Abe met with reporters in Qatar, the last leg of his 4-nation tour in the Middle East and Africa, on Wednesday. He acknowledged the need for the state to deal with the crisis at the plant, hit by a nuclear disaster in March 2011. He said it cannot leave it up to its operator, Tokyo Electric Power Company. Abe disclosed that he had instructed the industry minister and the head of the state's Nuclear Regulation Authority to look into why massive amounts of contaminated water had leaked from a storage tank earlier this month. The shock opened up seams in the reactors and water drained from the cores. In the opening days of the disaster Japan's focus was on pouring water into the reactors to keep them cool. But it should have been obvious even then that water had to be leaking from the damaged reactors at a prodigious rate. ... but, I digress. |

Discussions focused on an unexplained puddle of water spotted by plant personnel on the 4th floor of the facility's No.1 reactor soon after the quake. A Diet panel had said the water could have leaked from the reactor's coolant system due to quake damage. But the report says the water came from an upper-floor fuel pool that overflowed in the quake. TEPCO officials told an NRA working group session on Friday that radioactive readings inside the ditch have been rising since August 27th. Approval by NMED for each underground waste disposal panel prior to use is required under the WIPP Hazardous Waste Facility Permit (Permit). A panel consists of seven waste disposal rooms and each room is approximate ly 13 feet high, 33 feet wide and 300 feet long. Mining and outfitting, which includes installation of electricity, monitoring equipment and air regulating bulkheads, of a panel takes about two to two and a half years. Once the mining and outfitting are completed, the panel is certified by a professional engineer registered in N.M. The Permit requires the certification and submittal of related documentation to the NMED Secretary for review and approval. The NMED then conducts an inspection to verify tha t the panel is constructed in compliance with the Permit requirements. “We’re very pleased by the NMED documentation review and its timely approval of Panel 7 for use,” DOE Carlsbad Field Office (CBFO) Manager Joe Franco said. CBFO has responsibility for WIPP and the National TRU Program. |
