Finally the announcement that many of us have been dreading. The open claim that nuclear contamination will be dumped into the world's ocean.

Statements that the radiation releases will be below safety limits is an outright lie.

How do they propose to do this?

TEPCO have already admitted using counters that top out at 100 mSv's to stay within safety limits set for their workers, so what is the chance they will modify their readings into the oceans.

The World's best should be there and monitoring.

This is still too little, too late.

TEPCO: Worn resin may be cause of high radiation

The operator of the Fukushima Daiichi nuclear plant says degrading resin may be to blame for extremely high radiation detected on the plant's storage tanks.

Tokyo Electric Power Company measured high radiation levels near the bottom of 3 tanks holding radioactive waste water, over the weekend. One of them had beta-ray radiation of up to 1,800 millisieverts per hour.

All the high measurements came from the joints of tanks built of steel plates that are bolted together. Workers found resin extruding from the joints. The resin is used inside the seams as a "water-stop" material because it expands when soaked with water.

Govt. sets policy to tackle Fukushima leak

The Japanese government has decided to spend public funds of about 47 billion yen, or 470 million dollars, to deal with the massive buildup of radioactive water at the crippled Fukushima Daiichi nuclear power plant.

Prime Minister Shinzo Abe, Industry Minister Toshimitsu Motegi and other members of the government's nuclear disaster taskforce approved the basic plan at a meeting on Tuesday.

They agreed the government should take the initiative in tackling technically challenging problems instead of leaving them for plant operator Tokyo Electric Power Company to deal with.

The money will be used to freeze soil to create an underground wall around the 4 damaged reactors.

NRA chief comments on TEPCO

Japan's nuclear regulator chief has pledged to give stricter instructions to the operator of the Fukushima Daiichi nuclear plant as the utility struggles to contain radioactive wastewater leaks.

In a news conference on Monday, Nuclear Regulation Authority chairman Shunichi Tanaka criticized Tokyo Electric Power Company for making only quick, patchwork fixes to a series of radioactive water leaks.

He said the agency has given spoken and written instructions to TEPCO for improving the situation, but the operator has obviously failed to follow them.

Tanaka stressed that the regulator will use its enforcing power, if needed, to make the company take the proper procedures.

Google offers images around Fukushima Daiichi

Google has released recent images of areas around the Fukushima Daiichi nuclear power plant where access is still restricted due to high radiation levels.

The Internet giant's street view service has been offering photos of areas in northeastern Japan that were devastated by the March 2011 earthquake and tsunami.

The images released on Wednesday were taken from April until last month in areas including the towns of Futaba and Okuma near the plant.

The photos show debris scattered all around, and areas in need of reconstruction nearly 30 months since the disaster.

Residency in most of both towns is restricted indefinitely. Town officials gave Google permission to take the photos.

2nd survey at Higashidori nuclear plant ends

A member of Japan's nuclear power regulator says the result of its second survey at the Higashidori nuclear plant in northeastern Japan will not change its conclusion that faults under the facility appear to be active.

Nuclear Regulation Authority Commissioner Kunihiko Shimazaki was speaking to reporters on Wednesday after the 2-day survey by a panel of experts at the plant in Aomori Prefecture.

In February, the authority compiled a draft report based on its first survey last December in which it said the faults appeared to be active.

Record radiation readings seen near Fukushima water tanks

TOKYO — Radiation readings around tanks holding contaminated water at the crippled Fukushima nuclear plant have spiked by more than a fifth to their highest levels, Japan’s nuclear regulator said Wednesday, heightening concerns about the clean-up of the worst atomic disaster in almost three decades.

Radiation hotspots have spread to three holding areas for hundreds of hastily built tanks storing water contaminated by being flushed over three reactors that melted down at the Fukushima Daiichi plant in March 2011.

Readings just above the ground near a set of tanks at the plant showed radiation as high as 2,200 millisieverts (mSv), the Nuclear Regulation Authority (NRA) said. The previous high in areas holding the tanks was the 1,800 mSv recorded on Saturday.

Both levels would be enough to kill an unprotected person within hours. The NRA has said the recently discovered hotspots are highly concentrated and easily shielded.

Outage services contract for Areva

Areva will provide outage services to the Salem and Hope Creek nuclear power plants in New Jersey under a long-term contract awarded by PSEG Nuclear.

The French company's US subsidiary Areva Inc will perform refueling, inspections and steam generator maintenance at the adjacent plants during outages beginning later this year. The value and duration of the contract was not disclosed.

The Salem plant comprises two pressurized water reactors, one with a capacity of 1174 MWe and the other 1130 MWe. Unit 1 began commercial operation in 1977 while unit 2 followed in 1981 and their operating licences are due to expire in 2036 and 2040, respectively.

The adjacent Hope Creek plant is a single 1211 MWe boiling water reactor. It began commercial operation in 1986 and is licensed to operate until 2046.

Yangjiang nuclear investment on hold

Plans by Hong Kong utility CLP to take a 17% stake in the six-reactor Yangjiang nuclear power plant have been halted by regulatory delays and an investment review by project leader China General Nuclear.

CLP's announcement to the Hong Kong stock exchange explained the lead-up to the decision to end negotiations that began in July 2010. The company said that China's year-long hiatus in nuclear approvals after the Fukushima accident had also applied to the official go-ahead for its stake in the development. When approvals resumed, there were "further design implications for Yangjiang", said the utility.

The new nuclear power plant in Guangdong province already has four CPR-1000 units well advanced in construction. Two further units were slated to start construction this year - which could be either more CPR-1000s, or later developments the CPR-1000+ or the ACPR-1000.

CLP said it was told by project leader China General Nuclear (CGN) this week that "due to continuing delays in regulatory approvals and CGN's own review of its funding needs and capital raising options, CLP would not be able to take up its 17% equity share in Yangjiang for the time being."

Two US single-unit PWR-based nuclear power plants -- Wolf Creek Generating Station and the Ameren Missouri Callaway Energy Centre -- are adopting a process developed and used in Japan to mitigate the risk of stress corrosion cracking in Alloy 600 steel in reactor vessels.

What is unique about MHI's water jet peening system is that it can reach, and treat, areas inside the reactor vessel that are inaccessible to other mitigation methods, in particular bottom-mounted instrumentation nozzles (diameter: 10 mm) or the reactor vessel-main coolant pipe weld, underwater, with water.

The system directs a jet of high-pressure water to vulnerable or cracked surfaces. Manufacturer Mitsubishi Heavy Industries would not specify the exact pressure, but did say that the jet was 'in the GPa' range, so at least 145,000 psi. Cavitation bubbles are generated at the boundary between the high-pressure water and the surrounding water. The shock pressure caused by the collapse of these bubbles presses against the steel surface underneath. This cold work process tends to compress the surface, which makes it more resistant to crack formation. The system has the advantage of not needing to add any foreign materials to the cavity water.

More U.S. nuclear power plant closures to come?

The closing of the Vermont Yankee nuclear plant could be indicative of more shutdowns to come, experts say.

It is the fifth such announcement in the nation's nuclear energy sector this year. San Onofre's two reactors in California, Kewaunee in Wisconsin and Crystal River 3 in Florida are also being retired.

Vermont Yankee's owner, New Orleans-based Entergy Corp., cited competition from cheap natural gas and high costs tied to regulation as reasons for its decision to close the plant, announced this week.

Natural gas now accounts for more than half of the New England region's net electricity generation.

Japanese government to fund underground wall at Fukushima Daiichi as more criminal charges filed against TEPCO

For the last two and a half years, the Tokyo Electric Power Company (TEPCO) has been pumping water into the crippled reactor buildings at Fukushima Daiichi in an effort to keep melted nuclear fuel cool somewhere inside of the buildings. Over the course of time the utility has built more than 1,000 storage tanks for more than 335,000 tons of contaminated water, but contaminated water cannot be permanently stored in tanks. Recently, TEPCO has acknowledged that many of these tanks are now leaking contaminated water into the environment.

TEPCO and the Japanese government are planning to create an underground wall two miles long by freezing the soil up to 100 feet deep around the damaged buildings to prevent the flow of groundwater in and out of the buildings and becoming contaminated. A senior ministry official admitted that the Japanese government plans to shoulder the full costs of the operation, which are projected to be around $470 million. The projected is currently estimated to be completed by March 2015, but that date and the final price may both be adjusted down the road.
