Surge in Sellafield apprenticeships

A record number of young people are to start courses leading to employment at the UK's nuclear fuel cycle centre, Sellafield.

Swelling numbers of apprentices have made this year's intake of 121 a record for the site - one likely to be broken in 2014 as the trend continues. Sellafield Ltd managing director Tony Price said "This is a record intake for us but apprentice numbers have increased over the last five years, and will continue to."

Courses on health physics and project management have been added to the usual ones of electrical and mechanical skills as well as business administration. Those apprentices that complete the three-and-a-half year courses are guaranteed a job in the nuclear industry, said Sellafield Ltd.

Viewing Fukushima in the cold light of Chernobyl

Their work underscores the idea that, in the wake of the Chernobyl catastrophe in 1986, there have been many lost opportunities to better understand the effects of radiation on life, particularly in nature rather than the laboratory. The researchers fear that the history of lost opportunities is largely being replayed in Fukushima.

Work at Fukushima Daiichi overwhelmed by contaminated water

Tokyo Electric Power Company, the utility which owns and manages the cleanup at the crippled Fukushima Daiichi nuclear power plant admitted earlier this summer that highly contaminated water was leaking from the plant into the Pacific Ocean. TEPCO has estimated that some 10 trillion becquerels of strontium and 20 trillion becquerels of cesium have leaked into the Pacific Ocean since May of 2011, but that figure is expected to grow because TEPCO has failed to stop the flow of radioactive water into the sea and also because the radioactive elements are easily absorbed into the soil.

A licensed employee had a confirmed positive for alcohol during a random fitness-for-duty test. The employee's access to the plant has been terminated.

The licensee informed the NRC Resident Inspector and will inform stakeholders at their scheduled meeting.

"On Thursday, August 22, 2013 at 0755 hours [EDT], with the reactor critical at approximately 98% core thermal power, and the mode switch in RUN, a manual reactor scram was inserted due to lowering reactor water level. The cause of the lowering reactor water level was due to the trip of all three Feedwater Pumps. The cause of the Feedwater Pump trip event is currently under investigation.

"Following the reactor scram, all control rods were verified to be fully inserted. All 4kV busses transferred to the Startup Transformer as designed. Following the scram the reactor water level lowered to +12 inches initiating the Primary Containment Isolation System (Group II, Reactor Building Isolation System (RBIS); and Group VI - Reactor Water Cleanup System) automatically as per design.

"Reactor water level lowered to -46 inches initiating Primary Containment Isolation System Group I - Main Steam Isolation Valves (MSIVs); Emergency Core Cooling Systems (ECCS) actuated which included automatic start and injection of the High Pressure Coolant Injection (HPCI) System and the Reactor Core Isolation Cooling (RCIC) System and an automatic start of the Emergency Diesel Generators as designed. Reactor water level was promptly restored to normal level.

"Currently a cooldown is in progress with reactor pressure is being maintained by the HPCI System operating in the pressure control mode and reactor water level is being maintained by the RCIC System. Reactor Water Clean-up System and normal reactor building ventilation have been restored. Off-site power is being supplied to the station by the Start-up Transformer (normal power supply for shutdown operations).

"Salem Unit 1 has initiated a unit shutdown in accordance with TS (Technical Specification) Action Statement 3.4.6.2(b) for unidentified leakage greater than 1 gpm [gallon per minute] (Entered on 8/22/13 at 1029 EDT). TS 3.4.6.2 Action Statement (b) requires a reduction of leakage rate to within limits within 4 hrs. or be in at least Hot Standby within the following 6 hours. Initial investigation has indicated that the leakage source is from packing on Pressurizer Spray Valve 1PS1 located in the RCS [Reactor Coolant System] Pressurizer shroud area inside Containment. Unidentified leakage is currently indicating 4 gpm. NRC Resident [Inspector] has been notified. Manual isolation is in progress.

TEPCO apologizes for contaminated water leak

The operator of the damaged Fukushima Daiichi nuclear power plant has apologized for the leakage of radioactive water from one of its storage tanks.

Tokyo Electric Power Company revealed earlier this week that more than 300 tons of highly contaminated water had leaked. The water is thought to have entered a ditch and seeped into the Pacific Ocean.

On Saturday, TEPCO Vice President Zengo Aizawa who heads the company's nuclear power division, met the Deputy Governor of Fukushima Prefecture, Masao Uchibori, at the prefectural government office.

Aizawa expressed deep apology for the water leakage. He said TEPCO will give the problem highest priority.

TEPCO continues tank investigation

The operator of the damaged Fukushima Daiichi nuclear power plant is investigating the leakage of radioactive water from a holding tank.

Officials at Tokyo Electric Power Company estimate more than 300 tons of highly radioactive water leaked from a tank near the Number 4 reactor this month. Some of the water is believed to have drained into the ocean through a ditch.

TEPCO officials said on Saturday the tank sank 20 centimeters into the ground in a test carried out in July, 2011.

They said the sinking may have deformed or damaged the tank. They said they are investigating whether this has anything to do with the leak.

Tank where toxic water leaked may have been deformed: TEPCO

A huge storage tank from which about 300 tons of highly radioactive water leaked at the crisis-ridden Fukushima Daiichi nuclear power plant may have deteriorated and become deformed as a result of being moved and reassembled, plant operator said Saturday.

Tokyo Electric Power Co. said the tank was first installed at a different location in June 2011, after the Fukushima nuclear disaster was triggered by a huge earthquake and tsunami in March 2011.

But after its foundation was found to have cracked after the tank sank in the ground, it was dismantled and reassembled at its current location where the leak occurred, the utility said.

Japan's Foreign Minister visits Chernobyl

Japan's Foreign Minister has visited the site of 1986 Chernobyl nuclear accident in Ukraine.

Fumio Kishida said he wants to increase cooperation with Ukraine in the reconstruction of areas affected by Fukushima Daiichi nuclear accident two years ago.

Kishida was shown the concrete and metal sarcophagus that covers the No. 4 reactor.

Ukrainian officials and engineers explained to Kishida how difficult it was to contain radioactive substances immediately after the accident. They said highly radioactive materials are still inside.

Storage facility for spent nuclear fuel in Aomori

A company that's building a temporary storage facility for spent nuclear fuel has opened the construction site to media.

The Recyclable-Fuel Storage Company has been constructing Japan's first spent fuel storage facility in Mutsu City in the northern prefecture of Aomori since 2010. The facility is designed to keep spent fuel rods for a maximum of 50 years.

One of the 2 buildings at the site is now almost complete after work was suspended following the March 2011 disaster.

Media was allowed on Monday to see the inside of the 28-meter-tall, reinforced-concrete building. The one-story structure can store 3,000 tons of spend nuclear fuel in floor space of about 8,000 square meters.

TEPCO sets up task force for water leaks

Tokyo Electric Power Company says it will set up a task force to manage radioactive water leaks at the Fukushima Daiichi nuclear power plant.

TEPCO President Naomi Hirose told reporters on Monday that he will directly oversee the task force. He called the leaks an urgent and pressing issue for the utility.

The task force will have 8 teams at the company headquarters in Tokyo, and 4 at the crippled plant.
