The recent decision by the U.S. Court of Appeals regarding the Yucca Mountain Nuclear Waste Repository was a major victory for both Aiken County and the Constitution. Whether this decision will jump start the mothballed facility remains unknown.

The 2-to-1 decision, written by Judge Brett Kavanaugh and joined in a concurring opinion by Judge Arthur Randolph, granted a writ of mandamus forcing the Nuclear Regulatory Commission to continue the licensing process for the Yucca Mountain facility.

The chain of events leading to this decision began in 2010 when Commission Chairman Gregory Jaczko, a former aide to Yucca Mountain opponent Sen. Harry Reid, violated the Nuclear Waste Policy Act.

TEPCO told reporters on Monday that groundwater from a monitoring observation well at Fukushima Daiichi was found to contain extremely high levels of radiation including 3,200 becquerels of beta-emitting materials per liter. This most recent finding will likely affect TEPCO’s plans reported last week to pump groundwater into the ocean before it reached the crippled reactor buildings. The contaminated monitoring well is less than 150 yards from where the pumping well is installed.

It is not hard to find people in Japan who disagree with the prosecutor’s decision. Toshitsuna Watanabe is the mayor of Okuma Town in Fukushima Prefecture, one of the towns which has been evacuated due to high radiation levels; he is just one of the people living in Japan who feel that the delayed responses during the early stages of the accident allowed the damage to worsen.

The residents of Fukushima who filed the criminal complaints still have recourse available; they plan to take the matter up before a prosecution inquest panel, which is comprised of randomly-selected citizens.

S.Korea vying to win Vietnam's nuclear project

South Korean President Park Geun-hye is in Vietnam where she has made a pitch for projects to build nuclear power plants in the country.

Park met Vietnamese President Truong Tan Sang in the capital Hanoi on Monday. She is being accompanied by 79 senior South Korean corporate officials on her visit to the country.

Park and Sang spoke to reporters after discussing bilateral cooperation mainly in economic areas.

Park expressed hope for winning orders from Vietnam for nuclear plant construction projects. She said the 2 sides agreed that South Korea's experience in nuclear power development and technologies would contribute to fostering Vietnam's nuclear power industry.

Decontamination delay affects evacuees

A major delay in the government's decontamination efforts in areas around the Fukushima Daiichi plant is seriously affecting the lives of evacuees who hope to return to their homes.

The Environment Ministry on Tuesday admitted that it cannot finish the project in 7 cities and towns by its initial deadline set for the end of next March.

The ministry attributes the delay to difficulty in obtaining agreements from evacuees living in different locations, and securing sites to store radioactive soil.

In Iitate Village, only 3 percent of the houses have been decontaminated despite the ministry's initial plan to finish the work for the village by next March.

TEPCO invites U.S. nuclear expert to address Fukushima nuclear issue

Tokyo Electric Power Co. said Tuesday it will invite U.S. nuclear expert Lake Barrett to provide advice on how to deal with radiation-contaminated water at the Fukushima Daiichi nuclear plant.

Barrett, who helped control the 1979 Three Mile Island nuclear plant accident as an official of the U.S. Nuclear Regulatory Commission, will attend Friday's meeting at TEPCO's head office on the matter.

Taiwan's 4th nuclear plant might be ready for loading fuel rods in Sept.: ministry

Taiwan's problem-plagued fourth nuclear power plant located in the densely populated north of the island may be ready for loading of fuel rods as early as this month, if testing of the fueling platform is completed as planned, the Ministry of Economic Affairs said Tuesday.

Victor Sung, deputy director of the ministry's Lungmen Nuclear Power Plant project office, said testing of the refueling platform was scheduled to be completed by August, but has been pushed back to the end of September.

"Once the testing is over, the fourth nuclear power plant (in Lungmen, New Taipei City) will have the capacity to load fuel rods and replace spent fuel rods," he said.

More bad news...



Detection of radioactive Iodine I-129 in roof gutter moss Australia.

If my assessment is correct, this Southern Hemisphere detection is not a good sign. This is a lot of Iodine I-129. The other possibility is it is Lead Pb-210, or a mixture of both. The main peak is much closer to 40 keV than to 47 keV for lead Pb-210. I have tested this sample with different software, and calibrated a number of times, it very much looks like I-129.



This means it is bio-accumulating. So even though our background levels have not risen a lot, bio-accumulations could present a more serious issue. The moss also had some other material mixed in with it, that it was growing on, leaves and other organic matter. This test result also suggests that there would be more 1-129 in fallout in the Northern Hemisphere.
