The EPA document goes on to list reports of the private National Council on Radiation Protection and the nongovernmental International Commission on Radiological Protection as among the potential sources for such benchmarks.

It is the recommendations of these very groups that EPA and state cleanup officials, along with environmental activists, have criticized in the past on the grounds they suggest remediation goals thousands of times less rigorous than what has ever been permitted in the United States.

Most recently, a February NCRP report funded by the U.S. Homeland Security Department suggested implementing ICRP cleanup goals under which an annual radiation dose of up to 2,000 millirems per year is permitted -- a rate at which as many as 1 in 20 people would be expected to develop cancer from long-term exposure.
Normally, EPA does not permit actions that would leave more than 1 in 10,000 people at risk for cancer from 30 years of exposure, pursuant to rules its Superfund program established in the 1980s.

A little over 50 years ago a South Carolina doctor (and the grandfather of this reviewer) treated a family for injuries sustained when a sudden, inexplicable explosion tore through their backyard. The injuries were not serious, and after spending the night at the doctor’s house they returned home to discover that the object in the 50-foot crater left behind their house was an atomic bomb that had fallen from a passing Air Force plane. The bomb had not been “armed” with its nuclear core; the blast came from the explosives intended to trigger a chain reaction. The crater can still be seen today.

Meanwhile, while 95% of the Japanese public believe that the situation at Fukushima Daiichi is out of control, Prime Minister Abe focused his recent energies on a final, and successful, push to secure the 2020 Olympic Games for Tokyo. He used the selection of Tokyo as host city for the Games to state that "that there has not been, is not now and will not be any health problems whatsoever," from the disaster, a position that is unsupportable in medical science.

Buried in the same news cycle was the decision by the Japanese courts not to prosecute TEPCO executives for their handling of the Fukushima disaster. Residents of Fukushima had filed a criminal complaint, and are insensed at this decision.

In the US, 31 Fukushima-style reactors remain running — the antiquated and dangerous General Electric Mark I and Mark II boiling water reactors (BWRs). This notorious design was flagged in 1972 as too flawed to build, but the warnings were ignored. During Congressional testimony in 1976, three senior GE engineers who had publicly resigned, testified the design was “so dangerous that it now threatens the very existence of life on this planet.”

At a press conference on Monday, two days after the IOC decision, the media demanded of TEPCO to corroborate Abe’s statement that the radioactive water has been “completely blocked” and is not flowing into the ocean. However, while the spokesperson said they are working on stabilizing the situation, it appeared like they are contradicting what the prime minister said by revealing they cannot say for sure that it is technically possible to “completely block” the contaminated water from flowing outside of the crippled plant.

I try to capture some of the struggle.

Envoy: Iran wants constructive nuclear talks

A new Iranian envoy to the International Atomic Energy Agency says his country has a strong political will to constructively interact on its nuclear program.

Ambassador Reza Najafi made the remark at the regular board meeting of the IAEA in Vienna, Austria, on Thursday. He was handpicked by Iranian President Hassan Rouhani.

Najafi stressed Iran's new government is ready to faithfully engage with the international community and remove any ambiguity about its nuclear activities.

Referring to the talks between the IAEA and Iran to be held on September 27th, Najafi told reporters that both sides should sit together and directly and frankly discuss their differences. He added Iran hopes the differences can be solved.

Rouhani: Iran ready to accept IAEA inspectors

Iran's leader has told his Chinese counterpart that Iran is ready to accept inspectors from the International Atomic Energy Agency.

Iranian President Hassan Rouhani made the remarks to Chinese President Xi Jinping on Thursday in the Kyrgyz capital of Bishkek. The leaders met on the eve of a summit of the Shanghai Cooperation Organization. It was their first meeting since they both took office.

Xi said Iran's nuclear program is a significant concern for the region. He urged Iran to promote practical dialogue to seek a mutually beneficial solution with relevant Western countries.

US expert: TEPCO should say more on water leaks

A US nuclear expert has urged the operator of the Fukushima Daiichi nuclear plant to do more to tell the world about leakage of radioactive water at the site.

Lake Barrett is a former official of the US Nuclear Regulatory Commission who led cleanup work for 4 years after the nuclear accident at Three Mile Island.

Barrett took part in a meeting at Tokyo Electric Power Company on Friday to address problems including leakage from wastewater storage tanks and contamination of massive amounts of groundwater.

Barrett, who inspected the site on the previous day, said measures taken there are helping to contain significant amounts of radioactivity.

He said there's no reason for concern about public health or safety concerning water at the plant.

But he stressed that efforts for technical control of the water are insufficient. He urged TEPCO to improve its methods of communicating to the world so that people know what's going on at the plant.

TEPCO official: Leakage 'not under control'

A senior official from the Tokyo Electric Power Company has acknowledged that the radioactive water leakage at the crippled Fukushima Daiichi plant is not under control.

The government's top spokesman later said the assessment does not contradict Prime Minister Shinzo Abe's statement, delivered internationally, that the situation in Fukushima is under control.

TEPCO official Kazuhiko Yamashita was speaking at a hearing on Friday in Koriyama City, Fukushima Prefecture. The session was organized by the opposition Democratic Party, with officials from the government and TEPCO taking part.
