Sandoval Says No To Manhattan Project Waste

The federal government wants to bury old nuclear material from the Manhattan Project in Nevada, 40 feet below ground at the Nevada National Security Site. But Nevada Gov. Brian Sandoval considers the material high-level radioactive waste that ought to be buried in New Mexico, 600 feet down, instead.

Terrorists could snag the material in transit and turn it into a "dirty bomb," according to Nevada officials. Low-level waste requires less transportation security than high-level waste.

What started off with activists being anti-nuclear weapon has morphed into irrational, anti-science stances against all energy - even reactors that simply cannot have a meltdown and use old nuclear waste for fuel. Who could protest against such a thing?

Well, when you have tens and hundreds of millions of dollars at stake, and a lot of that money is coming from aging hippies who bought into the Ralph Nader/Jane Fonda hysteria that nuclear power was causing a cancer epidemic and the Apocalypse, you have to play along.

Mike Geffree, who works for contractor Washington River Protection Solutions, spoke about radioactivity measurements in water samples: "Anything above a 500 count is considered contaminated and would have to be disposed of as nuclear waste." The count from the pit of the leaking tank, the AP reports, was 800,000.

We realize that, with the cost of the cleanup (more than $115 billion, but still climbing) surpassing the cost of three dozen Columbia River Crossings, the feds might be reluctant to pick up the pace. But with the Pacific Northwest at risk of further radioactive contamination, there is no excuse for further delays.

Based on the preliminary investigation, the problem apparently began Sunday afternoon when thunderstorms knocked out power at the facility — including the ventilation system, Wilkerson said.

“There was a heater connected to the ventilation system to control humidity in the facility, and the heater overheated,” Wilkerson said. That caused the insulation and the electrical connections to overheat and produce smoke, she said.

Room 327 is known as the “sludge condensate room,” and it was used several years ago — around 2004 — to process some of the liquid supernate taken from the waste tanks where transuranic sludges are stored.

There apparently are connections between that room and the system that is used for processing waste
, but Wilkerson said there were no radioactive materials stored there at the time of the incident.

The Transuranic Waste Processing Facility was constructed a decade ago to process some of Oak Ridge’s nastiest waste, including some of the highly radioactive materials generated during historic operations at ORNL’s nuclear reactors. WAI, a small business based in Ohio, was awarded the management contract in 2009. The plant employs about 250 workers.

SAVANNAH RIVER SITE, S.C. — Scattered among the pine forests of this 310-square mile federal reservation are five mothballed nuclear reactors where tens of thousands of workers were once engaged in a grim race to create as much plutonium as they could.

By the time production ended here in 1988, the site was a horrendous mess. Today, about 36 million gallons of radioactive liquid wastes sit in underground tanks, and most federal spending here is devoted to nuclear-related cleanup, not production.

Journalists have been shown a huge wind turbine that will be the center of a power generation experiment off Fukushima Prefecture.

The turbine, unveiled at a city near Tokyo, is one of Japan's largest at 122 meters tall and 80 meters wide. It has an output of 2,000 kilowatts.

The experiment is due to begin in October this year in the sea about 20 kilometers off Fukushima Prefecture.

Govt. approves more funds for TEPCO compensation

The Japanese government has approved additional assistance of more than 660 billion yen, or about 6.6 billion dollars, for compensation stemming from the 2011 Fukushima Daiichi nuclear power plant disaster.

The plant's operator, Tokyo Electric Power Company, and the government-funded Nuclear Damage Liability Facilitation Fund asked the government to provide the additional funds. The utility's officials say the compensation costs are higher than expected as confirmation of the damage proceeds.

Industry minister Toshimitsu Motegi told TEPCO President Naomi Hirose on Tuesday that the government had approved the request.

Regulator urges reduction of tritium into sea

Japan's Nuclear Regulation Authority has urged Tokyo Electric Power Company to address a steep rise in levels of radioactive tritium in waters near the Fukushima Daiichi nuclear plant.

The authority says contaminated water is likely to be leaking from the site.

TEPCO had reported that water collected last Friday from a port near the plant contained 1,100 becquerels of tritium per liter. That's 10 times higher than the level logged during the year that ended in April.

TEPCO earlier found that levels of radioactive tritium and strontium were rising between late May and June in a well near the No. 2 reactor building.

TEPCO shareholders want out of nuclear power

A group of shareholders at Tokyo Electric Power Company is demanding the utility withdraw from the business of nuclear power generation. TEPCO operates the crippled Fukushima Daiichi nuclear power plant.

Shareholders gathered in Tokyo on Wednesday. It was their first annual meeting since the utility was effectively placed under government control.

TEPCO Chairman Kazuhiko Shimokobe apologized to shareholders for continuing to cause concern and inconvenience more than 2 years after the nuclear disaster.

Shareholders reject anti-nuclear power proposals

Nine Japanese utilities that own nuclear power plants held their shareholders' meetings on Wednesday. Groups opposed to nuclear power asked shareholders to reject atomic energy.

Executives from all the utilities said that suspending operations at their nuclear plants has had a major impact on their businesses. This is due to an increase in fuel costs for running thermal power plants.

Four of the 9 companies, including Shikoku Electric and Kansai Electric, are preparing to restart their 6 nuclear plants.

At the Tokyo Electric Power Company meeting, a group of about 450 shareholders who are opposed to nuclear energy submitted a list of 9 proposals.

But their proposals were rejected by a majority of shareholders. Similar proposals made at other utilities' meetings were also rejected.

Fukushima: Wrong radiation exposures given

Fukushima Prefecture says more than 16,000 residents were given wrong estimates of their external radiation exposure in a survey following the disaster at the Fukushima Daiichi nuclear power plant in 2011.

The figures were calculated by the National Institute of Radiological Sciences near Tokyo for all of Fukushima Prefecture's 2 million residents. The figures were calculated using a computer program, based on factors including the residents' activities in the 4 months after the accident.

Of the 2 million residents, calculations using the program have been completed for 420,000 people.

Bill to revise electricity business scrapped

Legislation designed to reform Japan's electricity supply system, failed to receive a vote in the Upper House on Wednesday, before the end of the Diet session.

The bill was designed to separate power generation and transmission sections of power companies. It aimed to change the current system following the 2011 earthquake. Tokyo Electric Power Company experienced rolling blackouts that inconvenienced industries and people's daily lives.

The new legislation would fully liberalize electricity retailing within three years, allowing both companies and private homes to freely choose power suppliers.

The bill also called for the separation of power generation and transmission businesses in about five to seven years time.

The operator of the damaged Fukushima nuclear power plant says it will not comply with a compensation proposal by a state arbitration body.

Tokyo Electric Power Company has reportedly told a group of evacuees and their lawyers the settlement proposal goes against scientific knowledge.

Eight Russian-designed VVER-440 pressurized water reactors were originally planned for the Greifswald Nuclear Power Plant (KGR) on Germany's northeastern Baltic Sea Coast. The first unit started operation in 1973, with the second a year later; and units 3&4 followed in 1978 and 1979. In 1990, after the reunification of Germany the operating units Greifswald 1-4 along with the 70 MW Soviet-designed Rheinsberg Nuclear Power Plant (KKR), about 140 km south, were shut down. The commissioning of Greifswald unit 5 as well as the construction work at units 6 to 8 was also stopped.

Today Energiewerke Nord GmbH is responsible for the decommissioning and dismantling of both Greifswald and Rheinsberg, along with a number of other nuclear facilities. EWN is the legal successor of the former 'Kombinat Kernkraftwerke,' and has been solely owned by the Federal Ministry of Finance since 2000.

AREVA sends new decontamination robots to Fukushima

One new invention is a mini submarine capable of measuring radioactivity at the bottom of lakes and rivers with a probe and transmits the readings to be processed and used to create a map of hot spots to help authorities know where to focus efforts to remove contaminated sediment.  This robot will be used by teams from the Japan Atomic Energy Authority to map the bottom of lakes in Fukushima Prefecture.

Another new invention is an installation which sorts contaminated soil and separates them at a rate of 100 metric tons per hour.  This device will be tested in Fukushima this summer.

27/06/2013Japan receives first MOX nuclear shipment since Fukushima

A vessel under armed guard and loaded with reprocessed nuclear fuel from France arrived at a Japanese port on Thursday, an AFP journalist said, despite nearly all of the country's reactors being shut down.
The cargo of mixed oxide (MOX), a blend of plutonium and uranium, was the first such nuclear fuel to arrive in Japan since the atomic disaster at Fukushima, which was sparked by the earthquake and tsunami of March 2011.
The fuel left the French port of Cherbourg in mid April bound for Japan, French nuclear group Areva has said. The vessel was specially fitted to be able to transport nuclear material and was escorted by an armed sister ship.
Its route was not fully disclosed.
Anti-nuclear activists and residents have said they were planning a protest rally at breakwaters near a port in Takahama town on the eastern coast of central Japan, home to the Takahama nuclear plant, the final destination for the MOX.
