SAINT LUCIE: MANUAL REACTOR TRIP DUE TO UNISOLABLE LEAK IN DIGITAL ELECTRO-HYDRAULIC SYSTEM

At 0002 EST, Unit 1 Manually tripped the Reactor from 90% power due to an unisolable leak in the Digital Electro-Hydraulic [DEH] System. All CEAs fully inserted into the Reactor Core. All systems responded as expected on the trip. Decay Heat removal currently using Main Feedwater and Steam Bypass Control System. After the trip, DEH pumps were secured to stop the transfer of fluid from the DEH system to the Turbine Building. Investigation ongoing to determine exact location of the leak.

Formal safety check process to start for TEPCO's Kashiwazaki plant

The Nuclear Regulation Authority decided Wednesday to begin a formal safety screening process for Tokyo Electric Power Co.'s Kashiwazaki-Kariwa nuclear power plant in Niigata Prefecture, which the utility is seeking to restart to improve its battered finances.

Although TEPCO applied for safety inspections of the Nos. 6 and 7 reactors at the Kashiwazaki-Kariwa plant in late September, the NRA has not held an official safety screening meeting, which will be open to the public, amid concerns over the utility's poor handling of the accident-stricken Fukushima Daiichi plant in Fukushima Prefecture.

But the NRA decided during Wednesday's regular gathering of its commissioners that it should at least hold a meeting to listen to the outline of the content of the applications and check whether there are problems that should be addressed.

I think it shows a serious problem. "

Las Vegas Residents Frustrated about Nuclear Waste Shipments

LAS VEGAS -- A done deal to bring radioactive materials to southern Nevada is in store for the state's national security site.

Las Vegas residents received no input about the waste before the Department of Energy inked a deal and that's what got so many people to show up at a meeting Wednesday night looking for answers.

Sixty five miles northwest of the Las Vegas valley is a highly guarded piece of property called the Nevada National Security Site. The area is part of Nevada's very long history of nuclear development and testing.

The Department of Energy said it's the perfect place to dispose of deadly nuclear waste.

Plans call for as many as 100 canister shipments to arrive from Tennessee as early as next year by truck secretly because the nuclear material could be used to make weapons in the wrong hands.

Governor Sandoval and other Nevada leadership have come out opposing the plan saying it opens the door to even more waste coming to our state.

There will be 400 canisters of waste brought to the site as the Department of Energy wanted to start the shipments as soon as January, but no firm timeline has been put into place.

A fuel transport container will be placed in the pool using the main crane. Workers will then use the smaller refuelling crane to move fuel assemblies one by one from their vertical storage racks to the container. When this is full it will be sealed, lifted from the water by the main crane, placed on the service floor for decontamination and then taken through a special route to a vehicle that will move it across the site to be unloaded at the site's shared storage facility. This process will be repeated until the pool is empty.

With a total of 1533 fuel assemblies in the pool (1331 used, 202 unused) this is expected to take until the end of 2014. Tepco will move the fuel during the day and clean dust and debris from the pool water during the night. Two containers will be used in relay.

US approves 3rd shale gas export to Japan

The US Energy Department has approved a plan involving Japanese major appliance firm Toshiba to export natural gas to Japan.

The department on Friday authorized the natural gas project in the state of Texas.

Under the plan, Toshiba will secure 2.2 million tons of liquefied natural gas every year, starting from 2019. It plans to sell the gas to power companies in Japan.

LDP official hints at building new nuclear plants

The secretary general of Japan's ruling Liberal Democratic Party has hinted at the possibility of studying building new nuclear power plants in Japan as long as their safety can be guaranteed.

Shigeru Ishiba spoke to reporters on Saturday about the country's future energy policy.

Ishiba said the government will first have to restart existing idled nuclear plants after ensuring their safety.

Maybe freeze the racks to a solid ice and then remove the fuel rod racks as a solid block of liquid dry ice. Single removal of fuels rods sounds dangerous.

Removal of nuclear fuel begins at Fukushima

The operator of the Fukushima Daiichi nuclear power plant has begun removing nuclear fuel from a storage pool at a damaged reactor building.

Workers placed a special fuel transport container in the storage pool of the Number 4 reactor building.

The pool holds 1,533 units of nuclear fuel, of which 1,331 are highly radioactive spent fuel. The rest are unused.

At around 3PM on Monday, the workers started to hoist the unused fuel units into the steel container, which can store 22 units of fuel. The utility decided to remove these units first as they do not release high levels of radiation and heat. A TEPCO official said that the first fuel unit was moved into the container by 4PM, and that the workers had encountered no problems.

The pool contains 1,533 units. Nearly 90 percent of them are spent fuel rods, which continue to emit high levels of radiation and heat.

Spent fuel contains about one percent plutonium by weight.

TOKYO — Workers at the Fukushima Daiichi nuclear plant on Monday began moving fuel rods from a reactor building, in their most difficult and dangerous task since a tsunami crippled the facility in 2011.

Operator Tokyo Electric Power Co (TEPCO) said it had begun the process of removing the uranium and plutonium rods from a storage pool—a tricky but essential step in the complex’s decades-long decommissioning plan.

The fuel rods are bundled together in so-called assemblies which must be pulled out of the storage pool where they were being kept when a tsunami smashed into Fukushima in March 2011. There are more than 1,500 such assemblies in the pool.

Over the course of two days, the company said it expects to remove 22 assemblies, with the entire operation scheduled to run for more than a year.

“At 3:18 p.m., we started to pull up the first fuel assembly with a crane,” a company spokesman said Monday.

The huge crane, with a remote-controlled grabber, is being lowered into the pool and then hooked onto the assemblies, placing them inside a fully immersed cask.

The 91-ton cask will then be hauled from the pool to be loaded onto a trailer and taken to a different storage pool about 100 ers away.

The operator of the Fukushima Daiichi nuclear power station started a yearlong operation Monday to remove fuel from a pool at a damaged reactor building, in a move to address one of the major hazards remaining at the disaster-stricken plant.

While the process of removing fuel rod assemblies from the spent fuel pool of the No. 4 reactor unit is a milestone toward the decommissioning of Tokyo Electric Power Co.'s Fukushima plant, the work will require careful attention to prevent another radiation leak.

"This work is an important step in the decommissioning process that will be carried out over the next 30 to 40 years. We will conduct this work safely and steadily," TEPCO President Naomi Hirose said in a statement.

TEPCO's ability in doubt as Fukushima plant decommissioning starts

Tokyo Electric Power Co. on Monday moved into the actual decommissioning process of the crippled Fukushima Daiichi nuclear power plant, even as doubts swirled over its ability to carry on with the crisis cleanup operations for decades to come.

The commencement of the fuel removal from a pool at the damaged No. 4 reactor building was probably one of the few bright pieces of news heard recently from the plant, which has been plagued with frequent radioactive water leaks and other troubles over the past year.

But the defueling mission poses another challenge to the utility, with its success or failure expected to affect the following process of retrieving fuel also from the pools of the Nos. 1 to 3 units as well as the melted fuel inside them.

Fuel removal under way at Fukushima

The first four fuel assemblies have been removed from Fukushima Daiichi unit 4's storage pond, marking the start of an operation expected to be completed at the end of next year.

After completing trials using dummy fuel, Tepco reported that preparations for the removal of the first actual assembly began at 9.50am today. A fuel transport container was moved from a temporary storage location on the fifth floor of unit 4's reactor building to the fuel storage pool using the main crane. By 12.30pm, this container had been lowered into the pool ready to accept the initial fuel assembly.

The smaller refuelling crane was started up at 3.18pm, marking the start of the fuel removal process. At 3.25pm the transfer of the first fuel assembly from the storage racks into the container began and was completed within two minutes. Three further fuel assemblies had been placed in the container by 6.45pm. Tepco said that it expects to complete the removal of the first 22 unused fuel assemblies within the next two days.

COLUMBIA GENERATING STATION: LOSS OF DRYWELL SAMPLING CAPABILITY

This notification is being made due to a loss of emergency assessment capability. At 0955 (PST), on 11/17/2013 it was discovered that the CMS-SR-13 sample valves would not align to allow monitoring the drywell. The redundant sample rack, CMS-SR-14 is already out of service due to an issue with the sample pump, which is currently awaiting replacement parts.

The capability to monitor the drywell for H2 and O2 remotely is non-existent if an emergency situation were to arise because of these two issues. The only method currently available to sample the drywall for H2 and O2 is manually via chemistry procedures. This method would be unavailable in accident conditions because the sample point isolation valves isolate on an accident signal (F or A). Even if the sample points were not isolated, the Chemist would be unable to draw a sample safely during an accident due to radiation levels in the Reactor Building and/or H2 and O2 levels in containment.

DRESDEN: FAILURE OF SECONDARY CONTAINMENT INTERLOCK MECHANISM

At 10:19:02 [CST] on November 16, 2013, indication was received in the Control Room that two Secondary Containment doors, in one access opening, were open simultaneously. The interlock mechanism preventing both doors from operating simultaneously did not operate as expected. A worker was staged in the interlock to operate the doors as an interim action while a modification to prevent additional failures was being developed. The worker reported that while opening the reactor building side door the Turbine Building side door opened several inches. Both doors were immediately closed and the interlock was removed from use. Secondary Containment differential pressure remained within Technical Specification required values during the short time both doors were open.
