Pakistan to start work on Chinese-aided nuclear power plant

The Pakistan Atomic Energy Commission has received the green light to start work on a second nuclear power plant in Karachi with Chinese assistance, according to an authoritative official speaking on condition of anonymity.

The official said that the federal budget revealed Wednesday has allocated $60 million for acquisition of land for the second Karachi Nuclear Power Plant, known as KANUPP-2, in the vicinity of the existing Karachi Nuclear Power Plant, known as KANUPP-1.

KANUPP-1, with an installed capacity of 137 megawatts, went into operation in 1970 and is currently operating at less than half its capacity.

Agency says fish contamination limited to near Fukushima plant

A greenling caught off Fukushima Prefecture last August with a high concentration of radioactive cesium was contaminated in waters near the crippled Fukushima nuclear power plant, a report released by the Fisheries Agency said Thursday.

The finding comes amid growing concern among fishermen that nuclear contamination might be spreading beyond the waters near the plant after the March 2011 accident. The fish "did not get contaminated in waters that are far away from the nuclear power plant," the agency said.

The fish in question was caught in waters about 20 kilometers off the coast of the prefecture, showing 25,800 becquerels of radioactive cesium, 250 times higher than the government-set limit.

Second lift for Chernobyl eastern arch

The second lifting of the eastern part of the arch that will form the Chernobyl new safe confinement has started.
Today, 12 June, the 3800-ton Arch will be lifted to a height of 12 meters. Tomorrow (13 June) it will be raised another 21 meters, and after that to reach its final height of 85 meters.

TVA cuts 530 jobs, spending on Ala. nuclear plant

The Tennessee Valley Authority will cut 530 jobs and trim millions of dollars in spending on its effort to revive a mothballed nuclear plant in Alabama, utility officials said Wednesday in a decision that calls into question the project's future.

A total of 35 TVA employees and 495 contractors will lose their positions at the Bellefonte Nuclear Power Station northeast of Scottsboro, Ala. The budget will fall from $182 million to $66 million, a reduction of roughly 64 percent. Some of the affected TVA employees may be reassigned to other roles within the utility.

The decision comes as the price of natural gas has plummeted, making it difficult for the electric industry to justify the massive costs of new nuclear plants. Utilities in California, Florida, New Jersey and Wisconsin have either shut down plants or will halt operations in the future because they are too costly to repair or upgrade. While the industry proposed building a new wave of reactors just a few years back, only a handful are likely to be completed in the Southeast because of the same economics.

Finishing the first reactor at Bellefonte by 2020 was expected to cost roughly $4.9 billion.

Fukushima Accident Raised Levels of Radioactive Strontium Off the East Coast of Japan by Up to 100 Times

Researchers from the Institute for Environmental Science and Technology (ICTA) and the Department of Physics of the Universitat Autònoma de Barcelona (UAB) have studied the spread of radioactive strontium in the coastal waters of eastern Japan during the three months following the Fukushima nuclear accident, which happened in March 2011. The samples analysed show the impact of the direct release of radioactive materials into the Pacific Ocean, and indicate that the amount of strontium-90 discharged into the sea during those three months was between 90 and 900 Tbq (terabecquerels), raising levels by up to two orders of magnitude. The highest concentrations were found to the north of the Kuroshio current, which acts as a barrier preventing radioactive material from being carried to lower latitudes.

PSEG Nuclear's Hope Creek reactor shut down following water pump failure

The Hope Creek nuclear reactor has been manually shut down following the failure of one of the station’s three circulating water pumps, a spokesman for the plant’s operator said.
Hope Creek control room operators manually shutdown the reactor at 1:31 p.m. Wednesday following the failure of the water pump, PSEG Nuclear Spokesman Joe Delmar said.

Operators have stabilized the unit and the plant functioned as designed, he added.

Repair plans are in progress, Delmar said, adding it is unknown when Hope Creek will return to service.

Operated by PSEG Nuclear, Hope Creek is a boiling water reactor design with a net megawatt output of 1219 megawatts. It provides electricity for a million homes each day.

Together with the neighboring twin unit Salem station, the three units are the second largest commercial nuclear power generating facility in the United States.

Yet people were walking around and going about their business, with no idea of how contaminated everything around them was.

The radioactive secrets of Westlake have yet to fully be unearthed, but in 1980 or 81, Bob says he saw something he has never forgotten.

"I seen a large ditch being dug on the construction field. And then later that evening, right before dark, those two tractor trailers pulled in," he said.
It took all day he says for workers to dig a ditch about 50 feet deep complete with a dirt ramp.

"Right before dark, they drove two tractor trailers down in the trench," said Bob. "They pulled in the ground. The drivers got out. They closed the doors and walked out."
The tractors had no markings. By 11 p.m. the trucks and ditch were covered as if nothing ever happened.

"Whatever it was, it wasn't good. They wouldn't have done it that time of day and cover it up so nobody would find it," Bob said.

NewsChannel 5 filmed this interview a few months ago, but held it until we independently verified Bob worked for Westlake Quarry.

An outside contractor hired to look for flaws in a Duke Energy nuclear reactor near Raleigh last year missed a quarter-inch spot of corrosion and cracking near the reactor core that forced a full shutdown last month after new eyes reviewing year-old data found the problem, federal regulators said Thursday.

Four smaller spots were fixed during a refueling last year, but the flaw that forced the May 15 shutdown at the Shearon Harris nuclear plant wasn't found until new contractors reviewed ultrasonic tests from last year, Nuclear Regulatory Commission inspectors said during a public meeting.

Duke Energy "is taking actions to correct the failure of the personnel to identify the defect," the NRC said in a summary distributed at the meeting.

The cap on top of the reactor vessel, called a vessel head, will now be checked for similar cracks every time the reactor is refueled, NRC inspectors said. That's done every 18 to 24 months, the company said.

About a third of all U.S. pressurized water reactors like Harris have similarly had cracking show up on a nozzle in the vessel head, the NRC said.
The cracks are caused by the extreme temperatures of the water heated by the nuclear reaction and acid that results from boron mixed with the water to extend the life of the fuel, said Joe Austin, the senior NRC inspector stationed at the Harris plant.

Resnikoff points to what he says is a failure to properly dispose of radioactive waste from fracking, saying that these wastes make their way into municipal landfills in Ohio -- costing the natural gas industry one-hundredth of what the nuclear industry pays to dispose of similar, low-level radioactive waste.

"It is evident that environmental concerns are trumped by the economics beneficial to the unconventional shale drilling industry,” Resnikoff said.

He also says the industry simply doesn’t want to take responsibility for the radioactive waste it produces.

EU proposes new nuclear safety measures

The European Union has proposed to its members new nuclear safety measures that require periodic reviews of all reactors by multinational experts.

The goal is to increase transparency and set up what it calls a European system of peer review for nuclear installations following the Fukushima nuclear accident in 2011.

The EU's executive arm, the European Commission, put out the draft on the new safety directives on Thursday.

They require legally-binding peer reviews for all 132 nuclear reactors in operation in the bloc every 6 years.

No clear goals in most decontamination contracts

Work to remove radioactive substances from the land and surfaces of buildings has been underway across Fukushima Prefecture more than 2 years following the nuclear accident.

But NHK has learned that there are no decontamination numerical targets in most of the contracts cleaning companies signed with the central government and Fukushima municipalities.

NHK obtained the information on the contracts signed through April through freedom-of-information requests as well as questionnaires to the government and 32 local authorities.

It found that contracts with the government and nearly 90 percent of the municipalities did not specify to how much radiation should be lowered.

TEPCO loses personal info related to nuclear compensation claims

Tokyo Electric Power Co., the operator of the crippled Fukushima Daiichi nuclear power plant, said Friday an employee has lost documents that include the personal information of 22 individuals who have applied for compensation related to the nuclear crisis.

"We deeply apologize for causing trouble," a TEPCO official told a press conference, explaining that the employee left the documents on a train when heading home Tuesday. The utility has not received reports of any inappropriate use of the personal information.

TEPCO also said there have been around 60 cases involving the mishandling of personal information related to compensation and it had decided to reveal the latest case as it has not been able to contact all of the 22 individuals concerned.

Japan highlights role of nuclear power in economic growth strategy

The Japanese government made clear that nuclear power will continue to play a key role in meeting energy demand as it vowed in its economic growth strategy endorsed Friday to push for the restart of idled reactors.

Once reactors clear a set of new safety requirements that will be introduced soon in the wake of the 2011 Fukushima Daiichi nuclear power plant disaster, the government will "move ahead with" their resumption and "work to win the approval and cooperation" of local governments hosting the facilities, the strategy said.

The new regulations are expected to take effect in July, setting the stage for reactors, most of which are now offline, to undergo the Nuclear Regulation Authority's safety assessments.

TEPCO showed off a massive, nearly complete steel structure designed to help workers extract more than 1,500 fuel rods from a damaged reactor building — No. 4 reactor — at the center of international concerns.

Concerns have focused on the fuel rods in the cooling pool of No. 4 because the pool sits atop the damaged building and remains vulnerable to earthquakes. Currently, a jury-rigged system of pipes and hoses pumps water into the fuel pool to keep it cool, as well as into the reactor cores and fuel pools of nearby reactors 1, 2 and 3.

TEPCO built the 52-meter—tall structure next to and partially over the remains of No. 4 reactor, which suffered a hydrogen explosion after the disaster, to safely remove the 1,533 fuel rods. The rods will be transferred to a joint cooling pool inside a nearby lower building.

Something wrong about this... "joint cooling pool inside a nearby lower building", has to be the Common Pool with a capacity of 6840 bundles. At the time of the accident there were 6375 bundles in that pool which gives it can hold another 465 bundles but there are 1533 bundles in the SFP4... are my figures wrong?... have they moved bundles from the Common Pool somewhere else?... maybe to SPF5 and SPF6 which have enough free capacity... AFAIK they haven't... Waterbug, or someone else, help me out with the math or something I've missed...
