"So there's some advantages to the BWR in terms of severe accidents. But one of the disadvantages is that the containment structure is a lightbulb-shaped steel shell that's only about 30 or 40 feet [nine to 12 meters] across—thick steel, but relatively small compared to large, dry containments like TMI. And it doesn't provide as much of an extra layer of defense from reactor accidents as containments like TMI [do]. So there is a great deal of concern that if the core does melt, the containment will not be able to survive. And if the containment doesn't survive, we have a worst-case situation."

And just what is that worst-case scenario? "They're venting in order to keep the containment vessel from failing. But if a core melts, it will slump to the bottom of the reactor vessel, probably melt through the reactor vessel onto the containment floor. It's likely to spread as a molten pool—like lava—to the edge of the steel shell and melt through. That would result in a containment failure in a matter of less than a day. It's good that it's got a better containment system than Chernobyl, but it's not as strong as most of the reactors in this country."

Suzuki-san is a 12-year TEPCO veteran and a former Fukushima site foreman.

He says the leaks of contaminated water into the Pacific began in 2011.

“I believe it’s been leaking into the ocean from the start of the crisis two-and-a-half years ago,” Suzuki-san said.

“TEPCO probably knew this but did nothing because they didn’t want to cause an outcry,” he said.

Japan energy consumption set to rise in FY2013

Japan's modest recovery is creating greater demand for power. The country's energy consumption is set to mark the first rise in 3 years.

The Institute of Energy Economics forecasts that energy use for fiscal 2013 will be up 0.7 percent from the year before. This reverses 2 years of declines since the March 2011 disaster.

One reason for the rise is the increase in power usage by retailers and hotels on the back of the economic rebound. Steel and cement plants are also using more energy as they ramp up production.

Workers at Fukushima plant suffer radiation

Ten workers at the damaged Fukushima nuclear power plant have been found exposed to radiation above the safe limit. The cause is believed to be a machine spraying cool mist in the plant compound.

The employees of Tokyo Electric Power Company were checked before leaving the plant compound after noon on Monday. They were found to have been exposed to radiation mainly on their heads and faces.

TEPCO officials say the workers were exposed to radiation at a level of 10 becquerels per square centimeter. That's 2.5 times the limit set by the utility.

They say a cool mist machine was operating in the area to help prevent heatstroke among the workers. They say radiation detectors were sounding in the area.

Govt. to review safety of nuclear waste disposal

Japan's industry ministry will ask a group of experts to reexamine the safety of its plan to bury highly radioactive waste from nuclear power plants.

Officials began selecting disposal sites in the year 2000. But there has been no progress amid public concerns about safety.

The plan calls for burying nuclear waste in a stable stratum more than 300 meters underground.

TEPCO reveals pumping plan of contaminated water

The operator of the damaged Fukushima Daiichi nuclear power plant says it plans to pump up radiation-contaminated water to prevent it from seeping into the ocean.

On Monday, the power company said it will start pumping out 60 tons of groundwater per day near the embankment between the Number One and Number Two reactors.

TEPCO also said it will start pumping out a total of 80 tons per day between the Numbers Two and Three reactors and between the Numbers Three and Four reactors in September, before creating similar underground walls.

S Korea facing power crisis after 2 plants shut down

SEOUL — South Korea ordered government offices to turn off their air-conditioning as two power plants stopped operations Monday, a day after a minister warned of an imminent national energy crisis.

The Dangjin III plant, with a capacity of 500,000 kilowatts, was taken offline by mechanical issues and will likely remain shut for a week, a spokesman for the state power distributor Korea Power Exchange (KPE) said.

Technical problems also shut down the nearby Seocheon power plant on Monday morning. Although operations resumed after an hour, the plant is only working at half its 200,000-kilowatt capacity, the spokesman said.

The timing could hardly be worse, with South Korea in the grip of an extended heatwave and a lengthy disruption in its nuclear power sector.

“We are facing potentially our worst power crisis,” Trade, Industry and Energy Minister Yoon Sang-Jick said Monday.

Japan's nuclear power supply to be halted again on Sept. 15

Japan's nuclear power supply is set to be halted again on Sept. 15 for the first time in more than a year because two reactors currently online will be suspended for mandatory routine checks by that date, government sources said Monday.

It will be the second time for all 50 commercial reactors in Japan to be offline since the 2011 Fukushima Daiichi plant disaster heightened public concern about the safety of nuclear power.

Currently, the Nos. 3 and 4 reactors at Kansai Electric Power Co's Oi plant in Fukui Prefecture are operating. The utility has reported to the Nuclear Regulation Authority that the checks for the No. 3 unit will start Sept. 2, and plans to report that checks for the No. 4 unit will commence Sept. 15.

Toxic water detected in newly built well at Fukushima nuclear plant

Tokyo Electric Power Co. said Sunday it has detected radioactive tritium in groundwater collected from a newly built observation well by the sea at the crippled Fukushima Daiichi nuclear power plant.

The groundwater sample collected Saturday from the well contained 34,000 becquerels of tritium per liter, up from 23,000 becquerels detected in a sample collected Thursday, a day after the well was installed some 4 meters away from the sea, the plant operator said.

The observation well was set up Wednesday about 4 meters north of the water intake for the No. 1 reactor. TEPCO said the cause of radioactive contamination in groundwater taken from the well remains unknown.

NPPD decides against Cooper uprate

A proposed power uprate of the single-unit Cooper nuclear power plant has been shelved after Nebraska Public Power District (NPPD) concluded that it could not justify the expense of the project.

An extended power uprate - which would involve equipment upgrades - had been under consideration since late 2012 to raise the boiling water reactor's generating capacity from 800 MWe to some 946 MWe.

However, having conducted a detailed feasibility study for the proposed uprate, NPPD's board has now voted not to proceed with the project. A more in-depth estimate by management for the uprate had raised the price from $289 million to $409 million, the company said.

Last week, Xcel Energy restarted its Monticello single-unit plant after an extended power uprate which increased its generating capacity from 600 MWe to 671 MWe. However, the Minnesota Public Utilities Commission has ordered an investigation into delays and cost overruns in the project. Xcel estimated the cost of the project to be $320 million when it began in 2008, but the actual cost came to $655 million.

In June, Exelon confirmed that it will not be going through with capacity uprate projects at the LaSalle and Limerick nuclear power plants due to market conditions. Each plant has two reactors and the total of the uprates across all four would have been 370 MWe.

Lake Maitland is 90 km southeast of the proposed processing facility at Wiluna and the two shallow orebodies are geologically similar, offering the potential for operating synergies. Combining the two projects will result in a significantly larger combined resource base, expanding Wiluna's JORC resources by 42% from 54 million pounds U3O8 (20,771 tU) to 76 million pounds U3O8 (29,233 tU), which according to Toro could potentially support a 20-year life for the project. The higher grade material found at Lake Maitland is also expected to improve the overall blended grades at Wiluna, while the increased resources also provide possible opportunity to expand the project.

US construction update

As construction continues on two new AP1000 reactors in Georgia and South Carolina, a nuclear feasibility study has ruled out the construction of a new nuclear plant 1000 miles northwest in Iowa, until at least the 2020s.

By early June, construction was underway on the containment structures for the Vogtle 3 and Summer 2 Westinghouse AP1000 reactors; they became the first new nuclear units to begin construction in the United States for three decades in March 2013.

Meanwhile, at South Carolina Electric & Gas's Virgil C Summer site delays to the delivery dates of sub-modules could put back the start-up Summer 2 by at least six months to late 2017/early 2018.

In separate news, MidAmerican Energy has revealed that it delaying its decision to build a new power station in Iowa and is proposing to refund $8.8 million of the $14 million cost of a nuclear feasibility study to ratepayers.

NRC to probe Entergy’s nuclear plant finances

HINSDALE, N.H. — The Nuclear Regulatory Commission will investigate the finances of three nuclear reactors owned by Entergy Nuclear — Vermont Yankee, Pilgrim in Massachusetts and the FitzPatrick reactors in New York — as a result of a petition by four anti-nuclear groups.

Saturday’s protest was designed to bring public attention to the fact that Vermont Yankee daily dumps 200 million gallons of “hot” water into the Connecticut River to save money by not running its cooling towers.

The water, which is actually about 100 degrees at discharge, raises the river to a state-regulated level that environmental groups such as the Connecticut River Watershed Council say damages fisheries and the environmental health of the river.

"PPL Susquehanna, LLC became aware of a reduction in the effectiveness of a spent fuel confinement system at 0430 [EDT] on Saturday August 10, 2013. One of the safety barriers in a spent fuel cask is the water filled volume of the cask which provides neutron shielding. This volume is normally filled with approximately 670 gal of demineralized water. It has been determined that the neutron shielding volume was not completely filled. The cask neutron shield volume is currently being filled. The loaded spent fuel canister is currently located in the reactor building on the refuel floor and has been located there for the duration of the event. Investigation is currently in progress concerning personnel radiation exposure. The lack of neutron shielding represents a significant reduction in the effectiveness of a spent fuel storage cask confinement system which is an 8 hour reportable condition under 10CFR72.75(c)(2). This also represents a dry fuel storage safety system that was disabled or failed to function which is a 24 hour reportable condition under 10CFR72.75(d)(1)."

The cask was a TransNuclear NUHOMS-61BTH. Personnel on the refuel floor were equipped with neutron dosimetry.

The licensee notified the NRC Resident Inspector and will notify the Commonwealth of Pennsylvania.

INL workers Ralph Stanton and Brian Simmons say INL contractor Battelle Energy Alliance (BEA) not only created a dangerous work environment but also retaliated against the two when they raised concerns about their exposure to plutonium in a November 2011 accident that affected more than a dozen workers.

Seattle attorney Jack Sheridan filed a complaint with the U.S. Department of Labor alleging the retaliation but also that BEA downplayed the significance of the workers’ plutonium exposure, transferred them to lower level jobs and took various forms of disciplinary actions against them.

Stanton and Simmons were among 16 site employees who were potentially exposed to plutonium during a Nov. 8 accident at INL’s “Zero Power Physics Reactor” facility at the Materials and Fuels Complex. The workers began to evacuate when air alarms sounded, and seven of them received external contamination on their skin.

According to their complaint, Stanton and Simmons say they were asked to falsify safety procedures on a job done in October 2011. A month later the plutonium accident occurred. According to the Idaho Falls Post Register account of Thursday’s news conference, the complaint says Battelle sent the two workers to a psychological exam, gave them poor performance reviews, and withheld exposure dosage information.

SACRAMENTO -- Closing the San Onofre nuclear power plant is in the "best interests" of Southern California Edison's 4.9 million customers and those ratepayers should be prepared to pay a portion of the shutdown costs.

That's the message in a public letter published as a full-page advertisement in the Los Angeles Times on Monday.

"If a utility asset must be retired before the end of its expected life, the utility recovers from customers its reasonable investment costs," Edison wrote.

Millstone shuts down largest nuclear reactor

Waterford's nuclear Millstone Power Station shut down the larger of its two reactors as the water levels in the steam generator were too low, according to station owner Dominion.

Millstone Unit 3 had low water levels because the equipment that measures water flow into the generator lost power, and that power loss in under investigation, said Millstone spokesman Ken Holt.
