TEPCO rushed to build the tanks out of steel, but with the salt and all the radiation, they corrode quite quickly. The rubber seals are also vulnerable to radiation and they decay fast.

MARK WILLACY: At the time of the leak, only two inspectors were checking 900 tanks at any one time, so this highly radioactive leak went unnoticed for a month.

In this video, an inspector from Japan's nuclear watchdog asks a TEPCO official if the company has been keeping records of tank inspections and radiation readings. "No," replies the TEPCO official.

KAZUNARI YOSHIMURA (voiceover translation): It's a matter of course that you install water gauges on tanks like this, so it's a mystery why TEPCO didn't install gauges so that they could easily tell how much water was inside and if there had been a leak. It's absurd.

MARK WILLACY: Atsunao Marui is one of Japan's top groundwater scientists and a member of a panel set up by TEPCO and the Government to try to find ways of managing Fukushima's growing reservoir of radioactive water. He says putting the nuclear plant on this stretch of coast in the first place was inviting disaster.

“During the presentation for the Olympic Games, Prime Minister Abe told a lie,” Teruhiko Mashiko, an Upper House member and vice president of the Democratic Party of Japan, said during a recent interview in Tokyo.

“This is a big problem. The government should invest more people, money and technologies to turn their lies into truths,” Mashiko, who represents Fukushima Prefecture, said in an interview with The Japan Times. [...]

TEPCO's water purification plan faces difficulties

The operator of the damaged Fukushima Daiichi nuclear plant says it will purify all the radioactive water at the site by March 2015.

But observers say that won't be easy.

Tokyo Electric Power Company said Thursday there's a total of 440,000 tons of contaminated water in the basement of the turbine buildings and in storage tanks. The utility says there's another 15,000 tons in tunnels under the compound.

Containing the radioactive water was the main issue Prime Minister Shinzo Abe discussed with TEPCO on Thursday during his visit to the plant.

The utility plans to install 2 more water treatment devices in addition to one now in place. But its trial run is currently on hold because of damage caused by corrosion.

Tokyo Governor Naoki Inose says that the problem of radioactive water leaking from the crippled Fukushima Daiichi nuclear plant isn't necessarily under control.

Earlier this month, Prime Minister Shinzo Abe declared at the general assembly of the International Olympic Committee in Buenos Aires that the situation at Fukushima is under control.

TEPCO apologizes for getting Abe's name wrong during his visit to Fukushima

TOKYO — Red-faced officials issued an embarrassed apology to Prime Minister Shinzo Abe on Friday after getting his name wrong during a high-profile tour of the battered Fukushima nuclear plant.

Abe was given a specially-printed suit to protect him from radiation during the tour Thursday, on which he was accompanied by a large press pack.

But plant operator TEPCO, which has been lambasted internationally for what critics say is its hapless handling of the catastrophe at Fukushima, used the wrong Chinese character for Abe’s surname.

Three of the four characters used to write his name were correct. However, the character for “be” was not the right one.

“It was a typing error,” said a TEPCO spokesman. “We are very sorry for the mistake. We sincerely apologize to the prime minister for printing an inaccurate name.”

Abe may have referred to Fukushima without knowing details

Prime Minister Shinzo Abe's assurances to the international community that radioactive water is being contained inside the port of the crippled Fukushima Daiichi nuclear power plant may have come without him knowing exactly which area he was talking about.

Abe told the International Olympic Committee earlier this month the "influence of the contaminated water is completely blocked within the 0.3 square-kilometer area of the plant's port." He made the remarks during Tokyo's final presentation for the right to host the 2020 Summer Olympics in an attempt to erase concerns over the buildup of radioactive water at the plant operated by Tokyo Electric Power Co.

However, during a visit to the Fukushima complex Thursday, he asked the plant's chief Akira Ono in the presence of reporters, "Where is the 0.3 (square-km area)?" prompting Ono to point to the relevant area.

Reactor vessel internals segmentation at Zion

Siempelkamp Nuclear Services Inc. (SNS) is contracted to perform the segmentation and packaging of the Zion Nuclear Power Station reactor vessel internals (RVI) and reactor vessels (RV). Zion is a two-unit Westinghouse pressurized water reactor (PWR) facility that has been shut down for approximately 15 years, and is located on Lake Michigan in the city of Zion, Illinois between the cities of Chicago and Milwaukee. Each PWR had a generation capacity of 1040 MW. The first unit started power generation in 1973 and the second unit came on line in 1974; both served Chicago and the northern quarter of Illinois. The operation of both reactors ceased in 1996/1997. In 2010 the US Nuclear Regulatory Commission approved the transfer of Exelon Corporation's license to ZionSolutions, the long-term stewardship subsidiary of EnergySolutions responsible for the decommissioning of ZNPS. In October 2010, ZionSolutions awarded SNS the contract to plan, segment, remove, and package both reactor vessels and internals.

During operation, the RV and RVI became so irradiated that removing them requires segmentation by remotely-operated equipment.

Loose bolts may cause radioactive water leakage

The operator of the damaged Fukushima Daiichi nuclear plant says radioactive water may have leaked from a storage tank whose pivot bolts used for the joints of steel sheets had become loose.

TEPCO officials say 5 of the pivot bolts used to fix joints of steel sheets at the bottom of the tank were found loose. They say it is highly probable that this caused the leakage.
But officials say they will also check deformed resins and rust on the sides of the sheets for ruptures.

Fukushima Daiichi has more than 300 similar tanks that store radioactive water. It is feared the same problem could be found at the bottom of those tanks.

More Fukushima plant workers show health problems

The health ministry says the percentage of workers who have health issues in their physical exams has increased at the crippled Fukushima Daiichi nuclear plant and nearby locations.

The ministry for the first time analyzed the results of physicals reported to a labor standards inspection office which has jurisdiction over 2 nuclear plants in Fukushima.

Some 6,700 people engaged in radiation-related work for 545 work units in the region took special physicals last year. Most of them are believed to be plant workers.

The health ministry officials say that 284 of them, or 4.21% of the employees in the area, showed unhealthy medical readings, such as higher white blood cell counts.

TEPCO split proposed to speed up Fukushima reactors' scrapping

A senior official of the ruling Liberal Democratic Party has proposed to Prime Minister Shinzo Abe that Tokyo Electric Power Co. be split up through the creation of a company in charge of decommissioning reactors at the crippled Fukushima Daiichi nuclear power plant, a party official said Saturday.

Tadamori Oshima, head of the LDP committee for the recovery of areas in northeastern Japan devastated by the 2011 March earthquake and tsunami, made the proposal Wednesday so that the utility will be able to focus on compensation for those affected by the nuclear crisis and its primary business while decommission work can be speeded up, the official said.

Of the plant's six reactors, TEPCO is moving ahead to decommission the Nos. 1 to 4 units that suffered meltdowns or hydrogen explosions in the early days of the crisis. Abe on Thursday urged TEPCO to scrap the Nos. 5 and 6 reactors as well, even though those two reactors suffered no major structural damage.

U.S. narrowly avoided nuclear bomb explosion in 1961: report

The United States narrowly escaped a nuclear bomb explosion in North Carolina in 1961, The Guardian reported Friday in its online edition, citing a declassified U.S. document.

A declassified secret document reveals that the U.S. Air Force "came dramatically close to detonating an atomic bomb over North Carolina that would have been 260 times more powerful than the device that devastated Hiroshima" in August 1945, the British daily said.

Two hydrogen bombs were accidentally dropped over Goldsboro, North Carolina on Jan. 23, 1961, the paper said.

Cracks in Ohio nuclear reactor building pose no danger -FirstEnergy

Small cracks in the shield building at the Davis-Besse nuclear power plant in Ohio pose no danger to the integrity or ability of the structure to operate, the plant's owner FirstEnergy Corp said on Friday.

During routine inspections, the company said it identified three "very tight, subsurface pre-existing cracks" in the building that were invisible to previous inspection technology.

The company also said cracks initially identified in 2011 appear to have grown slightly in three locations.

In 2002 workers discovered corrosion had eaten a hole in the plant's reactor vessel head, the repair of which kept the unit shut until 2004.

The NRC fined FirstEnergy more than $5 million for the actions that led to the corrosion.

Britain's nuclear prospects boosted after details of multi-million pound deal emerge

Britain's nuclear prospects received a boost yesterday after details of a multi-million pound deal emerged.

Reactor maker Westinghouse, which is owned by Toshiba, is preparing to buy into one of the consortia looking to build reactors in the UK. The Japanese giant is in talks to join NuGen, which is owned jointly by ScottishPower owner Iberdrola and GDF Suez. The consortium’s plans are to build a reactor at Sellafield in Cumbria, to be commissioned in 2023.

Now Westinghouse is in talks to buy out Iberdrola’s 50 per cent stake in the project, as well as taking some of GDF’s 50 per cent holding as well.

Westinghouse would then use its own reactor technology to push the project forward.

But even if the move goes ahead, the company would still require government clearance before it could start building. Its chances also hinge on current talks between ministers and EDF, the French-backed energy giant that is first in line to construct generators.
