What prevents the water in one tube from pushing up into the other? and if you say a check valve then how does the ball push past a valve that can hold that kind of resistance and then continue to allow balls through with no water escaping?

Anything with a water wheel in it, is not a perpetual motion machine. This is an inertial-mass-transfer kinetic battery of some sort that while is efficient enough to run for a while, it is not doing anything that would suggest 'perpetual motion' or violation of any of the laws of thermodynamics.

I bet 99/100 that there is a water tank at the top or other source of water(hose) that is refilling the ascension tube. The balls clearly displace a significant amount of water that would need to be replaced as the balls come out at the top. I bet this would be /more/ efficient if you just let the water fall through the wheel at the correct rate.

If this thing works, it's a nice rebuttal to all the narrow-minded scientists and engineers who claim that perpetual motion is impossible.
