipment at the Monju fast-breeder reactor in Tsuruga, Fukui Prefecture.

Nuclear regulator's new review process

The Nuclear Regulation Authority will conduct new reviews to see whether each of Japan's nuclear power plants is meeting revised safety regulations.

The secretariat of the Nuclear Regulation Authority is to conduct the assessments. It will create 3 teams to examine the applications submitted by individual plant operators to restart nuclear reactors.

The secretariat says each team will consist of 20 officials, including experts in nuclear plant facilities, and earthquake and tsunami disaster management.

The secretariat says the reviews may take 6 months to a year. But the total time is not certain because the process will cover elements that have never been assessed before.

UN: Manifest health effects unlikely in Fukushima

A draft report by a UN panel says it does not expect it will be possible to attribute any manifest health effect in residents around the Fukushima Daiichi power plant for radiation exposure from the 2011 nuclear accident.
It says their doses were much lower than those for the Chernobyl accident.

The UN Scientific Committee on the Effects of Atomic Radiation drafted the report. The amounts of radiation exposure for residents around the Fukushima plant were estimated by using various data. The committee is made up of radiologists and other experts from around the world.

The draft report estimates the levels of radiation exposure for the thyroid gland -- the part of the body which is most affected by radioactive iodine.

It says the thyroid doses of iodine were up to 82 millisieverts for one-year-old children within 30 kilometers of the plant at the time of the accident and evacuated later. For one-year-olds outside this zone, the report estimates doses of up to 66 millisieverts.

The amounts are less than one 60th of those for the Chernobyl accident in 1986.

Japan, India to work toward civil nuclear deal

The leaders of Japan and India say they will speed up negotiations for the early signing of a civil nuclear pact.

Japanese Prime Minister Shinzo Abe and Indian Prime Minister Manmohan Singh signed a joint statement after their meeting in Tokyo on Wednesday.

The statement calls for accelerating talks for an early signing of a nuclear deal that would allow Japanese firms to export atomic power-related technology. India is planning to build more nuclear power plants.

The joint statement also calls for bilateral efforts for the total abolition of nuclear weapons.

The statement says Japan and India will promote joint exercises between Japan's Maritime Self-Defense Force and India's navy. The move comes at a time when China has been increasing its maritime activities.

Japan's Upper House has passed a law allowing victims of the Fukushima nuclear disaster to sue for damages beyond the statutory 3-year limit.

The Upper House passed the bill unanimously on Wednesday.

Monju reactor restart won't happen in FY2013

Japan's Nuclear Regulation Authority has officially decided to order not to prepare the restart of the Monju fast-breeder reactor in Tsuruga City in central Japan.

This means the currently offline prototype reactor will unlikely to be restarted before the end of next March. The reactor generates power using plutonium extracted from spent nuclear fuel.

The authority officially made its decision at a meeting on Wednesday.

On May 15th, the authority decided to issue the order after a government inspection last year found about 10,000 missed equipment check-ups at the reactor.

The authority criticized the operator, the Japan Atomic Energy Agency, for inadequate safety management.

NRA: Tsuruga plant spent fuel pool needs checking

Japan's Nuclear Regulation Authority has ordered the operator of a nuclear power plant in central Japan to check the safety of a spent fuel pool of one of its reactors.

The authority determined last Wednesday that the No.2 reactor at the Tsuruga nuclear plant in Fukui Prefecture sits on an active seismic fault.

The safety of the reactor's pool is now in question, as it contains more than 1,700 units of spent fuel rods.

The authority on Wednesday decided to order the plant's operator, Japan Atomic Power Company, to investigate what would happen to the spent fuel if the pool were to lose water, and what impact the incident would have on the environment.

10,000 residents claim compensation in Fukushima

Namie Town has filed a petition with a government arbitration body demanding larger monthly compensation on behalf of more than 10,000 residents who were displaced by the Fukushima nuclear disaster.

Town Mayor Tamotsu Baba and lawyers representing 11,602 people filed the claim on Wednesday, at the Nuclear Damage Claim Dispute Resolution Center.

They represent more than half of Namie's residents who were evacuated from the town in March 2011, just after the nuclear accident at the Fukushima Daiichi nuclear power plant. They now live in various locations around the country.

Each evacuee receives about 1,000 dollars per month from Tokyo Electric Power Company. The amount is based on the guidelines of a government panel on damage compensation.

Got the final MRI results. This was to determine the spots on my liver. Turned out to be benign and unrelated to the tumor on the pancreas. Some good news... knock on wood.

The tumor is 1.5 x 1 inch. Localized to the pancreas but pressing against the portal vein.

Started chemo today to shrink the tumor away from the vein so it can be removed by surgery.

I'm feeling strong and fairly optimistic for a cynical old grouchy bastard..

I've not been very gracious to you.

Some pain... not bad. I have a high pain threshold, anyway.
The worst thing for me is not knowing the full story...
waiting for test results and interpretation, prognosis.

All of the tests are done, results confirmed and redundant.
Today I learned exactly what I'm fighting, finally.

The idea of chemo is against my way of thinking.
I'm willing to give it a try for the wife and kids/grandkids.
If I were alone, I would probably attempt alternate natural cures.

Still hanging loose, haven't ruled anything out.
Healthy diet, some selective natural cures
implemented as well.

Life is an adventure.
We do what we can, but it always ends the same way.
I've a full and rewarding life, already.
Each new day is a bonus.


Now.... back to the eternal argument.. chuckle

When will someone grow a pair and give us the real story
of Fuku...?
Real data, transparency, end the political obfuscation, end the propaganda..

Four electric power companies are expected to apply to the Nuclear Regulation Authority in July for screening to restart eight idle reactors, sources said May 29.

The four utilities are Hokkaido Electric Power Co., Kansai Electric Power Co., Shikoku Electric Power Co. and Kyushu Electric Power Co.

The four will apply at the earliest possible opportunity after the NRA stipulates new regulation standards on nuclear power generation by July 18.

Tokyo Electric Power Co. is also making preparations to apply as soon as possible.

Based on the new regulation standards, the NRA will check safety measures and other items at nuclear power plants, and subsequently determine whether it will allow the restarts.

The eight reactors involved in the applications are the Nos. 1, 2 and 3 reactors at Hokkaido Electric Power’s Tomari nuclear power plant; the Nos. 3 and 4 reactors at Kansai Electric’s Takahama nuclear power plant in Fukui Prefecture; the No. 3 reactor at Shikoku Electric’s Ikata nuclear power plant in Ehime Prefecture; and the Nos. 1 and 2 reactors at Kyushu Electric’s Sendai nuclear power plant in Kagoshima Prefecture.

They are all pressurized water reactors. The stricken Fukushima No. 1 nuclear power plant, operated by TEPCO, used boiling water reactors.

New probe into Fukushima accident launched
Japan's nuclear regulators are launching a new probe into the causes of the Fukushima Daiichi nuclear accident 2 years after it occurred.

The government, Diet and an independent panel have already compiled accident reports. Plant operator Tokyo Electric Power Co. has also finished its own probe. But experts say many questions have been left unanswered.

5 officials from the Nuclear Regulation Authority will enter the plant's No. 1 reactor building to try to clear up one of the key questions.

The authority wants to know if the March 11 earthquake damaged the reactor's cooling system before the arrival of a massive tsunami.
